Fakultas Hukum Universitas Brawijaya Email : vincentiaprian@gmail.com Abstrak Pada skripsi ini, penulis mengangkat penutupan satuan pendidikan anak usia dini berdasarkan hasil evaluasi Dinas Pendidikan Kota Malang berdasarkan implementasi pasal 18 peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 84 Tahun 2014 tentang pendirian satuan PAUD. Penelitian tersebut dilatarbelakangi oleh adanya satuan pendikan anak usia dini yang sudah lama tidak melaksanakan kegiatan layanan pendidikan anak usia dini namun belum dilakukan penutupan dan penutupan satuan pendidikan anak usia dini berdasarkan hasil evaluasi Dinas Pendidikan Kota Malang. Berdasarkan hal tersebut diatas, penelitian ini mengangkat rumusan masalah: (1) Bagaimana implementasi penutupan satuan PAUD berdasarkan hasil evaluasi dan monitoring yang dilakukan oleh Dinas Pendidikan Kota Malang? (2) Apa yang menjadi hambatan dan upaya dalam implementasi pasal 18 Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 84 Tahun 2014 tentang dari pihak Dinas Pendidikan Kota Malang dalam pendirian satuan PAUD? Penulisan karya tulis ini menggunakan metode hukum empiris, dengan metode pendekatan yuridis sosiologis. Dari hasil penelitian yang telah dilakukan dapat disimpulkan bahwa implementasi tersebut belum berjalan secara efektif, karena kelalaian dari pihak Dinas Pendidikan. Kata kunci : evaluasi dan monitoring, penutupan satuan paud, pasal 18, Peraturan Menteri Pendidikan Republik Indonesia. Abstract In this thesis, the authors raised the closure of early childhood education units based on the evaluation results of the Education Department of Malang City based on the implementation of article 18 of the Minister of Education and Culture of the Republic of Indonesia No. 84 of 2014 on the establishment of early childhood units. The study was motivated by the existence of early childhood education units that have long been not carrying out activities of early childhood education services but has not done closure and closure of early childhood education units based on the evaluation results of the Education Office of Malang City. Based on the above, this research raises the formulation of the problem: (1) How is the implementation of PAUD unit closure based on the evaluation and monitoring conducted by the Education Office of Malang City? (2) What are the obstacles and efforts in the implementation of article 18 of the Minister of Education and Culture of the Republic of Indonesia Number 84 of 2014 on the part of the Education Office of Malang City in the establishment of an early childhood unit? Writing this paper using the method of empirical law, with the method of sociological juridical approach. From the results of research that has been done can be concluded that the implementation has not been running effectively, because of negligence from the Department of Education.
