Abstract

The purpose of this research was to know the implementation of government regulation policy number 68 year 2002 about food security in Nunukan Regency and to know the supporting factor and the obstacle factor of the implementation of government regulation policy on food security in Nunukan Regency. The type of research used was descriptive qualitative research. The study used a phenomological type. Technique of collecting data used instrument in the form of interview, observation and documentation. The reselts of the research indicated that there werefour things related in this case, namely(1)Implementation of government regulation policy number 68 year 2002 regarding food security in Nunukan Regency had been running well enough,it just needed little attention from the government for farmer assistance, it must always be on time so that farmers were not difficult in managing food. (2)Commitment built by the agricultural service and food security in Nunukan Regency had been running well,(3)Control of organization or supervision had been done well,(4)The behavior of target group dimension included positive or negative response of society in supporting or not supporting policy.The people who did not join the farmer groups gave response negatively to this policy. ABSTRAKTujuan penelitian adalah untuk mengetahui implementasi kebijakan peraturan pemerintah nomor 68 tahun 2002 tentang ketahanan pangan di kabupaten nunukan dan untuk mengetahui faktor pendukung dan faktor penghambat implementasi kebijakan peraturan pemerintah tentang ketahanan pangan di kabupaten nunukan. Jenis penelitian yang digunakan adalah jenis penelitian deskriptif kualitatif. Penelitian menggunakan tipe fenomologis. Teknik pengumpulan data menggunakan instrumen berupa wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa ada lima yang terkait dalam hal ini yaitu (1)Implementasi kebijakan peraturan pemerintah nomor 68 tahun 2002 tentang ketahanan pangan di kabupaten nunukan sudah berjalan cukup baik, hanya perlu sedikit perhatian dari pemerintah untuk bantuan tani harus selalu tepat waktu agar petani tidak kesulitan dalam mengelolah pangan.(2)Komitmen yang dibangun oleh dinas pertanian dan ketahanan pangan di kabupaten nunukan sudah berjalan cukup baik,(2) Kontrol organisasi atau pengawasan yang dilakukan sudah baik.(4)Perilaku kelompok sasaran dimensinya mencakup respon positif atau negatif masyarakat dalam mendukung atau tidak mendukung kebijakan. Hanya masyarakat yang tidak bergabung di kelompok tani yang merespon negatif dengan adanya kebijakan ini. Kata Kunci:Implementasi, Ketahanan Pangan

Abstract

The object of research was to find out the of supervision of credit program in Makassar city at branch office of Bri unit Ahmad Yani. This research is a describe the shape of wualitative service the form internal supervision. This type of research is a case study. The collection of the data used interview, observation and documentation. While techiques to analuze the data used data reduction, data presentation and conclusion. Validity of the data used triangulation of time, resources and techniques. Abstract

The objective of this research is to know how the role of government in handle the termination of employment conflict at PT Gunung Mas Persada Jaya in Pangkep Regency and what were the supporting and inhibiting from government in doing their role. The type of the research is descriptive qualitative and the sample were eight informants, the technique of data collection were collected by interview the informant and observation.  The result of research showed that the government in implementing the role as regulation, administrator and fasilitator has been realized well, because there was agreement between the employees and the company through Tripartit negotiations. keywords : Government role, conflict, Termination of employment  ABSTRAK Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran pemerintah dalam menangani konflik pemutusan hubungan kerja karyawan PT Gunung Mas Persada Jaya di Kabupaten Pangkep dan apa saja yang menjadi penunjang dan penghambat pemerintah dalam menjalankan perannya. Jenis penelitian ini adalah deskriptif kualitatif dengan informan sebanyak delapan orang, teknik pengumpulan data dikumpulkan dengan menggunakan instrument berupa wawancara terhadap informan dan observasi. Hasil penelitian menunjukkan bahwa pemerintah dalam menjalankan peranannya sebagai regulator, dinamisator dan fasilitator sudah terealisasi dengan baik, dilihat dari ditemukannya kesepakatan antara karyawan yang diPHK dengan pihak perusahaan melalui perundingan Tripartit. Kata Kunci: peran pemerintah, konflik, pemutusan hubungan kerja.

Abstract

The purpose of this study was to find out how the community park reading management system in Barru Regency. The type of this research was qualitative descriptive research with informants as many as 5 people. Data collection techniques were collected by using instrument of observation and interviews. The results of this study indicated that the community reading park management system in Barru Regency had been running well, the regional library of Barru Regency coordinated with district, village in terms of further formation of community reading park. Supporting factor was good coordination with the manager. While the inhibiting factors of the community park management system were still lack of books, facilities and infrastructure.

Abstract

The purpose of this was to find out how the geverment supervision on the implementation of fishing gear program in Bissappu district Bantaeng regency as well as to know the factors that influenced the supervision of the implementation in the district. Type of research was qualitative. This study used case study type. Date collection techiniques used in the form of questionnaires. Observation and documentation. The result of this study indicated that the supervision carried ouy by the geverment was monitoring and controlling and there was aa significant influence between the government supervision on the program of distribution of fishing gear in Bissappu District Bantaeng regency. Goverment supervion was strongly influenced by leadership, effectiveness and welfare. Keywords: Government Supervision, Community Empowerment, and Welfare

Abstract

The objective of this research is to find out the Police Responsiveness towards the Prevention ofMotorcycle Gangs at SombaOpuDistric of Gowa Regency. The type of this research is a qualitativeresearch with case study by describing the police responsivenesstowards the prevention ofmotorcycle gangs at SombaOpu District. The data collection technique was conducted through interview, observation and documentation. The data were analyzed through some steps such as data collection, data reduction, data display and conclusion. For the data validation, the researcher applied triangulation method such as: resource triangulation, technique triangulation, and time triangulation. The results of the research reveal that the Police responsivenesstowards the prevention of motorcycle gangs with 3 indicators are: 1) responsive, 2) fast, and 3) on target. The police have strongly responded to the public complaints related to the motorcycle gangs,yetit is not quite fast or precise in solving motorcycle gang cases. Key word: Responsiveness, prevention, motorcycle gangs ABSTRAK Tujuan Penelitian ini adalah untuk mengetahui bagaimana responsivitas Kepolisian dalam penanggulangan geng motor di Kecamatan Somba Opu Kabupaten Gowa. Jenis penelitian adalah kualitatif dengan menggambarkan responsivitas Kepolisian dalam penanggulangan geng motor di Kecamatan Somba Opu Kabupaten Gowa. Tipe penelitian adalah studi kasus. Dalam pengumpulan data digunakan teknik wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Keabsahan data digunakan triangulasi yaitu triangulasi sumber, triangulasi teknik dan triangulasi waktu. Hasil penelitian menunjukan bahwa responsivitas Kepolisian dalam penanggulangan geng motor dengan indikator 1) Tanggap, 2) Cepat, 3) Tepat. Kepolisian sangat merespon keluhan masyarakat terkait masalah geng motor namun belum begitu cepat maupun tepat dalam menyelesaikan kasus geng motor. Kata kunci : responsivitas, penanggulangan, geng motor
