Haryono No. 169 Malang Email: rickyfandhita@student.ub.ac.id ABSTRAK Penelitian ini bertujuan untuk mengetahui Implementasi Pasal 3 angka 11 Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil terhadap Pegawai Negeri Sipil di Bagian Hukum dan Bagian Organisasi Setda Kabupaten Tuban pada masa pandemi Covid-19, Untuk mengetahui faktor-faktor penghambat dalam Implementasi Pasal 3 angka 11 Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri di Bagian Hukum dan Bagian Organisasi Setda Kabupaten Tuban pada masa pandemi Covid-19, dan Untuk mengetahui upaya Bagian Hukum dan Bagian Organisasi Setda Kabupaten Tuban dalam mengatasi faktor-faktor penghambat implementasi pasal 3 angka 11 Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri di Bagian Hukum dan Bagian Organisasi Setda Kabupaten Tuban pada masa pandemi Covid-19. Penyesuaian adaptasi sistem kerja baru pada masa Pandemi Covid-19 ini dilakukan untuk menjaga keberlangsungan pelaksanaan tugas dan fungsi dalam penyelenggaraan pemerintahan dan pelayanan publik. Jenis penelitian ini ialah metode yuridis empiris dengan metode pendekatan yuridis sosiologis. Berdasarkan hasil penelitian ini, bahwa Implementasi Pasal 3 Angka 11 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil di Bagian Hukum dan Bagian Organisasi Sekretariat Daerah Kabupaten Tuban telah dilaksanakan sejak pelaksanaan peraturan tersebut diberlakukan, namun belum dilaksanakan secara optimal karena masih ada PNS yang melakukan pelanggaran disiplin karena Pandemi Covid-19, pada pelaksanaannya terdapat beberapa faktor penghambat terjadinya disiplin yaitu faktor kesadaran pegawai negeri sipil, sarana, dan lingkungan kerja. Dan upaya dalam mengatasi hambatan tersebut yaitu Pembinaan Pegawai Negeri Sipil, Memberlakukan kembali presensi finger print, dan Pengawasan Melekat. Kata Kunci: Implementasi, Disiplin Pegawai Negeri Sipil, Pandemi Covid-19 ABSTRACT This study aims to find out the implementation of Article 3 Number 11 of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at Legal Division and Division of Regional Secretariat Organization of Tuban Regency during the time of Covid-19 pandemic; to find out the obstacle factors in the implementation of Article 3 Number 11 of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at Legal Division and Division of Regional Secretariat Organization of Tuban Regency during the time of Covid-19 pandemic; and to understand the efforts from Legal Division and Division of Regional Secretariat Organization of Tuban Regency to overcome obstacle factors in the implementation of Article 3 Number 11 of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at Legal Division and Division of Regional Secretariat Organization of Tuban Regency during the time of Covid-19 pandemic. The adjustments on adaptation of new ways of getting work done during the time of Covid-19 pandemic are conducted to maintain the continuity of tasks and functions in the implementation of government management and public services. This type of research is an empirical legal method with a sociological juridical approach. Based on the results of this study, the implementation of Article 3 Number 11 of 2010 concerning Discipline of Civil Servants at Legal Division and Division of Regional Secretariat Organization of Tuban Regency during the time of Covid-19 pandemic has been conducted since the implementation of the regulation was enacted. However, it was not implemented optimally because there are still civil servants who commit disciplinary violations because of the Covid-19 Pandemic. In its implementation, there are several factors inhibiting the discipline, namely the awareness of civil servants, facilities, and the environmental work factors. The efforts in overcoming these obstacles are Civil Servant Development, re-enacting fingerprint attendance system, and inherent supervision.
