This research aims to know, explain, describe the land utilization policy for housing and settlements in the river bank in Palangka Raya City. The type of research used is qualitative research methods. Where the techniques of collecting data through Obesevasi, in-depth interviews and documentation. Data analysis using quantitative data analysis, data reduction, data presentation and withdrawal of conclusions. The premier data in this study is the flamboyant SUB financial and community below. Based on the results of the study concluded that the implementation of land utilization policy for housing and settlements in the river bank in Palangka Raya city is still not maximal, that is because the communication has not been optimal, Funds to implement the policy has not been adequate, so to implement the policy has not been reached optimally. The river is one part that cannot be separated from our daily lives. The river in Katingan Regency is used by the community for various activities, including transportation, MCK (bathing, washing, toilet), and their daily economic activities. However, the reality in the field shows that the water quality in the Rasau River is not suitable for use by the people, the turbid water makes them have to think twice to use it. The purpose of this study was to explain and describe Community Supervision in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan District, Katingan District, Central Kalimantan Province. This research uses qualitative research methods, which are intended to develop concepts, gather facts that are supported and supported by real data. Sources of data in this study are the employees of the Petak Bahandang Village, the Petak Bahandang Village community, and documents relating to Community Monitoring in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan District, Katingan District, Central Kalimantan. Data collection techniques are observation, documentation and in-depth interviews. From the results of the study that Community Monitoring in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan Subdistrict, Katingan District, Central Kalimantan Province is still low due to several factors, work, education, and leadership. Especially in planning, supervision, and maintenance, the community still lacks participation in it.

The purpose of this research is to know about bureaucratic pathology study in the Population administration services in Jekan Raya Sub-district office. The method used in this study is qualitative. The primary data in this research is the employee who provides service and community in Jekan Raya Sub-district office. Secondary Data of materials, including books, articles, scientific papers, newspapers, and scientific journals. Based on the research on the pathology of bureaucracy that appears in Jekan Raya district office seen from the complaints of some people in Jekan Raya subdistrict office still there is a convoluted service and existence of bureaucracy also still Very low. To be able to overcome bureaucracy pathology structured in Jekan Raya subdistrict, which must be done by Jekan Raya subdistrict, namely for low serving culture should perform quality public services, where the pattern of service implementation From the re-oriented government as a provider of service-oriented to the needs of the community as a user. Advice on the need for improvement of population administration services to improve the optimal service to the community, such as efforts to add facilities and infrastructure, should the government of Jekan Raya subdistrict can disseminate brochures on Service operational standard for the public to know the procedures of its treatment, the government of Jekan Raya subdistrict can provide information to the public to convey or provide a letter if there are complaints in the box/counter that has been Provided.

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

The purpose of this study is to determine the implementation of the HIV/AIDS Prevention and Prevention Policy in Palangka Raya City, Central Kalimantan Province. The method used in this study is a qualitative method with observation, interview, and documentation techniques. The data sources in this study were employees of the Health Office and Community of the City of Palangka Raya. The results showed that the implementation of the HIV/AIDS Prevention and Control Policy in Palangka Raya City was not in accordance with what was stated in Regional Regulation Number 8 of 2011. The Health Office had handled the infected people to the maximum. Handling is carried out, namely starting from socialization, control and rehabilitation efforts. The Health Office has not fully carried out socialization among the people of the City of Palangka Raya, there is still no satisfactory cooperation between institutions and organizations formed for the problem of prevention and control of HIV/AIDS. The obstacles that hamper the Office of Health in implementing are the lack of facilities and infrastructure such as special remedies, funding issues, and workers who are ready to implement the HIV/AIDS prevention and prevention program

The performance of government organizations cannot be separated from the performance of civil servants as individuals in it. This condition shows that the competence of civil servants in Indonesia is a problem that needs serious attention. One of the efforts that can be taken in overcoming the problem of civil servant competence is through education and training (Diklat). Qualitative research with this phenomenological method will use performance management and effort theory. The approach used is phenomenology. Data collection techniques using semi-structured interviews, observations and documentation. The effort to send Administrator Leadership Training (PKA) which aims to develop participant competencies in order to meet managerial competency standards for administrator positions and propose supervisory leadership training (PKP) participants aims to develop participant competencies in order to meet supervisory managerial competency standards. In addition, it is also sought to send technical training participants to complement the technical capabilities of some employees in charge of certain technicalities and send administrative training participants to complement the administrative capabilities of several employees with a priority scale by considering budgets and other considerations. The inhibiting factors found in efforts to improve the performance of civil servants through education and training at the Regional Office of the Ministry of Religious Affairs of Central Kalimantan Province are the lack of available budgets to send training participants as needed, as well as the age factor and mastery of technology by the training participants sent so that the training results are not as expected.

The aim of this research is to describe how the management of Law Documentation and Information Networking (JDIH) provide public services at the Commission of Public Election (KPU) of Central Kalimantan Province for supporting community public services in information and law products This research applies qualitative approach with descriptive method. The data collection techniques were: 1) interview, 2) observation, and 3) documentation. The results show that the management of JDIH at KPU of Central Kalimantan Province in providing information/ law products has not been optimal yet. Developing quantity and quality of human resources is strongly needed in order to have the jobs finish effectively in accordance with the Standard Operational Procedures (SOP). It can be optimally by adding the quantity of personnel with suitable educational background/ skills and training. Adding appropriate infrastructures, especially networking/ internet system and application system, also special working rooms and library for JDIH will support the existence of law data/ information of KPU for the public. Public as the users of JDIH website will be helped by the existence of JDIH at KPU Central Kalimantan Province for finding law data/ information easily, effectively that is suitable with the aspects of prime public services.
