Abstract

The Land and Rural and Urban Buildings Tax has been fully managed by local governments including central Mamuju regency. The potential for high acceptance in this sector is expected to be absorbed to the maximum to be utilized in order to improve infrastructure development and community welfare. But the promising potential has not been able to be collected by the government, resulting in year-on-year receivables. The method used in this study is qualitative by conducting eawancara, observation, study documents to obtain information related to the tax of the earth and rural and urban buildings that are poured into the form of documentaries. There is nine informants in this study. Data analysis is done by sorting the results of photos or videos obtained then arranged based on a storyboard or storyline that has been created before. The results show that the process of taxing rural and urban land and buildings still has a number of obstacles that make it difficult for the government to reach its revenue target every year. These include discrepancies in subject data and data objects, a lack of tax awareness, and the difficulty of charging officers to meet the owner of a tax object. Therefore, the government needs to improve the database in a planned manner and make various innovations so that public awareness in fulfilling its obligations can be realized.

Abstract

The administration of regional property at the Housing Area, Settlement and Land Service Office of North Toraja Regency is still not going well, where assets are moving from room to room so their whereabouts are not known. The purpose of this research is to find out how the Administration of Regional Property in the Housing and Land Service of North Toraja Regency. The research approach used is a qualitative approach. The number of informants in this study were 10 people. The results of the study (1) bookkeeping still uses a manual system, there are still BMD that are not well recorded and are often late in doing bookkeeping; (2) The inventory of goods belonging to the regions does not have an item code label, does not have a recap list of goods and does not have inventory cards of goods in each room; (3) reporting is often late due to lack of discipline in the management of goods in making reports and (4) inadequate human resources for goods managers, goods managers have never attended or received training related to BMD administration. Abstract

Service quality is the quality that indicates the good or bad level of a type of service from government (sector public) to individuals who can provide positive feedback, namely community satisfaction. The aim of this research is to know partially and simultaneously the effect of service quality (care and concern, spontaneity, problem solving dan service recovery) on community satisfaction in Biringkanaya district; and knowing the dimensions of service quality (care and concern, spontaneity, problem solving dan service recovery) that have the most dominant influence on community satisfaction in Biringkanaya district. The research method used is descriptive quantitative method. The design used was cross sectional. The number of samples is 100 repondents who were determined by probability sampling technique with stratified proportional sampling, which means that the sampling was first grouped into several population soup (each sub-district) so that each sub population would have its own sample member. Data collection using a questionnaire. Data analysis using multiple linear regression analysis with partial and simultaneous hypothesis testing. The results showed that care and concern, spontaneity, problem solving dan service recovery had a positive and significant effect on community satisfaction. The means that community satisfaction is influenced by care and concern, spontaneity, problem solving dan service recovery, the rest is influenced by other factors not examined un this study.

Abstract

The main problem in this research is the policy of the breastfeeding corner program for employees at Lagaligo I Hospital, East Luwu Regency to achieve exclusive breastfeeding. The purpose of this research is to find out and analyze the breastfeeding corner policy for employees at Lagaligo I Hospital, through predisposing, enabling and reinforcing factors. This research was conducted with a qualitative approach and descriptive methods. The data collection techniques used were through observation, interviews and document review and then analyzed in depth to answer problems related to the ASI corner program policy for employees at Lagaligo I Hospital. The results showed that the policy of the breastfeeding corner procurement program for employees at Lagaligo I Hospital: (1) Predisposing the ASI corner at Lagaligo I Hospital, the policy makers really understand the importance of the ASI corner space, where the regulatory system requires that RSUD I lagaligo as a service provider The public prepares a breastfeeding corner so that every female worker can increase the percentage of breastfeeding, maintain the value of privacy and support the health of mothers and babies. (2) The facilitators of Lagaligo I Hospital have staff who are trained to educate women workers who are breastfeeding and the availability of alternative rooms or facilities and infrastructures to support the achievement of exclusive breastfeeding and the location of the room which is a very strategic breastfeeding corner. Apart from the availability of regulations, female workers who are breastfeeding have received support from family, co-workers and the availability of trained staff to provide education.

Abstract

Penelitian ini dilatarbelakangi oleh rendahnya nilai adaptif Aparatur Sipil Negara (ASN) di lingkungan Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Papua Barat, yang tercermin dari capaian skor adaptif sebesar 39,2% dan 38,9% pada evaluasi awal. Kondisi ini menunjukkan bahwa kemampuan ASN dalam aspek inisiatif, kreativitas, serta kesiapan menghadapi perubahan masih belum optimal. Oleh karena itu, diperlukan model pembelajaran inovatif yang mampu meningkatkan kompetensi adaptif secara sistematis. Penelitian ini bertujuan untuk mengembangkan dan menguji efektivitas model pembelajaran DASPRO Learning dalam meningkatkan nilai adaptif ASN. Jenis penelitian yang digunakan adalah Research and Development (R&D) dengan pendekatan mixed methods. Pendekatan kualitatif dilakukan pada tahap studi pendahuluan untuk mengidentifikasi kebutuhan pembelajaran, sedangkan pendekatan kuantitatif digunakan pada tahap uji coba model melalui pengukuran hasil belajar dan evaluasi kinerja peserta. Hasil penelitian menunjukkan bahwa implementasi model DASPRO Learning mampu meningkatkan capaian nilai peserta secara signifikan, dengan nilai rerata meningkat menjadi 4,0–4,6, serta 100% kelompok mencapai nilai minimal ≥ 4,0. Selain itu, terjadi peningkatan pada aspek inisiatif, kreativitas, dan kesiapan menghadapi ketidakpastian. Kesimpulan penelitian ini menunjukkan bahwa DASPRO Learning efektif sebagai model pembelajaran inovatif dalam meningkatkan nilai adaptif ASN. Rekomendasi yang diajukan adalah perlunya integrasi model ini ke dalam kurikulum pelatihan ASN secara berkelanjutan serta dukungan kebijakan kelembagaan yang memadai. This study is motivated by the low level of adaptive competence among Civil Servants (ASN) in the Human Resource Development Agency (BPSDM) of West Papua Province, as reflected in initial adaptive scores of 39.2% and 38.9%. These findings indicate that the competencies of ASN in terms of initiative, creativity, and readiness to face change remain suboptimal. Therefore, an innovative learning model is required to systematically enhance adaptive competencies. This study aims to develop and examine the effectiveness of the DASPRO Learning model in improving the adaptive competence of ASN. The research employs a Research and Development (R&D) design with a mixed methods approach. The qualitative approach was conducted during the preliminary study to identify learning needs, while the quantitative approach was applied during the model testing phase through learning outcome measurements and participant performance evaluations. The results show that the implementation of the DASPRO Learning model significantly improved participants’ performance, with average scores increasing to a range of 4.0–4.6, and 100% of groups achieving a minimum score of ≥ 4.0. Furthermore, improvements were observed in initiative, creativity, and readiness to face uncertainty. In conclusion, the DASPRO Learning model is proven to be an effective innovative learning model in enhancing the adaptive competence of ASN. It is recommended that this model be integrated into ASN training curricula on a sustainable basis, supported by appropriate institutional policies.
