Abstract

Fakultas Hukum, Universitas Brawijaya Email: cnickent@gmail.com  ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Bupati Nomor 30 Tahun 2017 tentang Pedoman Pembinaan Kelompok Penambang dan Penambang pada Sumur Minyak Tua di Kabupaten Bojonegoro. Adapun jenis penelitian yang digunakan penulis adalah dengan jenis penelitian yuridis normatif. Pendekatan penelitian yang digunakan penulis adalah dengan menggunakan pendekatan perundang-undangan (statue approach) dan pendekatan kasus (statue case). Hasil penelitian menunjukkan bahwa terbitnya Peraturan Bupati Nomor 30 Tahun 2017 tentang Pedoman Pembinaan Kelompok Penambang dan Penambang pada Sumur Minyak Tua di Kabupaten Bojonegoro menimbulkan konflik norma. Implementasi Peraturan Bupati Nomor 30 Tahun 2017 tentang Pedoman Pembinaan Kelompok Penambang dan Penambang pada Sumur Minyak Tua di Kabupaten Bojonegoro menunjukkan tidak dilaksanakannya asas-asas umum pemerintahan yang baik, prinsip transparansi, prinsip akuntabilitas, kemudian juga tidak dilaksanakannya prinsip ekonomi kerakyatan sebab mematikan atau menghilangkan hak pengusahaan minyak bumi pada sumur minyak tua yang dilakukan oleh KUD Sumber Pangan. Kata Kunci: Implementasi, Sumur Minyak Tua   ABSTRACT This research is aimed to analyse the implementation of Regent’s Regulation Number 30 of 2017 concerning Training Guidelines for Miner Community and Miners working in old oil well in the Regency of Bojonegoro. Normative-juridical method, statute and case approaches were employed, leading to a result that the issuance of the Regent’s Regulation Number 30 of 2017 has sparked conflict. Moreover, the implementation overlooks the principles of good governance, transparency, accountability, and it also overlooks the principle of economic democracy since this issue has violated the right to mining activity in the oil well operated by KUD Sumber Pangan. Abstract

This research examines the aspects of the notary's responsibility as a public servant, specifically regarding individuals with disabilities, in relation to Law Number 25 of 2009 on Public Services. The notary is involved and has the responsibility to provide services to the public. In this study, the researcher addresses two topics: the duties and responsibilities of the notary as a public servant, and the use of Braille script in desired deeds. To answer these two discussions, the author adopts a normative juridical approach through the study of legal materials and literature sources related to the chosen theme. The research findings indicate that the notary has a workload of tasks and responsibilities as a public servant in the private realm, and copies as well as minutes of deeds can be made using Braille script. The International Organization's Notarial Guide of Good Practices for People With Disabilities has recommended the establishment of specific regulations for individuals with disabilities, essentially allowing the use of Braille script in deeds as a way to maximize services.
