Abstract

Berakhirnya pemerintahan Presiden Soeharto pada bulan Mei 1998 telah membuka peluang bagi masyarakat dan bang-sa Indonesia untuk melaksanakan reformasi di dalam berbagai dimensi kehidupan nasionalnya, yang pada hakekatnya dimaksudkan utnuk menciptakan ethos baru, ethos yang akan menjadi konfigurasi dan referensi baru bagi masyarakat dan bangsa Indonesia di dalam perjalanan sejarahnya sepanjang millenium ini. Cakupan reformasi ini merentang mulai dare proses demokratisasi, penegakan hukum, otonomi dan desentralisasi, pelembagaan kepemerintahan yang baik, pemberdayaan masyarakat sipil, sampai ke perlindungan hak-hak azasi manusia. Namun secara implisit harus diakui bahwa reformasi yang tengah berjalan ini telah mengalami berbagai distorsi, sehingga menimbulkan "reformasi distortif (distorted reform). Proses reformasi yang tengah berlangsung agaknya juga telah mengalami impasse yang ditandai oleh adanya kesenjangan antara idealisme reformasi (das sollen) dan realisasi empiris reformasi (das seins) dengan berbagai manifestasinya. Dalam laporannya di Sidang Umum PBB pada tahun 1975 yang diberi judul What Now? Alternative Development 1, Dag HammarskjOld mengemukakan ten tang adanya kecenderungan terjadinya impasse pembangunan di banyak negara-negara di dunia ketiga sehingga mendemistifikasikan berbagai paradigma pembangunan yang selama ini menjadi acuan pembangunan di negara-negara tersebut. Analog dengan apa yang dikemukakan oleh Dag Hammarskjiild, pertanyaan yang sama agaknya dapat pula ditujukan pada proses reformasi di Indonesia: What Now? Alternative Reform? Pertanyaan ini perlu diajukan karena meskipun banyak kinerja positif reformasi yang telah diwujudkan, namun di era reformasi ini telah muncul pula berbagai pathologi baru atau persistensi dan intensifikasi pathologi lama yang mengindikasikan terjadinya kemunduran (set back) dari apa yang telah dicapai sebelumnya. Disamping itu, meskipun dimensi yang tercakup dalam proses reformasi cukup luas, namun kualitas pencapaiannya masih belum seperti apa yang kita harapkan bersama.

Abstract

The form bureaucracy in a country basically reflects the interaction between value premise and factual premise. An effort in the reformation administration, which in reality, is a process for manipulating several determinants of bureaucracy so that the entire components of bureaucracy will be oriented towards the objeaisw, which is intended to be shaped through the development process, all requires a lot of consideration on the determinants of bureaucratic reformation earlier on mentioned This is because it is necessary to realize that some determinants of bureaucratic reformation often times, pass by the structural-pracediral dimension, psychological dimendon, economic and stuctural dmention, cod finalty the cultural dimention. It is apparent that bureaucracy in Indonesia is signified by the coexistence between Weberian bireaucracy which onginatesfivm the west and the traditional bureaucracy which has its roots in the socio-cultural aspects of the place. With due consideration to the conditions which have been pointed out above, this writing suggests that the process of bureaucratic transformation is not only able to make an emphasis on the formal aspects of a modfying system. In order that the administration reformation must point out not only at the industrialization process, but also on the phenomenon or the shape of the industrial society with the values which arc inherent in that particular society.
