Abstract

Urbanization canbedefined inmanyways: various definitions concerning it are found in population literature. Different censuses also tend to define the concept of urban differently. This inconsistency of definitionhas obstructed those who want to conduct acomparative analysis on urbanization, both cross- country and longitudinal analysis of a country. This article attempts to examine the problem by clarifying the definition of the concept and indicators of urban and urbanization and by making a longitudinal analysis of urbanization using the Indonesian 1920-1990 Cencus data. Regardless of how the concept of urban is defined in each census, this analysis has found a steady increase in urban population number. However, if the different definitions of the concept are taken into consideration, it may bring up different conclusion. Part of the reasons of the increase is a reclassification of village' status from being rural to become urban. Oneway to prove this proposition is by comparing the level of urban population growth between large cities and their surrounding regencies. This analysis clearly shows that the latter has higher population growth than the former.

Abstract

Reproductive health covers a number of elements that relates to sexual activities and reproductive processes. The clinical aspects of the reproductive health are indeed important. Yet, its social aspects are not less significant due to its complexity and difficulty for making a solution. Many social problems associated with reproductive health, such as unwanted pregnancy, unsafe abortion, STD/AIDS, side-effects of contraceptive uses, etc., have grown to be more crucial and call for serious attention from social scientists as well as policy makers. This paper specifically addresses this issue by elaborating the scope and complexity of reproductive health matters in an Indonesian context.

Abstract

Abortion is a controversial issue that had been a hot public debate in Indonesia after the Warakas tragedy. This article explores the ongoing debate between the so called pro-life and pro-choice groups, and formulate policy recommendations to overcome the abortion problem. The tough policyagainst the abortion would not solve the problem, rather it keeps the unsafe-abortion practised illegally and widely. The Government should be more realistic in dealing with this problem by providingearly abortion service at low cost so that women are protected from unsafe abortion.

Abstract

This paper elaborates smoking behavior and its implication to health as well as household welfare. The controversy of this behavior and its implication is explored: cigarette is demanding goods for many people, particularly men; cigarette industries also contribute a lot to job opportunities, household income, and government revenues, but the health consequences of smoking behavior exceed the benefits. In addition, most smokers in this country spend their limited income more for tobacco than for education and health, and hence affects negatively to their welfare. This paper than explores state regulations applied in many parts of the world since 16th centuries, and efforts to regulate smoking behavior in Indonesia, and their effectiveness to protect people from smoke hazards.

Abstract

As a society becomes more modernized, the role of women in a working place is increasing. A quite large number of women work in various sectors: agriculture, industry, and services. While their participation contributes to the welfare of their family and society at large, the health implication (particularly on reproductive health) needs considerable attention. The study shows the incidence of various reproductive health problems in a working place and low attention given by the employers to this problem. Statutes and government regulations have been made to protect female labours from reproductive health problems, but these laws and regulations have not been implemented consistently by the employers. This studyproposes to increase the government control on reproductive health services and protection given by employers to private industries, and to give the workers the right to organize themselves so that they can obtain the power to have reproductive health services as well as protection from their employers.

Abstract

The implementation of e-government is, actually,not a new issue in the government. However, thepolicy of e-government implementation in manygovernmental elements, especially in the localgovernment seems to be forced withoutconsidering the different readiness levels of thegovernment personnel and the people in each localgovernment. On the one side, many researchfindings show that the factors of governmentalhuman resources, the public, the infrastructure, andthe working practice are still being obstacles toachieve a successful e-government implementation.On the other hand, other research findings alsostrengthen that in its implementation, egovernmenthas some elements which should befulfilled. They are e-administration, e-services, ande-society. Three of them are unified elements whichsupport each other in order to realize egovernment.Many problems faced by some localgovernments in implementing e-government,including the government of Yogyakarta City, clarifythat there are fundamental problems in realizingthe e-government elements which consist of eadministration,e-services, and e-society. For certaingovernmental institutions, an explanation of therelationship between the implementation of egovernmentprogram and many available theories isa valuable contribution to solve inter-elementsrelationship for realizing good governance, on theone hand, and, on the other hand, it is alsobeneficial for them to learn best practice for thegovernment in order to achieve good localgovernance. The results of this study show that theimplementation of e-government which requiresthe availability of e-administration, e-services, ande-society has been realized by the government of Yogyakarta City.However, although those programs have been realized physically, onthe actual, the unpreparedness of the government personnel as wellas the public society and also the cultural factors are still being someproblems which impede the successful implementation of egovernment.In addition, the city government’s commitment to keepcontinuing the easy service development to the community is a keyto the implementation of e-government in the scope of citygovernment in Yogyakarta.
