Abstract

One of the major resources in the regions is financial resources sourced from the Regional Revenue and Expenditure Budget (APBD). In its management, it creates uncertainty about the fulfillment of human rights in regional financial management. This is because one of them is the regional financial regulation which causes the budget allocation for the issue of Economic, Social and Cultural Rights to be very inadequate. Therefore, this paper proposes that the government applies the Principle of Maximum of Available Resources (MAR) in the management of regional finances, especially in the budget for fulfillment of economic, social and cultural rights. In this research, the author uses a normative legal methodology by examining several regional financial law products (regional regulations on regional revenue and expenditure budgets) by utilizing two approaches, namely the statutory approach and the conceptual approach. In this research, the author limits it only to the right to social and cultural affairs in particular, the right to education, the right to health, the right to food, the right to housing. To discuss this matter, the authors chose 4 areas as research objects, namely Province of Kepulauan Bangka Belitung, Province of South Kalimantan, Malang City, Denpasar City and Palu City.

Abstract

One of the major resources in the regions is financial resources which are usually translated into the Regional Revenue and Expenditure Budget (APBD). In its management, it creates uncertainty about the fulfillment of human rights in regional financial management. This is because one of them is the regional financial regulation which causes the budget allocation for the issue of Economic, Social and Cultural Rights to be very inadequate. In this study, the authors used a normative research method by examining several regional regulations on APBD, using two approaches, namely the statutory approach and the conceptual approach. The research locations were selected in 6 regions, namely Bangka Belitung Islands Province, South Kalimantan Province, Malang City, Denpasar City, and Palu City. The author limits it only to economic, social and cultural rights in particular, the right to education, the right to health, the right to food, and the right to housing. Based on the results of the research, the authors propose that the government applies the Principle of Maximum Available Resources (MAR) in the management of regional finances, particularly in the budget for the fulfillment of economic, social and cultural rights.

Abstract

Hasil pengamatan peneliti diketahui bahwa hasil belajar siswa khususnya pada pelajaran IPA masih sangat kurang hal ini disebabkan karena beberapa faktor diantarannya adalah guru masih menggunakan metode ceramah. Tujuan penelitian ini untuk meningkatkan hasil belajar siswa pada pelajaran IPA dengan menerapkan model pembelajaran Project Based Learning (PJBL) Berbantuan Media Audio Visual. Model Project Based Learning (PJBL) ini terdiri dari enam langkah yaitu, penentuan proyek, menyusun perencanaan proyek, menyusun jadwal proyek, memonitoring pembuatan proyek, presentasi hasil proyek, dan evalusi. Jenis penelitian ini adalah Penelitian Tindakan Kelas (PTK) dengan menggunakan desain penelitian kemmis dan Mc.Taggar. Subjeknya adalah siswa kelas IV SD Inpres 12 Baiya yang berjumlah 21 orang. Analisis data terdiri dari analisis lembar observasi aktivitas guru, analisis aktivitas siswa dan analisis data tes hasil belajar. Pelaksanaan tes awal diperoleh ketuntasan belajar siswa sebesar 19,04%. Pada siklus I diperoleh ketuntasan belajar siswa sebesar 61,90% dan pada siklus II diperoleh ketuntasan belajar siswa sebesar 80,95%. Hasil aktivitas siswa siklus I dan II sebesar 73,68% dan 84,21%. Hasil aktivitas guru pada siklus I dan II sebesar 78,94% dan 94,73%. Berdasarkan hasil penelitian tersebut dapat disimpulkan bahwa model pembelajaran Project Based Learning (PjBL) berbantuan media audio visual dapat meningkatkan hasil belajar siswa pada pelajaran IPA kelas IV SD Inpres 12 Baiya.

Abstract

ABSTRAK: Pembiayaan kesehatan sejatinya digunakan untuk sebesar-besarnya memenuhi kebutuhan masyarakat. Anggaran kesehatan dapat dikatakan sebagai instrumen pemerintah dalam pemenuhan hak-hak kesehatan bagi warga negara. Undang-Undang Kesehatan mensyaratkan pembiayaan kesehatan minimal 10 % dari APBD, dan 2/3 dari dana tersebut diperuntukan untuk belanja publik, khususnya untuk rakyat miskin perempuan, dan anak terlantar. Penelitian ini menggunakan metode penulisan hukum normatif, dengan pendekatan perundang-undangan dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa tidak konsistennya antara tujuan pembiayaan yang diatur Undang-Undang Kesehatan dan implementasi anggaran. Anggaran sebagian besar digunakan untuk belanja aparatur, bukan belanja publik. Belanja perjalanan dinas Dinas Kesehatan dengan jumlah yang tidak wajar. Di pihak lain, belanja modal untuk pertambahan aset mendapatkan porsi yang lebih. The Problems of Allocation and Distribution of Health Budget at The Health Office of Central Sulawesi Province ABSTRACT: Ideally, health funding is actually used to maximally fulfill the needs of the community. Health budgets can be deemed as government instruments in the fulfillment of health rights for citizens. The Health Act requires health financing of at least 10% of APBD (revenue and spending budgets), and 2/3 of the funds are allocated for public expenditures, especially for poor women, and abandoned children. This research uses normative legal writing method, with approach of legislation and conceptual approach. The research shows that the inconsistency between the financing objectives governed by the Health Act and the implementation of the budget. The budget is mostly used for personnel expenditure, not public spending. Expenditures for the institution are strange amount. On the other hand, capital expenditures for additional assets get more portions.
