Abstract

The changing of municipal revenue budget system since 2003 has been made significant changeto the behaviour both of government and employee and legislative member. Traditional budget (line item)that has been used for years, actually had inefficiency and uneffectiveness that finally shows the greedy ofthe budget. The implementation of the budget based on activity, gave many problems and barriers especiallyto the government in Rokan Hilir. This article try describe the problems and the barriers.

Abstract

Penelitian ini bertujuan untuk memperolehinformasi tentang gambaran faktor-faktor yang mendukung serta hambatan bagi tim yangmelaksanakan tugasnya dalam rangka penerimaan dan pendistribusian tenaga Bidan DesaPegawai Tidak Tetap (PTT) di Provinsi Riau. Pendekatan yang digunakan adalah pendekatansistem meliputi: input (struktur organisasi, aspek hukum dan kebijakan, tenaga, saranapendukung dan biaya), proses (koordinasi tim, Pembagian tugas dan kewenangan, rencanakerja tim, pembinaan, monitoring dan evaluasi) dan output (dokumen koordinasi, notulenpertemuan, dokumen pembagian tugas dan kewenangan, dokumen rencana kerja, dokumenpembinaan dan dokumen evaluasi). Hasil penelitian menunjukkan bahwa koordinasi TimPengadaan Tenaga Bidan Desa PTT belum berfungsi secara optimal sebagai suatu organisasi.Kata Kunci: determinan, koordinasi, pelayanan, bidan desa

Abstract

This study aims to analyze the recruitment andplacement of personnel in the Office of the District Kesahatan Singingi Kuantan. Data collectedby interview and observation techniques, after the data was collected and then analyzed usingqualitative descriptive analysis. The results showed that the analysis of the recruitment andplacement of personnel in the Department Kesahatan Singingi Regency Kuantan is not good.While found factors that hinder the analysis of employees in Kuantan District Health Singingi,the coordination factor, the factor of transparency and financial factors.
