Abstract

Abstract Indonesian commitment to sustainable development needs to be supported by real actions. Such as to organize sustainable road construction. The Ministry of Public Works Policy related to the field of road has been in line with the international agreement of sustainable development. However, to make sure that road projects have been implemented in sustainable way, a proper assessment of the sustainability measures is required. Dewa Ruci underpass road project was one of case study of sustainable road system rating. The procedure of the rating system is done by collecting the required documents comparing with the sustainable criteria of Green Road Rating System. Road projects in Indonesia have met the technical standards and some of the environmental requirements that have been issued by the Government. Dewa Ruci underpass projects including projects that have met the technical standards and environmental requirements. From the efforts of sustainable practices that have been performed, Dewa Ruci Underpass project was rated according to the rating system, and it reached the level of four stars. The criteria on the Green Roads still have to be disseminated to be known by those stakeholders, besides the need to disseminate the rating system. Thus road projects in Indonesia can be more sustainable. Implementation of sustainable road rating system in Indonesia needs to be supported by dissemination. Keywords: system rating, road sustainable, principle of sustainable road  Abstrak Komitmen Indonesia untuk pengembangan berkelanjutan diperlukan dukungan dengan aksi aksi yang nyata, seperti organisasi konstruksi jalan berkelanjutan. Kebijakan Kementerian Pekerjaan Umum terkait dengan sector jalan telah selaras dengan perjanjian internasional untuk pengembangan berkelanjutan. Walaupun demikian, untuk meyakini proyek proyek dikerjakan secara berkelanjutan, penilaian yang tepat untuk pengukuran keberlanjutan dibutuhkan. Proyek Underpass Dewa Ruci dipilih untuk kasus studi sistem peringkatan jalan berkelanjutan. Prosedur sistem peringkatan dilakukan dengan pengumpulan dokumen dokumen dan dibandingkan dengan Kriteria Sistem Peringkatan Jalan Hijau. Proyek jalan di Indonesia harus memenuhi standar teknis dan beberapa persyaratan lingkungan yang ditetapkan pemerintah termasuk Underpass Dewa Ruci. Ditinjau dari upaya keberlanjutan yang dihasilkan, Underpass Dewa Ruci telah dinilai sesuai dengan sistem peringkat jalan dan mencapai peringkat bintang empat. Kriteria jalan hijau perlu didesiminasikan kepada seluruh pemangku kepentingan, khususnya sistem peringkatannya. Lebih lanjut, proyek proyek jalan di Indonesia akan dapat lebih berkelanjutan. Implementasi peringkatan jalan berkeselamatan perlu didukung dengan upaya-upaya diseminasi. Kata-kata kunci: sistem peringkatan, jalan berkelanjutan, prinsip prinsip jalan berkelanjutan.

Abstract

Almost every year the number of dead victims caused by traffic accidents in Indonesia reached 10.000 persons, excluding the loss of seriously and slight injured victims and the loss of materials. The effect of the accidents increased the cost of road users, and economically made inefficient use of resources. Efforts to handle the accidents, before (prevention) and after (reduction) the occurence of the accidents, have been continuously performed. However, the results are not maximum yet since the economic approach is not taken into account. One of the economic considerations needed is to find out the benefit of the investment in handling the accidents. For this reason, a study of accident costs, specifically based on the costs paid by the accident victims was conducted by the Transport Research Laboratory (TRL, UK) in collaboration with the Center of Research and Development of Road and Bridge in 1993. The study conducted using the Gross Output or Human Capital Approach in three towns found that the accident costs for dead, seriously injury, and slightly injury victims were Rp. 119,015,893,- , Rp. 4,973,889,- , and Rp. 946,506,- respectively. In addition, the costs related to the vehicle damage and the costs for handling the accidents were not included in this study. Abstract

Urban traffic congestion is a part of the day-work rutinity, and it tends to spread at wide area, then it becomes strategic issue to concern all society. TDM derives from Transportation System management focused on management demand. One of the approach which TDM used is to manage behaviour road users of urban transportation in using transportation facilities to increase the capacity and operationalisation. The scenario it to observer the behaviour of road user as a public participant. The primary data was collected through structuring interview and supported by related institutions as secondary data. The statistical non-parametric were used on data analysis using three approaches I.e, level of public preferency, participation, and public opinion priority. There is positive indication on society preferency level and there will be policy priority applied in reducing traffic congestions. In general (87%), road user agreed and would participate in running TDM policy. The highest value utility relatively is provided policy alternative on traffic jam billboard information and alternative route (36%), toll/restribution (34%), bus school private or government (32%), and expensive tariff parking-lot (32%). To apply all of them, there should be detailed study, for example, tariff study rising ability to pay (ATP) and willingness to pay (wtp), So, participation of road user in reducing of traffic congestions can be applied optimally

Abstract

Kebisingan lalu lintas terutama di jalan arteri (perkotaan) termasuk jalan Tol sudah cukup mengkhawatirkan, dengan tingkat bising di atas 65 dBA. Salah satu upaya untuk mengurangi tingkat bising tersebut adalah dengan menggunakan dinding Bangungan Peredam Bising (BPB) yang memakai bahan bangunan tertentu yang dinilai mempunyai kemampuan dalam mereduksi bising. Kemampuan tersebut diartikan sebagai yang memenuhi standar uji laboratorium (nilai STC) dan uji skala penuh (lapangan). Hasil penelitian mengindikasiakan bahan Konblok ALWA (1:4:4) dan Bata merah dinilai mempunyai kemampuan untuk mereduksi bising secara effektif.
