Dilatarbelakangi karena sering terjadi hambatan distribusi Liquefied Petroleum Gas tabung 3 kilogram di Kota Blitar serta banyaknya Liquefied Petroleum Gas tabung 3 kilogram yang masih digunakan oleh penggunaselain rumah tangga dan usaha mikro sesuai peraturan perundang -undangan. Penelitian ini bertujuan mengidentifikasi hаmbаtаn sekaligusupaya dаlаm mengаtаsi hаmbаtаn pelаksаnааn kewаjibаn distribusi Liquefied Petrolium Gаs Tаbung 3 kilogrаm untuk rumаh tаnggа dаn usаhаmikro oleh Agen PT Unggul Abadi Gas Kota Blitar. Penulisan ini merupakanpenelitian yuridis empiris dengan menggunakan pendekatan yuridissosiologis serta bahan hukum primer dan bahan hukum sekunder.Berdasarkan hasil penelitian, maka dapat diketahui bahwa hambatandistribusi hingga digunakan oleh rumah tangga dan usaha mikro yaitu tidakadanya peraturan yang memuat sanksi apabila Liquefied Petrolium GаsTаbung 3 kilogrаm digunakan selain rumah tangga dan usaha mikro, kurangterlaksananya struktur pengawasan yang telah diatur, serta mahalnyaharga dan jarang ketersediaan Liquefied Petrolium Gаs ukuran lainnyasehingga masyarakat memilih menggunakan Liquefied Petrolium Gаs Tаbung 3 kilogrаm sebagai jalan keluar. Upaya yang dilakukan untukmengatasi hambatan tersebut dengan membuat peraturan cadangan olehagen, membuat Logbook pendistribusian yang diisi oleh Pangkalan, sertamelakukan pengawasan dan inspeksi mendadak dengan pihak DinasPerindustrian dan Perdagangan Kota Blitar serta.Kata Kunci : Distribusi, Liquefied Petrolium Gаs Tаbung 3 kilogrаm, Agen,Pangkalan. ABSTRACTThis research studies hampering factors in the implementation of thedistribution of 3 kilogram liquefied petroleum gas for households and microindustries. The study of this issue embarks from the condition where thisgas is not only used in households and the industries mentioned, but othersectors also use this type of gas, which violates the Law. This research isaimed to identify the hampering factors and to find out the measures takento tackle the issues in Blitar. Empirical juridical method was employed alongwith socio juridical approach. From the analysis of both primary andsecondary data, it was obtained that the use of the 3 kg gas by other sectorsthan the sectors mentioned is due to the absence of regulation concerningthe case. Moreover, lack of implementation structure and high price ofliquefied petroleum gas of other types also contributes to the issue. All thesehampering factors are responsible for the condition where the threekilogramgasseemstobethewayout.Whenthisisthecase,itisessentialthattheagentmakeaspareregulationthroughtheprovisionoflogbookfordistributionthat has to be fulfilled by the gas terminal.
