Abstract

Abstract The aim of this study knew the implementation of constitution Number 14, 2005 about the teacher must s1 graduation to increase the quality of the teacher. The study case holds at UPT Dinas Pendidikan Kecamatan Rantau Bayur Kabupaten Banyusin. Looking for the supporting and inhabiting factors implementation of constitution No 14, 2015. The result of this study will be an instructions for the researcher for getting the desired value. The method of this study was a descriptive research by using qualitative approach. Collecting the data was observation by using interview and documentation. The object of this study was related to the implementation of constitution No 14, 2005 about the teacher must s1 graduation to improve the quality of the teacher. The result of this study according to implementation of constitution N0 14, 2015 was not objective yet. It cannot be reference to the teacher at UPT Dinas Pendidikan Kecamatan Rantau Bayur Kabupaten Banyuasin. The teacher is not qualification S1 degree. There are not scholarships, their age not young enough. Therefore become a difficulties for improving their qualityKeywords : Implementation, Constitution No 14, 2015, Quality of the TeacherAbstrak Tujuan penelitian ini mengetahui pelaksanaan konstitusi Nomor 14 tahun 2005 tentang kelulusan guru harus s1 untuk meningkatkan kualitas guru. Kasus studi ini diadakan di UPT Dinas Pendidikan Kecamatan Rantau Bayur Kabupaten Banyusin. Mencari faktor pendukung dan penghuni dari konstitusi No 14, 2015. Hasil penelitian ini akan menjadi petunjuk bagi peneliti untuk mendapatkan nilai yang diinginkan. Metode penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Pengumpulan data adalah observasi dengan menggunakan wawancara dan dokumentasi. Objek penelitian ini terkait dengan penerapan konstitusi Nomor 14 tahun 2005 tentang kelulusan guru harus s1 untuk meningkatkan kualitas guru. Hasil penelitian ini sesuai dengan implementasi konstitusi N0 14, 2015 belum objektif. Itu tidak bisa menjadi referensi bagi guru di UPT Dinas Pendidikan Kecamatan Rantau Bayur Kabupaten Banyuasin. Guru tidak berkualifikasi gelar S1. Tidak ada beasiswa, usia mereka tidak cukup muda. Karena itu menjadi kesulitan untuk meningkatkan kualitasnya. Abstract

Public service is an activity or series in the context of fulfilling service needs in accordance with statutory regulations for every citizen or resident of goods, services or administrative services provided by public administrators. Implementers of public services, hereinafter referred to as implementers, are officials, employees, officers and everyone working in organizations providing public services.This study aims to analyze the implementation of Law No. 25 of 2009 concerning Public Services at the Sematang Borang Sub-district Head Office, Palembang City (Case Study Article 34). This research was conducted using qualitative methods. Data collection techniques used through observation, interviews, documentation and literature study. Data analysis techniques are carried out by collecting data, reducing data, presenting data and drawing conclusions.Based on the results of the research and discussion, it can be concluded that the implementation of Law Number 25 of 2009 concerning Public Services at the Subdistrict Office of Sematang Borang, Palembang City (Case Study Article 34) has been carried out well, this can be seen from the employees who have provided their best service even though there are still services that have not been carried out properly, but the employees at the sematang borang Formal sub-district office will further improve the services at the sub-district office, so that the community is satisfied with the services provided by the employees. Keywords: Implementation, Public Service
