Abstract

Ada berbagai UKM ada di kota Jepara, seperti UKM Mebel, UKM makanan kecil, UKM Batik, UKM handycraft, UKM wisata, dan UKM penjualan ikan. UKM penjualan ikan memliki potensi yang sangat baik, karena sebagian kabupaten Jepara dikelilingi oleh laut jawa dan memiliki Tempat Pelelangan Ikan (TPI) sebanyak 16 buah. UKM Asri Ikan Asap dan UKM Panggang Ikan adalah UKM yang bergerak dalam penjualan ikan khususnya Ikan Asap yang terletak di desa Dermolo Kecamatan Kembang kabupaten Jepara. UKM ini memiliki permasalahan mulai dari model pengasapan ikan masih konvensional, tidak higienis, alat panggang menggunakan besi, dan kapasitas pengasapan ikankecil. Selain itu Pembungkus ikan dari daun jati sangat tidak menjual, tidak steril, dan kapasitas kecil. Tujuan program Iptek bagi Masyarakat (IbM) yaitu membuat Lemari pengasap ikan kapasitas 250 buah / 20 kg dan sablon plastik pembungkus ikan asap. Metode yang dipakai dengan memberi pelatihan cara pengoperasian lemari pengasap ikan otomatis model portabel kapasitas 250 buah. pelatihan SOP alat dan K3. Melatih membuat pembungkus ikan asap dari plastik yang diberi merkdagang menggunakan sablon plastik.Hasilnya penggunaan lemari pengasap ikan kapasitas 250 buah dapat meningkatkan produksi 117%, waktu kematangan 30 menit temperatur 100oC, dan menghemat bahan bakar kayu 33,3%. Sablon plastik sendiri untuk merk dagang UKM dapat menghemat anggaranbiaya Rp 730.000 setiap 10.000 pcs dan pembungkus lebih higienis dan menarik. Abstract

Insulation materials that commonly used in air insulation, which, is operated at high voltage, are the porcelain, glass, and polymer materials. One of the insulating polymer materials that are used is epoxy resin because it has several advantages compared to that. However, thisinsulation material has a degradation of the surface due to environmental and cause insulation coated with dirt and chemicals in the long time.  This research was conducted on resin epoxy by comparison of MPDA, DGEBA, and filler (stone and silane) with a percentage value of 10%; 20%; 30%; 40% and 50%, sample size 120 x 50mm. vinyl silane is mixed as a coupling agent of composite materials. Vacuum method to left outvoid.Research was done in laboratory according to standard IEC 587: 1984. In this study, the effect of variation in stoichiometry to the hydrophobic contact angle value, leakage current waveforms, and surface degradation caused by erosion and tracking processes and tracking time were analyzed. From the results of the research, it was obtained that the epoxy resin that was used in this research are categorized as hydrofobik and partially wetted. The increase concentration of silane dan Kukup coastal sand as filler caused the increase in contact angle which meant the increase insurface insulation resistance, so that leakage currents flew on the surface not easily and slow down the aging or the degradation decreasing on the surface of insulating material. Concentration value of filler that had the optimal performance of the tracking process and erosion was 40%. Abstract

One of the insulating polymer in high voltage air insulation materials is epoxy resin because it has several advantages. However, has a degradation of the surface due to environmental pollution. This research was conducted on resin epoxy by comparison of MPDA, DGEBA, and filler (stone and silane) with a percentage value of 10%; 20%; 30%; 40% and 50%, sample size 120 x 50mm. vinyl silane is mixed as a coupling agent of composite materials. Vacuum method to left out void. Research was done in laboratory according to standard IEC 587: 1984. High voltage electrodes were connected to high voltage AC generator 3.5 KV. The ground electrode was connected to oscilloscope for measuring the leakage current. The effect of variation were analyzed. From the results of the research, the composite are categorized as hydrophobic and partially wetted. The increase concentration of filler caused the increase in contact angle, slow down the aging on the surface of insulating material. Abstract

Abstract Of the several regulatory products that have been enacted there are overlaps and even there are asynchronies between the regulations with one another. This can be seen from the enactment of the Minister of Transportation Regulation No. PM 18 in 2020 and Jakarta Governor Regulation No 33 in 2020. In the governor regulation, large-scale social limitation is regulated. According to the governor's regulation, one of the restricted sectors is the two-wheeled vehicle transportation sector where passenger transportation by motorcycle taxi is only applied to goods. On the contrary in the regulation, online motorbike transportation can be for passengers as long as they follow the health protocol. This has caused confusion in the community and also for law enforcement officials. Keywords: Synchronization, Disharmony, inconsistency, transportation Abstrak Dari beberapa produk peraturan yang sudah diberlakukan saat bencana  terdapat tumpang tindih bahkan terdapat ketidaksinkronan antara peraturan satu dengan yang lain. Hal ini dapat dilihat dari diberlakukannya Peraturan Menteri Perhubungan No. PM 18 tahun 2020 dan Peraturan Gubernur Jakarta No 33 tahun 2020. Menurut peraturan gubernur, salah satu sektor yang dibatasi saat  Pembatasan Sosial Berskala Besar (PSBB)  adalah sektor transportasi kendaraan roda dua dimana pengangkutan penumpang dengan motorcycle taxi hanya diberlakukan untuk barang saja. Sebaliknya dalam permenhub, angkutan ojek online boleh untuk penumpang asalkan mengikuti protokol kesehatan. Hal ini menimbulkan kebingungan di masyarakat dan juga bagi aparatur penegak hukum. Kata Kunci: Sinkronisasi, Disharmonisasi, Inkonsistensi, Transportasi

Abstract

Abstract The emergence of Pandemic COVID 19 in Indonesia that suddenly and significantly increased to make the Indonesian government decided that this pandemic is an emergency disaster set in Presidential Decree No. 12 of 2020. Because of this, the government made a quick move to deal with this problem, especially by the House of Representatives who have important functions in government supervision. The House of Representatives must focus on supervising government policies that have been established or that will be formed and certainly suspend the function of legislation that is not related to the context of handling COVID 19 which has not been able to run effectively and efficiently. In this regard, the Government, especially the House of Representatives, emphasized that it should be able to prioritize supervision in protecting the community to face an emergency disaster.Keywords : Surveillance, government, Pandemic
