Abstract

AbstractIn policy implementation, constraints are often found. Each region varies according to the context of the society it faces. East Java still has significant Mother Mortality Rate (MMR) and Infant Mortality Rate (IMR) of the low quality of public health, especially in the horseshoe area covering the islands of Madura, Pasuruan, Probolinggo, Situbondo, Bondowoso and Jember. To analyze the policy implementation process, researchers use 5C's Protocol. The results showed that, among the 5 C's which is contained in Content, Context, Commitment, Capacity and Client & Coalition, the Public Health Service as the main actor influences the role of successful implementation of policies and programs. Through the 5C's analysis all stages of the policy process become clear. Beginning the determination of policy issues, implementation methods, monitoring and evaluation of MMR and MMR reduction policies can be explained and illustrated. The existence of a strong line relationship between the five C that will be seen that greatly affect the implementation process of decline policy in MMR and IMR in East Java province. This means that the implementation declining policy of MMR and IMR in East Java through innovation of local government actors and stakeholder involvement encourages the successful implementation of this policy.

Abstract

Pulau Merah Beach must have sustainable tourism management that involves many institutions in the regional area as decision-makers and controls the regional plan. This research aims to analyze the institutional sector for tourism management on Pulau Merah Beach to support sustainability. Data were obtained through interviews with the Head of BAPPEDA, the Head of the Culture and Tourism Office, Spatial Planning Practitioners, Environmental Experts, and Local Communities. Data then analyzed with Interpretive Structural Modeling (ISM). There are four elements used to measure the institutional tourism management in Pulau Merah Beach, i.e. (1) elements of institutional (20 sub-elements); (2) elements of institutional problems (12 sub-elements); (3) elements of expected goals (11 sub-elements); (4) elements of the required program (11 sub-elements). The results of the analysis conducted show that DISBUDPAR is an institution with a role and authority in regulating tourism on Pulau Merah Beach, but it requires cooperation with other agencies to achieve sustainable management. The expected goals of tourism management in Pulau Merah Beach are sustainable, integrated, synergy, efficient, and sufficient, and firm law enforcement. However, there is no clear SOP between institutions. So, it can lead to a lack of integration between institutions and the emergence of unclear standards and measuring instruments. To achieve goals and resolve existing problems, designing several programs is required, such as forming a specific institution that handles the tourism management of Pulau Merah Beach, evaluating policies, and integrating tourism management's technical guidelines in the Pulau Merah Beach Area. If each key point can be optimized, it will be possible to realize sustainable tourism management on Pulau Merah Beach Banyuwangi.Keywords: DISBUDPAR, institution, interpretive structural modelling, sustainable tourism.

Abstract

Wirausahawan sukses harus memliki jiwa berwirausaha yang kuat, karenanya senantiasa berfikir dan bertindak kreatif dan inovatif. Seorang wirausaha bisa terbentuk karena bakat atau dari proses karena pengaruh lingkungan, sehingga memunculkan pengetahuan, sikap serta pengembangan keterampilan, yang pada umumnya memiliki ciri-ciri: gemar berusaha, tegar walaupun gagal, percaya diri, memiliki self determination atau locus of control yang baik, berani menanggung segala risiko, serta memandang perubahan sebagai suatu tantangan dan peluang. Ibu-ibu PKK Kelurahan Merjosari Kecamatan Lowokwaru Kabupaten Malang berada dalam lingkungan yang mendukung dari aspek sumber daya manusia untuk dilaksanakan pelatihan membatik dengan teknik shibori yang tujuannya adalah meningkatkan pendapatan serta mengisi waktu luang dengan kegiatan yang bermanfaat,.. Hal ini karena alat-alat mudah didapatkan dan bahan-bahan untuk pelatihan cukup terjangkau Permasalahan yang ditemukan adalah belum optimalnya pengembangan life skill berupa peningkatan keterampilan ibu-ibu PKK, oleh sebab itu perlu untuk dilakukan pengembangan kapasitas diri bagi ibu-ibu PKK Politeknik Negeri Malang dengan menumbuhkan jiwa wirausaha berbasis ekonomi kreatif dan inovatif yang bernilai ekonomis, yang dilakukan melalui keterampilan membatik shibori. Shibori merupakan teknik membuat motif batik yang dilakukan khas Jepang, yang hampir sama dengan produk yang lain di Indonesia, seperti batik sasirangan, batik ikat dan lain-lain. Ada berbagai teknik shibori yang bisa dipelajari sehingga kedepannya mampu menciptakan wirausaha perempuan yang handal guna meningkatkan pendapatan keluarga.

Abstract

Pelatihan membatik shibori bertujuan meningkatkan pendapatan serta mengisi waktu luang dengan kegiatan yang bermanfaat. Permasalahan yang ditemukan adalah belum optimalnya pengembangan life skill berupa peningkatan keterampilan ibu-ibu PKK bagi ibu-ibu PKK Kelurahan Merjosari Kecamatan Lowokwaru Kota Malang, oleh sebab itu perlu untuk dilakukan pengembangan kapasitas diri bagi ibu-ibu PKK dengan menumbuhkan jiwa wirausaha berbasis ekonomi kreatif dan inovatif yang bernilai ekonomis. Shibori merupakan teknik membuat motif batik yang khas Jepang, yang hampir sama dengan produk yang lain di Indonesia, seperti batik sasirangan, batik ikat dan lain-lain. Ada berbagai teknik shibori yang bisa dipelajari sehingga kedepannya mampu menciptakan wirausaha perempuan yang handal guna meningkatkan pendapatan keluarga. An entrepreneur can be formed because of talent or from a process due to environmental influences, giving rise to knowledge, attitudes and skills development, which generally have the following characteristics: likes to try, is strong even though he fails, is confident, has good self-determination or locus of control, dare to take all risks, and see change as a challenge and an opportunity. Shibori batik training aims to increase income and fill spare time with useful activities. The problem found is that the development of life skills is not yet optimal in the form of increasing the skills of PKK mothers for PKK women in Merjosari Village, Lowokwaru District, Malang City, therefore it is necessary to develop self-capacity for PKK mothers by fostering an entrepreneurial spirit based on creative and economic economics. economic value innovation. Shibori is a technique of making batik motifs typical of Japan, which is almost the same as other products in Indonesia, such as batik sasirangan, batik ikat and others. There are various shibori techniques that can be learned so that in the future they can create reliable female entrepreneurs to increase family income.
