Abstract

This study aims to find out and analyze the neutrality of the State Civil Apparatus in the 2020 Asahan district head election as well as to describe and analyze what factors and obstacles to the non-neutrality of the state civil apparatus in the 2020 Asahan District Head General Election. The type of research used is descriptive qualitative with descriptive analytical method. This study uses a qualitative approach that produces descriptive data in the form of recording researchers and facts that will be found in the field. This study uses the theory of bureaucracy according to Weber (1974) and the theory of neutrality according to Amin which states that neutral means not taking sides and not being involved. The results of this study revealed a lack of neutrality for ASN in Asahan Regency as evidenced by violations involving 8 ASN and field facts based on observations and interviews. Meanwhile, the factors that lead to the occurrence of violations are the position factor and the group similarity factor. From the research that has been carried out, it was found that the application of this neutrality rule has obstacles in the form of obstacles from the ASN body itself, the suboptimal monitoring system carried out by Bawaslu and KASN, public understanding of ASN neutrality, and the absence of a budget for monitoring ASN neutrality in the PILKADA of the Asahan Regency Government.

Abstract

This study discusses the role of DPRK recruitment on the independence of the Pidie Regency Election Independent Commission for the 2018-2023 period. The problem is focused on the anomaly in the recruitment process for election organizers in Aceh. The theory used is the theory of independence and the theory of political recruitment model Rush and Althof (1997). This study uses a qualitative method. Data sources consist of primary and secondary data. Primary data was obtained from in-depth interviews with a number of informants, while secondary data was obtained from literature review and related documents. Research informants consisted of parties involved in the recruitment of Pidie Regency KIP Members for the 2018-2023 period, both political parties and independent teams as well as the community. The results of the study show that the dynamics of political interests in the selection stages of KIP Pidie occur at the stages of agency, criteria, control, and demands. The formation of an agency, namely an independent team as a selection committee in the recruitment of KIP Pidie members for the 2013-2018 period was formed without considering expertise and coming from people with unclear backgrounds. At the criteria stage, there is no standard standard for the main criteria in determining graduation in the selection of organizers. At the control stage, recruitment is done openly but with minimal public supervision and is under the full control of the Pidie DPRK. The party's strong control over the recruitment process coupled with the lack of control outside the local parliament has put the independence of the organizers into doubt.

Abstract

This study aims to analyze the implementation of the Village Fund allocation and its impact on community empowerment in West Siantar District, Pematangsiantar City. The Kelurahan Fund is an important instrument in village-based development that aims to improve community welfare through various empowerment programs. However, its implementation often faces planning, management, and community participation challenges. This research uses a qualitative approach with a case study design involving in-depth interviews, Focus Group Discussions (FGDs), and documentation. The results show that while Dana Kelurahan contributes to essential infrastructure development, its impact on community empowerment is limited. Most funds are allocated for physical activities, while social and economic empowerment activities, such as skills training and micro-enterprise development, receive less attention. Community participation in the planning and management process of Dana Kelurahan is also minimal, leading to a low sense of ownership of the programs. Key challenges faced in implementing Dana Kelurahan include the limited capacity of kelurahan officials, low transparency in fund management, and a lack of ongoing support for empowerment programs. This research recommends capacity building of kelurahan officials, community empowerment in planning and evaluation, and greater transparency in the management of Dana Kelurahan to increase its effectiveness in community empowerment.
