Abstract

Researcher is a functional position in the Ministry of Social Affairs. The existence of researchers has been recognized since 1985 and it was marked by the appointment of eight people to be functional researchers. Over the last thirty years, the number of researchers has been growing as the result of the increasing number of the government’s tasks. This study is to discuss the researchers who work in the governmental institution and whose duties and functions have been determined through the intitution’s policy based on the rules set out in 2015. The work unit formation of Research and Development Centre for Social Welfare (Puslitbangkesos) has ever been changed several times. Therefore, it contributes to the implementation of its activities. Its goal is to give the charge to face the mental revolution that has been declared nationally. The situation will be different from the previous one because next, each researcher will begin to improve his quality by looking at very rapid development of science and technology. Each researcher must pay attention to a professional work ethic, rules and norms as well as researcher’s ethics. It is time for the researchersto improve their quality in increasing their knowledge and their ability to uphold the values of honesty, responsibility and dignity.Keyword: challenges, profession, work ethic.

Abstract

The Implementation of Drug Abuse Combating Model.Drug abuse that has influenced urban as ewwl as rural societies, could be seen from abuses, uses and the way they are. In jakarta, and in Tanah Abang district in particular, local community has developed a community-based social services for the drug addict. This modelseemstobe effective to prevent drug abuse problem. However as an element on social capital,networks that link members of the community was a new self-induced nitiative the model it self still need of socialization.Kata Kunci: Penyalahgunaan narkoba, posyanmas, model penanggulangan

Abstract

The impact of uncoordinated handling of social-economic problems in community is the occurrence of constrains for the development of societal potential. In enerally, is assumed thatthe causes of poverty can be come from internal factors such as the limited education and skillbased on local potentials, Whereas the external factors causing povertyare less pro-poor of thegovernment policy disaster, This research is aimed at identifying poverty programs and it'sconstraints focusing on the development of societal potential. The respondents of this research are local readers and managers of local institutions at Kelurahan Kawatuna district of Palu Selatan, The City of Palu. Result of this research found that constraints for the development of societal potential are economic problems and the lack of human resources. These factors seem to have reduced the effectiveness of empowering natural and social resources.
