Otonomi Daerah sebagai konsekuensi pelaksanaan pasal 18 ayat (1), (2), dan (5) UUD NRI 1945 dimana daerah harus mengurus dan mengatur sendiri urusan Pemerintahannya. Dalam pelaksanaannya diperlukan pembiayaan yang dikeluarkan Daerah yang salah satunya diperoleh dari Pendapatan Asli Daerah. Pendapatan asli Daerah salah satunya diperoleh dari sector retribusi. Retribusi penunjang diagnostic merupakan salah satu jenis retribusi di Puskesmas Sembung yang realisasinya masih belum Optimal. Retribusi penunjang diagnostic diatur dalam Peraturan Daerah Nomor 3 Tahun 2012 Tentang Retribusi Pelayanan Kesehatan pada Unit Pelaksana Teknis Dinas Kesehatan Kabupaten Tulungagung. Tercatat per/ September 2016 realisasi retribusi pelayanan kesehatan penunjang diagnostic sebesar 100.000 dari target 550.000 atau terealisasi 18,18% per/September 2016. Pendapatan asli daerah sangat berpengaruh terhadap pembangunan di suatu daerah. Semakin optimal pendapatan asli daerah semakin tinggi kemampuan daerah untuk membiayai pembangunan di daerah guna kemakmuran rakyat. Kata Kunci: Optimal, Pendapatan Asli Daerah, Retribusi ABSTRACT One of the manifestations of general welfare is an active government role in health sector . Regional autonomy is the consequence the implementation of article 18 paragraph ( 1 ) , ( 2 ) , and ( 5 ) of the Basic Constitution 1945 which state that regions should organize and set its own governmental affairs. In reality, its implementation required financing that is issued by the local government in which one of them is obtained from local revenue. Local revenue one of them is obtained from sector retribution . Retribution Supporting diagnostic is obtained from, among others, retribution of Health Clinic in Sembung that the realization is not optimum yet . Diagnostic support retribution is regulated by the regional regulation (PERDA) number 3 year 2012 on retribution of health services in technical unit of health department in Tulungagung regency. Recorded per / september 2016 the realization levies health services supporting diagnostic of 100,000 form the 550.000 target or 18,18 % realized per / september 2016 . Local revenue is very influential in the development of an area . The more optimum of the local revenue, the more ability the local government has to improve people’s prosperity.
