Abstract

Abstrak:Artikel ini dimaksudkan untuk menggambarkan tentang the Famale Geneital Mutulation (FGM) di Madura, Jawa Timur, Indonesia yang difokuskan pada tigapersoalan, yaitu tradisi lokal, norma keagamaan, dan hak asasi manusia. FGM telah berlangsung dari satu generasi ke generasi berikutnya di Madura sebagai tradisi lokal dan dorongan keagamaan. ia menjadi kewajiban yang harus dilakukan oleh setiap perempuan. Lebih dari itu, setelah perempuan Madura masuk agama Islam, kyai sebagai pemimpin keagamaan lokal memberikan kontribusi yang kuat bagi pelaksanaan FGM di Madura, yakni dengan memberikan pembenaran dari sisi keagamaan-keislaman. Di samping itu, dari sisi kesehatan menunjukkan bahwa FGM tidak memberikan efek penting terutama dalam reproduksi perempuan. Pelaksanaan FGM tanpa berkomunikasi terlebih dahulu dengan  anak perempuan sebagai korban. Karenanya, praktik FGM merupakan pelanggaran hak asasi manusia dalam perspektif  World Health Organization (WHO). Penelitian kualitatif digunakan dalam penelitian ini. Sedangkan wawancara dan dokumentasi digunakan sebagai teknik pengumpulan data.Kata Kunci:sunat perempuan, adat, agama dan HAMAbstract:This article aims to describe the Female Genital Mutilation (FGM) in Madura-east Java Indonesia which focused on three issues there are local tradition, religious norm, and human right. FGM have been doing from generation to generation in Maduresse as local traditions and religious urge. It is become some obligation as if and must be done every woman. More over, after entry of Islamic religion in Madura, kiai as local-religious leader gave strong contribution to do FGM in the Maduresse which Islamic-religious justified. Besides that, in the medical perspective shows FGM doesn’t give important effect particularly in the woman reproduction. Carrying out of FGM is without communication first with daughter as sacrifice. Therefore, practices of FGM are infringement of human right as World Health Organization (WHO) perspective. Qualitative research is used as method in the research and interview and documentation as the data collection. Key Words: famale geneital mutulation, tradition, religion, and human rights.

Abstract

This research aims to describe the Juragan, Kijaji and Politics in Madura. The existence of local elites is always identified with many social influences that they have in many aspects. So does the Juragans as economic elites, whith the amount of wealth, having a great influence in society. It had also been the case in local political activities in the post Soeharto era, that the Juragan and Kijaji tried to struggle political power in government using their richness, as primary capital. They tried to invest their capitals by participating in a certain political party to occupy strategic positions either in the village or regional levels. An effort building connections with others local elites becomes one of political strategies in occupying structural powers in order to strengthen their social positions.
