Dalam konteks Undang-Undang No 32 Tahun 2004, pemerintahan desa terdiri atas Pemerintah Desa dan Badan Permusyawaratan Desa (BPD). Pemerintah desa adalah organisasi pemerintahan yang berfungsi menyelenggarakan kebijakan pemerintah atasnya dan kebijakan desa, sementara BPD adalah badan yang berperan mengawasi penyelenggaraan pemerintahan yang dilakukan oleh pemerintah desa. Tujuan Penelitian untuk mengetahui Peran Badan Permusyawaratan Desa (BPD), dalam Fungsi pengawasan kinerja Kepala Desa Marihat Dolok, Kecamatan Bintang Bayu Kab. Serdang Bedagai. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Analisis data dalam penelitian kualitatif dilakukan pada saat pengumpulan data berlansung, dan setelah pengumpulan data pada periode tertentu. Pada saat pengumpulan data, peneliti perlu memperhatikan komponen dalam menganalisis data seperti mereduksi data, penyajian data, dan verifikasi data. Hasil penelitian Pelaksanaan Fungsi pengawasan Badan Permusyaratan Desa (BPD) di Desa Marihot Dolok dalam pemerintahan desa sudah berjalan dengan baik. Welfare society to be important to note the increase because it is the aspiration of the implementation of the country, this would be a great responsibility, especially for the Government of the Village because it has the authority of the area in the implementation of the government in Indonesian. One of the efforts made by the Government in improving the welfare of society is to provide Allocation of Village Funds every year to each of the respectively the one who is the Hessa Perlompongan in the Air Batu of the Asahan regency of North Sumatera, which is in 2017. The management Allocation of Village Funds for the year 2017 at the Hessa Perlompongan have been set up in a regulation of the Asahan No. 8 Year 2017 Guidelines for Management Allocation Fund of the year 2017 and make improving the welfare of society as one of the goals of its management. Based on this is a writer interested in doing research with the title of the Effectiveness Allocation Fund of the year 2017 In The Improvement of Public Welfare Society in the village of Hessa Perlompongan the Air Batu of the Asahan Regency with using the method of research a qualitative. To measure effectiveness of the management Allocation of Village Funds is a writer trying to fit this research by using the theory put forward by Duncan, namely: Achieving the goal, integration and adaptation. In this study can be described that the management Allocation of Village Funds in 2017 at the Hessa Perlompongan is still not succeeded in creating the improvement of public welfare because there are still problems that impede the achievement of these objectives, such as the amount of funds disbursed from the Government of the to the very limited and a lot of the needs of internal Government of which are filled with the use of Allocation of Village Funds so that no funds are distributed not enough to improve the welfare of society, including the community who works as covered in the Allocation of Village Funds as tutor, the dead bilal, the gravediggers and so forth.

This research was conducted to see the effectiveness of managing the Village Fund Budget, namely to see an increase in village infrastructure development in Sileang Village, Doloksanggul District, Humbang Hasundutan Regency. Based on the problems studied, the method and type of research used descriptive qualitative research. Using data analysis techniques according to Miles and Huberman with interview data collection techniques and documentation, the key informants in this study were the village heads and the main informants were development heads and additional informants were four people from Sileang Village. The results of the research show that the management of the Village Fund Budget in the development of village infrastructure in 2021 has not been running effectively, it can be seen from the dimensions that are used as measuring instruments, there are still dimensions that are fully operational. Starting from the ineffective implementation of the planning coordination mechanism and funding system, the lack of budgetary resources owned by the village government so that the limited development programs implemented, the lack of maturity in terms of development planning, in the implementation of socialization the community involved must be limited due to the Covid-19 pandemic, there are still village officials who are not participatory in managing village funds, as well as facilities and infrastructure for infrastructure development in Sileang village are not yet adequate. Efforts that can be made to overcome obstacles and obstacles regarding the implementation of Sileang village government. The government should try to coordinate between regions/hamlets optimally so that unwanted problems do not occur, increase public awareness of development by actively participating in deliberations, and also conduct socialization of programs that have been formulated to the community so that people are more aware of the program.

This research is motivated by the search for the number of children with special needs, so that the number of Special Schools (SLB) has also increased and has been established in almost every district / city. From the above statement, it does not make the role of the North Sumatra Province education office complete, because the problem of education in special schools (SLB) is not only related to quantity but also quality. This means that the Education Office should also have a role in the development of Special Schools both in State Special Schools (SLB) and private Special Schools (SLB), as efforts to improve SLB can also have good quality. This study aims to see the role of the North Sumatra Provincial Education Office in the Development of Autism Special Schools. The research method used in this research is a qualitative research method with a descriptive approach that describes the actual situation. The data research method in this research is using observation, documentation and interview methods and then the data is collected. From the results of this study, it can be seen that the role of the North Sumatra Provincial Education Office in the Development Effort for the Autistic State Special School (SLB) is to coordinate, supervise and strive for better service management, monitor and report the performance of school principals and teacher performance, policies, operational policies for the level of education of children with special needs and equal distribution of educatio n for children with special needs, socializing with parents or the community that children with special needs are very important to get education.
