Abstract

Strategi pemberdayaan Usaha Mikro, Kecil, dan Menengah (UMKM) merupakan hal yang sangat penting dengan berbagai isu strategis dan tantangan ke depan yang lebih kompleks, di antaranya adalah implementasi Masyarakat Ekonomi ASEAN. Salah satu upaya dan strategi yang dilakukan oleh pemerintah Provinsi Jawa Timur untuk memberdayakan UMKM adalah dengan merencanakan suatu kegiatan pemberdayaan UMKM melalui klinik UMKM Jawa Timur. Tujuan penelitian ini adalah untuk mengetahui implementasi perencanaan tersebut serta untuk menganalisis strategi pemberdayaan UMKM melalui Klinik UMKM ke depannya. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, menggunakan analisis data model interaktif Miles dan Huberman serta menggunakan analisis data SWOT. Hasil penelitian ini menunjukkan bahwa implementasi perencanaan Pemberdayaan Usaha Mikro Kecil dan Menengah Melalui Klinik Usaha Mikro Kecil dan Menengah Jawa Timur telah memenuhi target yang tertera di Renstra dan Renja. Namun terdapat beberapa kegiatan yang tidak tepat sasaran. Berdasarkan Analisis SWOT, strategi pengembangan kegiatan ini ke depannya adalah dengan menggunakan kekuatan internal sekaligus memanfaatkan peluang yang ada.

Abstract

Daya saing menjadi salah satu tujuan pembangunan yang krusial karena berkaitan dengan kemampuan suatu daerah dalam menarik tenaga kerja yang terampil dan investasi baik dari dalam maupun luar negeri. Beberapa penelitian terdahulu menunjukkan bahwa Bengkulu merupakan salah satu provinsi dengan tingkat daya saing yang rendah bila dibandingkan dengan 32 provinsi lain di Indonesia. Rendahnya daya saing ini juga ditunjukkan oleh tingginya angka kemiskinan dan pengangguran di provinsi Bengkulu. Tulisan ini bertujuan untuk membahas daya saing daerah dengan menganalisis perencanaan pembangunan daerah yang dilaksanakan di provinsi Bengkulu terkait dengan usaha peningkatan daya saing dan penentuan prioritas pembangunan yang dapat dilaksanakan untuk meningkatkan daya saing tersebut. Data dan informasi diperoleh melalui survei, wawancara dan dokumentasi yang kemudian dianalisis dengan triangulasi data, metode Analytic Network Process (ANP) dan Kendall’s Coefficient of Concordance. Hasil penelitian menunjukkan bahwa perbaikan aspek kelembagaan pemerintah daerah menjadi prioritas dalam meningkatkan daya saing di provinsi Bengkulu disusul dengan aspek ekonomi, sosial dan lingkungan. Masalah yang dihadapi dalam perencanaan khususnya untuk meningkatkan daya saing adalah kualitas perencana, koordinasi antar instansi dan proses evaluasi dan monitoring. Dengan demikian untuk meningkatkan daya saing, kebijakan pemerintah dapat diarahkan pada perbaikan kelembagaan yang salah satunya dengan membangun kapasitas dan menyelesaikan masalah-masalah yang berkaitan dengan perencanaan tersebut.

Abstract

One indication in the absorption of local budget is due to the weakness of planning which resulted in the absorption of the budget is not maximal and concentrated at the end of the budget year. After analyzing the problems in the implementation, then a scenario along with a strategy to be achieved in the planning of acceleration of budget absorption in East Kotawaringin regency to be realized at the beginning of the year and there is no accumulation at the end of the year. The research method used is qualitative descriptive by using TAIDA (Tracking, Analysing, Imaging, Deciding, Acting) method as a tool for conceiving scenarios and strategies to face every possible scenario. Based on the analysis, the most influential and uncertain trend is derived from budget planning and local government commitment. There are four scenarios, namely scenario A, scenario B, scenario C, and scenario D. In order to improve the effectiveness of the program / activity so that the local government finish the program and activities on time with good budget realization level, it is necessary to apply appropriate strategy according to the condition may occur based on a description of the scenario that has been compiled.

Abstract

Local Economic Development (LED) is an appropriate development concept due to the related local or territorial circumstances like considering locality capacity, internal and external factors, and local economic growth so that it has been implemented in many countries. Then the existence of village autonomy and rural area development in Indonesia is such a form of LED implementation. Generally, LED implementation through rural area development has not been successful enough, but in some districts, it has not provided a big impact to improve the people's prosperity. To succeed the LED implementation in developing rural areas, it requires strategies to tackle some problems and challenges and provides a vivid goal in the long term so that the development conducted can synergize each other. Scenario planning is one of the relevant approaches in this case since it accommodates the high complexity and uncertainty. Also, it is used in long-term planning formulation. Moreover, this scenario planning used the TAID method that is tracking, analyzing, imaging, and deciding. Data in this research are compiled by interview, secondary data, and observation to meet the tracking step. Then the output of this will be analyzed using cross-impact to create a scenario in the analyzing step, and the output will be an input for formulating visions and strategies in the imaging and deciding step. This article provides four alternative strategies for developing rural areas which are Dissemination, Optimization, Affirmation, and Reformation.

Abstract

The purpose of this study was to measure service quality performance based on student perceptions of the higher education department service quality performance. The research used a Higher Education Performance (HedPERF) measurement scale. There were six structural factors/dimensions namely: Non-Academic Aspect, Academic Aspect, Reputation, Access, Program Issues, and Understanding. The research method used quantitative methods with descriptive approaches. The research utilized questionnaire surveys with Probability Sampling techniques and Proportioned Stratified Random Sampling collection techniques. Data analysis utilized Importance Performance Analysis. The importance-performance analysis result exhibited similarities in measurement results. The similarities occurred between respective service items measurements and factors/dimensions structure instrument measurement. The analysis result exhibited that Academic Aspect factors are service quality improvement’s top priority, Reputation and Access factors are maintained service quality, Understanding factors are service quality improvement’s secondary priority, and Non-Academic Aspect factors exhibited service quality exceeding students expectations. To improve Academic Aspect factor, it is suggested to implement Law No. 14 of 2005 which focused on lecturer competencies (Pedagogic Competence, Professional Competence, Social Competence, and Personality Competence).

Abstract

Analyze policy advocacy on public services for persons with disabilities in the city of Balikpapan as a form of protection to social disabilities. The author analyzes the public services of persons with disabilities using 3 (three) components, including the Agenda Setting, Problem Definition, and Policy Design that should have been chosen by the Balikpapan City Government in resolving the Diffability Problem. The type of research used is descriptive research with a qualitative approach. The results showed that policy advocacy on public services for persons with disabilities in the city of Balikpapan was seen from 3 (three) activities, namely the Agenda Setting activities carried out in the Formulation of Policy Advocates assessed by the Balikpapan City Government were not good (not optimal). Policy Definition of People with Disabilities in Balikpapan City in the framework of Social Protection Against Diffability is considered to have carried out forecasting needs, but is still not optimal. The Balikpapan City Government has taken several alternative policies, namely to gradually develop facilities and infrastructure for the convenience of difabelitas in Balikpapan City. Policy Design Activities Problems with Disability that should have been taken by the Balikpapan City Government, include a "decision analysis" in which the Balikpapan City Government has carried out the preparation of academic studies in order to properly prepare regional regulations on the protection of social difabelitas.

Abstract

Penataan ruang yang berjalan selama ini bukanlah sesuatu yang mudah untuk dilaksanakan karena dalam penyusunan rencana tata ruang, prinsip keterbukaan, partisipasi, daya tanggap akuntabilitas, dan penegakan aturan hukum terhadap masyarakat masih rendah. Masyarakat belum ditempatkan pada posisi yang kuat dan partisipatif, sebagaimana yang diamanatkan UU No. 26 Tahun 2007 tentang Penataan Ruang pada Bab VIII pasal 65.Tujuan dari penelitian ini adalah untuk menjelaskan sejauh mana prinsip good governance yang terdiri dari transparansi, partisipasi, daya tanggap, akuntabilitas, dan aturan hukum terhadap penyusunan rencana tata ruang wilayah (RTRW) di Kabupaten Serdang Bedagai, baik secara simultan maupun parsial. Penelitian ini menggunakan metode kuantitatif, dengan pendekatan survei, dengan maksud penjelasan (ekspalanatory research). Data kuesioner yang diperoleh dari responden dianalisis menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa secara simultan (serentak) variabel transparansi, partisipasi, daya tanggap, akuntabilitas dan aturan hukum berpengaruh signifikan terhadap penyusunan rencana tata ruang wilayah (RTRW) Kabupaten Serdang Bedagai dengan tingkat pengaruh kuat, dan kontribusi variabel bebas terhadap variabel terikat sebesar 83,3%. Akan tetapi secara parsial (masing-masing variabel) ditemukan bahwa tidak semua variabel bebas berpengaruh terhadap variabel terikat, dimana variabel transparansi, partisipasi dan aturan hukum berpengaruh, sedangkan variabel daya tanggap dan akuntabilitas tidak berpengaruh terhadap variabel terikat.

Abstract

Implementasi pemungutan PBB-P2 dilaksanakan dengan mengacu pada Perbup Pamekasan Nomor 45 Tahun 2013 Tentang tata cara pemungutan PBB-P2, penelitian ini menggunakan metode penelitian kualitatif dengan tujuan menganalisis dan mendiskripsikan implementasi berdasarkan teori Edward III. Temuan penelitian menunjukkan bahwa sosialisasi telah dilaksankan ke seluruh kelompok kerja namun, tidak ada pelibatan masyarakat, komunikasi yang dibangun oleh pihak terkait khususnya pelaksana kebijakan belum optimal, Ketersediaan SDM yang masih sangat minim baik secara kualitas maupun kuantitas, dan sarana yang dimilikipun sangat terbatas. Pemerintah Kecamatan Galis hendaknya melibatkan masyarakat dalam sosialisasi, memberikan pembinaan secara berkala dan melakukan pembinaan di bidang IT dan Penambahan serta perbaikan sarana, serta melakukan evaluasi dan pengawasan terhadap program yang dibuat. Abstract

Abstract: The Implementation plan of micro businesses or Micro Pequenas Empresas (MPEs) development in Timor Leste conducted by the Directorat Geral Industria e Cooperativas, Ministerio do Comercio, Industria e Ambiente. Implementation in Viqueque district based on Ministerial Decree No. 1/2013 article 18 about MPE development plan. The aim of this plan are for creating jobs, increasing economic growth, reduce unemployment and poverty. Research design in this article is qualitative descriptive study and using Edward Model III to analyse. Research Findings show that policy implementation of MPE development is not match with the targets.it is due to insufficient expert staff who implemented plan, the lack of effective communication between policy makers and implementers of strategic plans, and limited resources and infrastructures. The attitude of officials more inclined to political interests than the professionalism. Changing in the bureaucratic structure made lack of leader traction on taking decisions in the implementation of the plan.
