Abstract

A city can be a place for productive tourism places. Bandung, for example, has become a tourists' city and especially benefited from weekend visitors from Jakarta. Visitors in the city are offered attractions for leisure and consumption. The city's attractions are dominated by heritages: from pattern of street layout to the existence of a distinctive architecture, to the variety of activities to create the city itself as a visitors' experience. These conditions need a deliberate attempt to create the city as multicultural places of consumption for both retail and tourism as part of urban cultural management. This paper examines the creation of the city as a tourism destination. It is argued that changes to the process of capital accumulation in many cities have led to the commodification of place at a local level. Part of this process has been the creation of heritage as a tangible asset and this is linked to changing patterns of consumer retail activity. This paper argued that tourism should not be conceptualized as a distinct activity but rather as a form of consumption in the context of both local and global changes.

Abstract

Peri-urban area has been developed into both residential and tourist development. However, such development has caused serious environmental degradation, as in the case of the development of a peri-urban area of the Ciliwung River. To address this condition, the Komunitas Ciliwung Depok has established Saung Pustaka Air (SPA) as an education and conservation based-tourism. This article aims to describe the spatial transformation taking place around the Ciliwung River in 2009-2019 and to analyze the evolution and the blueprint of the SPA as river-based tourism using the Tourist Area Life Cycle (TALC) Model. This study shows that the conversion from open space into built areas is very significant to note. Meanwhile, the TALC model shows that the SPA is in its "involvement" phase. Tourist facilities and the accessibility to the site are adequate, and both residents and government involvement in all tourism activities as well as development efforts. Various comprehensive policies and strategies need to be done to prevent environmental degradation around the Ciliwung River, especially in the downstream areas. The community also needs to be involved intensively in every environmental conservation activity and decision-making process.Keywords: transformation; peri-urban; Sungai Ciliwung; tourism AbstrakDaerah peri-urban telah dibangun menjadi kawasan perumahan dan pariwisata. Namun, pengembangan kawasan yang semacam ini telah menyebabkan penurunan kualitas lingkungan, seperti yang terjadi di Kawasan peri-urban Sungai Ciliwung. Untuk mengatasi hal ini, Komunitas Ciliwung Depok mendirikan Saung Pustaka Air (SPA) sebagai wisata konservasi dan eduksi. Berdasarkan hal ini, maka artikel ini bertujuan untuk menggambarkan transformasi spasial di sekitar Sungai Ciliwung tahun 2009-2019, serta menganalisis evolusi dan arah pengembangan SPA sebagai wisata berbasis sungai menggunakan model Tourist Area Life Cycle (TALC). Hasil studi menunjukkan bahwa transformasi spasial di sekitar sungai sangat signifikan, dari lahan terbuka atau kawasan hijau menjadi kawasan terbangun. Sedangkan, evolusi dan arah pengembangan destinasi wisata SPA berada pada tahap “involvement”. Tahap ini menunjukkan bahwa fasilitas wisata maupun aksesibilitas menuju lokasi telah memadai bagi wisatawan, bahkan penduduk lokal dan pemerintah daerah juga telah terlibat dalam kegiatan wisata dan upaya pengembangannya. Berbagai kebijakan dan strategi yang lebih komprehensif masih perlu dilakukan oleh pemerintah daerah untuk mencegah terjadinya degradasi lingkungan sekitar Sungai Ciliwung, terutama di bagian hilir sungai. Masyarakat sekitar juga perlu diikutsertakan secara intensif dalam setiap kegiatan pelestarian lingkungan dan pengambilan keputusan.Kata kunci: transformasi; peri-urban; Sungai Ciliwung; wisata

Abstract

Sektor pariwisata di Indonesia masih menduduki peranan yang sangat penting dalam menunjang pembangunan nasional sekaligus merupakan salah satu faktor yang sangat strategis untuk meningkatkan pendapatan masyarakat dan devisa Negara. Meningkatnya sektor pariwisata mendorong perubahan guna lahan yang mempengaruhi perubahan permukiman di sekitar kawasan pariwisata. Seperti yang terjadi di Situ Cileunca di Kecamatan Pangalengan, Kabupaten Bandung. Metode untuk artikel ini bersifat eksploratif dengan pengambilan data secara observasi langsung terhadap perubahan permukiman Situ Cileunca. Baik dari kondisi fisik bangunan kawasan maupun perumahan warga yang berada di sekitar kawasan. Hasil penelitian menunjukkan perubahan baik perubahan fungsi lahan, perumahan masyarakat, maupun bangunan di kawasan Situ Cileunca akibat pariwisata.
