Abstract

This research is expected to produce the formulation of regulations on the regional election democratic and aspirational in order to embody democracy and good governance, from centralist to decentralization, of authoritarian to democracy. This research approah is a constructivism paradigm. The characteristics of this research are: first, this research uses an approach which law that manage the election as a mental construction reality of individual result of writing, and subjective action. Second, to get the data, the writer interact with expertises accurately and also governmental parties who are competent in this focus of research. Third, the interaction between the writer and expertises is conducted directly. Fourth, in accordance to various scientific literature works, then used as guidance by the researcher to conduct their own regulation construction in regional election. Fifth, conducting focus group dicsussion to get input for the improvement of this research.

Abstract

Constitutional change is always tinged with a tense and lasting political constellation in both national and international contexts. the existence of transactional politics to gain seats constantly influences political dynamics in the election period. The method used in this research is the doctrinal method. Indonesia applies a presidential government system but does not fully follow the existing doctrine. several coalitions in the government coalition were made. As a result when the President and Vice President are nominated. political parties that support the nomination feel they have the right to join the government, as in the parliamentary system of government. The cabinet filling model is also influenced by supporting parties. It shows that political parties can collaborate to form a joint government, however, the President has the prerogative in determining who will be his minister. It should be carefully noted down that our country is a country adopting a presidential government system. As a result, the formation and the ministers elections of the government is not at the hand of the chairperson of the political parties coalition, but fully at the hand of the president as the President’s prerogative rights. This cannot be proceeded. Abstract

The damage to Brantas River Basin (Watershed) has been increasingly critical due to forest encroachment and land use ignoring the rules of soil and water conser- vation. This study aims to examine the problems in the management of upper Brantas Watershed in Batu City, Indonesia. The method used in this research was descriptive-qualitative and the data were collected using participative observa- tion in the field, in-depth interviews with the community of Brantas Watershed- Caring Farmer Group (Komunitas Petani Penyelamat Daerah Aliran Sungai Brantas- KPPDAS), discussion with experts, and Focus Group Discussion (FGD). This paper succeeded in extracting information about the fundamental problems causing damage to Brantas Watershed in Batu City. Those fundamental problems con- sisted of pragmatic behavior and ways of thinking of land use in the upper wa- tershed of Brantas, government policies that were not aligned to the upstream conservation of Brantas Watershed, the low public awareness to actively partici- pate in the upstream conservation of Brantas Watershed. Therefore, the man- agement of upper Brantas Watershed needs to strengthen the cooperation (part- nership) among stakeholders to savejointly the upstream of Brantas River Basin or Watershed.
