Abstract

Dengan adanya faktor yang menghambat rendahnya kesadaran masyarakat tersebut maka terdapat strategi bagaimana peran Kepala Desa Laweyan untuk meningkatkan kesadaran masyarakat terhadap tertib administrasi kependudukan berdasarkan asas tugas pembantuan dalam menyelesaikan permasalahan masyarakat Desa Laweyan untuk pengurusan pembuatan kartu tanda penduduk elektronik. Sesuai dengan bunyi pasal 7 ayat (1) huruf f Undang-undang Republik Indonesian Nomor 24 Tahun 2013 Tentang Perubahan Atas Undang-undang Republik Indonesia Nomor 23 tahun 2006 Tentang Administrasi Kependudukan yang mana Penugasan Kepala Desa untuk menyelenggarakan sebagian urusan Administrasi kependudukan berdasarkan asas tugas pembantuan. Untuk mengetahui permasalahan yang ada maka metode pendekatan yang digunakan adalah metode pendekatan yuridis sosiologis dan Historis (historical approach). Berdasarkan hasil penelitian 40% dari jumlah penduduk yang wajib memiliki kartu tanda penduduk di Desa Laweyan belum memiliki kartu tanda penduduk elektronik. Dengan adanya permasalahan tersebut Peran Kepala Desa disini sebagai tugas pembantuan membantu peran dinas kependudukan dan catatan sipil Kabupaten Probolinggo dalam menyelesaikan permasalahan pembuatan kartu tanda penduduk elektronik khusunya wilayah Desa Laweyan Kecamatan Sumberasih Kabupaten Probolinggo yang notabene masyarakatnya masih belum memiliki kartu tanda penduduk elektronik. Kata Kunci : Peran Kepala Desa , Kartu Tanda Penduduk Elektronik ABSTRACT This research aims to discuss factors that hinder public awareness of population administration order in Laweyan village. Regarding this problem, there should be a strategy set to help the village head raise the public awareness of population administration order according to the principle of co-administration task in tackling the problem arising in the making of electronic residential identity card in accordance with Article 7 Paragraph (1) Letter f of Law of The Republic of Indonesia Number 24 Years 2013 on Amendment to Law of the Republic of Indonesia Number 23 Year 2006 on Population Administration, including delegating authority to village head to hold some of the population administrative tasks based on the principle of co-administration task. To discover more of the problem presented in the research, socio-juridical and historical approach were employed. The research result shows that 40 % of the total population holds no electronic residential identity card. This issue implies that it is essential that village head is authorized to assist Population and Civil Registration Agency of the Regency of Probolinggo to settle the problem related to the issuance of the electronic residential identity card of Laweyan village, Sumberasih District, the Regency of Probolinggo. Abstract

From 2019 to 2022, RSI Sultan Agung Semarang managed SIMRS independently. While the implementation remained hybrid, SIMRS was turned over to a third party in early 2023 to develop Electronic Medical Records (EMR). However, in 2024, a year later, the management of SIMRS and EMR was once again independent. It was necessary to assess user satisfaction with the EMR in light of these modifications. This study aims to determine the variables affecting users' satisfaction with the EMR at RSI Sultan Agung Semarang's medical record installation. Cross-sectional research was used in conjunction with quantitative research design. Questionnaires were distributed to collect data. Purposive sampling was used in the sampling process, and 32 individuals met the inclusion criteria. The statistical test results demonstrate that all of the variable's content, accuracy, format, ease of use, and timeliness have p-values less than 0.05, indicating a significant relationship between each variable and satisfaction with the EMR. Everything about the EMR system has been going smoothly; more system development is needed to make it easier to access quickly and effectively, which will improve the timeliness of medical services. Future research should look into other variables or perform long-term studies to track changes in user satisfaction.
