Abstract

Disaster management is a dynamic process, integrated and sustainable effort to increase quality of preventive, preparedness,mitigaton, emergency response, evacuation and reconstruction. Mitigation is strategy to reduce and minimize negative impact of disaster. At least, there are six strategies in tsunami mitigation. Firstly, to protect living, infrastructure and coastal zone environment. Secondly, to increase understanding and participation in mitigation of tsunami. Third, to increase preparedness and awareness of upcoming disaster. Fourth, to increase coordination and institution capacity. Fiveth, to establish law enforcement that can be efective to realize disaster mitigation by mean of making code of conduct that regulate mitigation implementation, to develop guidance of planning and implemetation of disaster protection. Sixth, to push sustainability of economic activity and increasing social wellfare, security, and confort in coastal zone area.

Abstract

Kecamatan Panjang merupakan salah satu wilayah pesisir dengan berbagai aktivitas sepertipelabuhan, permukiman, industri, perdagangan, serta aktivitas nelayan. Dengan beragamnyakegiatan yang berkembang di kawasan tersebut, maka pengembangan dan pembangunan perlumemperhatikan aspek konservasi.Identifikasi permasalahan, antara lain: (a) Pantai Kecamatan Panjang relatif curam dibandingdengan pantai sekitar. Kondisi alam semacam ini merupakan faktor positif untuk pengembanganPelabuhan Panjang menjadi pelabuhan internasional karena ketersediaan keel clearance yangcukup untuk kapal dengan draft besar; (b) Muara sungai mengalami penyumbatan, diakibatkanoleh tidak signifikannya debit dan kecepatan arus sungai untuk melakukan flushing; (c)Abrasi/erosi terjadi pada ruas garis pantai yang belum diberikan revetmen; (d) Terdapatnya lahansebagai hasil dari kegiatan reklamasi yang kurang tepat, dilihat dari sudut sumber material; (e)Pada sekitar lokasi studi ditemukan aktivitas yang mempercepat degradasi lingkungan, antara lainpengambilan batu karang untuk bahan bangunan; (f) Dari sudut sosial budaya, daerah studimerupakan daerah yang heterogen dan kompleks.Dari hasil analisis maka prioritas pengamanan pantai Kecamatan Panjang terdiri dari: (a)Mempertahankan keberadaan gugusan karang; (b) Pengerukan muara Sungai Way Galih Panjang;(c) Bangunan pengamanan pantai terhadap permukiman mulai dari muara Way Galih Panjanghingga areal Pelabuhan Srengsem.

Abstract

Identification of Lampung Province coastline that vulnerable of Krakatau Volcano explosioninduced tsunami is a part of natural disaster mitigation. Krakatau is a volcanic island that lay onSunda Strait. During 26th to 28th of August 1883, this volcano exploded with a giant explosionequal to 200 Megaton TNT that caused some of islands disappeared and 35,500 of casualties.Tsunami has celerity much greater than wind induced waves. In the deepwater condition, wavescelerity is in order of magnitude 43 km hour-1, while tsunami celerity could reach 700 km hour-1.Lampung Province main island coastlines have various distances (40km to 121km) to the sourceof Krakatau Volcano explosion. The level of vulnerability depends on the distances of location tosource of explosion, and availability of shore protection included geomorphology. The level ofrisk area is a combination of the level of vulnerability and the degree of importance from thesocial, politic, economic, and strategic defense point of view. Teluk Betung coastal zone, Panjang,and Kota Agung coastline respectively is the highest risk due to this area has the most importantfrom the social, politic and economic point of view, although has further distance compare toMount of Rajabasa Region.
