Abstract

Management of housing and slum settlements is carried out in various forms of service and facilitation as follows: (1) fulfillment of decent and affordable housing needs through housing loans / subsidized housing loans and self-help housing development; (2) improving the quality of the settlement environment through the assistance of basic housing infrastructure and facilities, providing clean water facilities in water-prone settlements, structuring and rehabilitating slum settlements, empowering communities in the framework of strengthening economic capacity and improving social life; (3) institutionalizing a system for implementing housing and settlement development by involving the community as the main actor. Given the limited capacity of the government through the APBN and APBD in handling housing and slum settlements, the government took the decision to carry out handling of housing and slum settlements through the City Without Slum Program (KOTAKU). The implementation of the Tridaya approach in the KOTAKU program city of Semarang includes: (1) empowering local governments and communities through capacity building in the form of training and mentoring; (2) utilization of environmental facilities by improving the quality of the settlement environment through the procurement and repair of primary basic infrastructure and facilities as well as repair of unsuitable houses; and (3) community economic empowerment which is carried out through channeling with other programs in the field of Public Works and various activities carried out in the regions. To get a comprehensive picture of the program, researchers need to evaluate the policies of the Semarang City KOTAKU (City Without Slums) program in 2019.

Abstract

Abstract Village Facilitation Capacity is the ability to carry out activities / actions for community empowerment through assistance, organization, direction and facilitation of the Village. Village facilitation in the framework of implementing Law Number 6 of 2014 concerning Villages is very important in determining its success. Seeing the current condition of the village which is very heterogeneous in terms of quantity, quality or capacity and even the potential of natural resources and human resources is very varied, the role of village assistance in the framework of implementing the Village Law is very important in helping villages implement the mandate of the Village Law. The Village Facilitator is assigned to assist the Village in organizing Village development and empowering the Village community in Central Java. In terms of quantity, most villages currently do not have complete equipment as regulated in PP 43/2014 article 61-article 64. Meanwhile, the available capacity of the equipment still needs to be improved. Second, the quality of the preparation of the Village Development Planning document (RPJM Desa, RKP Desadan APB Desa). Based on PP 43/2014 articles 114-115 and PP 60/2014 article 20 it is mentioned that the use of Village Funds refers to the Village Medium Term Development Plan (RPJMDes) and the Village Government Work Plan (RKPDes). Village Facilitators carry out the task of assisting Villages in the implementation of the Village Law in Central Java which includes, among others: a. assist the Village in planning, implementing, and monitoring Village development and empowering the Village community; b. assist the Village in carrying out management of basic social services, the development of the Village economic effort, the utilization of natural resources and appropriate technology, the construction of Village infrastructure, and the empowerment of the Village community; c. conduct capacity building for the Village Government, Village community organizations. The implementation of the Village Law is not only determined by the Village Facilitators, but also by the Village Government who has mastered the technical and financial management mechanisms that are trained, professionally and mastered in assisting village community empowerment programs assisted and facilitated by community facilitators. Abstract

To find out more about the role of village assistance, in this study the problem is: "What is the role of village assistance in the context of the implementation of the Village Law in Central Java-2018 ?. Village Community Empowerment is an effort to develop community independence and prosperity by increasing knowledge, attitudes, skills, behavior, abilities, awareness, and utilizing resources through the determination of policies, programs, activities, and assistance in accordance with the essence of the problems and priorities of the needs of the village community. The objectives of assisting villages in Ministerial Regulation (Permendes No 3 of 2015) include: a. Increasing the capacity, effectiveness and accountability of village governance and village development; b. Increasing the initiative, awareness and participation of the Village community in participatory village development; c. Increase the synergy of inter-sectoral village development programs; d. Optimizing village local assets emancipatively. The Village Facilitator is assigned to assist the Village in organizing Village development and empowering the Village community in Central Java. Village Facilitators carry out the task of assisting Villages in the implementation of the Village Law in Central Java which includes: a. assist the Village in planning, implementing, and monitoring Village development and empowering the Village community; b. assist the Village in carrying out management of basic social services, development of the Village economic effort, utilization of natural resources and appropriate technology, construction of Village infrastructure, and empowerment of the Village community; c. conduct capacity building for the Village Government, Village community organizations in terms of development and empowerment of the Village community; d. organizing within village community groups; e. increase capacity for Village Community Empowerment Cadres and encourage the creation of new Village development cadres; f. assist the Village in participatory rural development; and g. coordinate assistance at the sub-district level and facilitate reports on the implementation of assistance by the Camat to the District / City Governments throughout Central Java.

Abstract

The community empowerment program is by paying attention to all aspects of community life with the aim of all levels of society being self-reliant (independent), so as to generate self-help abilities. to improve people's quality of life (modernization) which refers to the way of thinking, behaving, behaving. Wonosobo in 2020.It can be said that by knowing the implementation of community empowerment program policies in realizing KOTAKU (City Without Slums) Wonosobo Regency in 2020, pro-poor programs (pro-poor) can be measured and controlled to achieve an empowered, independent and civil society in the future. which will come according to the vision and mission of Wonosobo Regency.

Abstract

Institutional Local Communities are local community institutions that are built andstrengthened according to the needsof the community in a process of social transformationthat is rooted, acknowledged and accepted by the community. The role of local communityinstitutions in community empowerment is one of them participate in poverty reductionprogram which includes allactivities of empowerment of village / village community. In theempowerment of the community the main target is the powerless community (poor) in thebroadest sense and in fact most of the poor are urban community.In the communityempowerment program hasalways been encouraged to be more pro poor and give moreopportunities to the role of the community in community empowerment, especially the poor inKelurahan.The existence of local community institutions in accordance with the interests andneeds of these communities can be a driver of social capital for the process of socialtransformation from the condition of a powerless society into a powerless society, self-reliantand civil society who aspired together. Abstract

The idea of a smart village encompasses various aspects of rural life in the modern digital era, with a key focus on information technology infrastructure. The aim of this study is to explore the hopes and requirements of rural residents and assess the level of preparedness of village authorities to leverage technological advancements towards creating smart villages. The research method used is the qualitative research method. The research was conducted in Melikan Village, Klaten Regency, Central Java. The research used several main data sources: village officials and the Melikan Village community. The data collection techniques used were interviews, observation, and FGD. The results show that information and communication technology is vital for the Melikan Village community, but the village government is not yet sufficiently prepared to fulfil the community's expectations. The village government is encouraged to collaborate and be creative with parties that can develop digital services. Community empowerment can technically be done by using application software or websites to open up opportunities for information channelling and support overall rural development. However, the successful implementation of smart villages is highly dependent on the motivation of village leaders, active community participation, and potential village resources. The implication of this research is that the Melikan Village government needs to immediately overcome the obstacles that hinder the adoption of innovations in government services towards smart villages.
