Abstract

Over the past 30 years, Bandung city has experienced with rapid urban land expansion.  Together with nearby regencies, it has formed a conurbation urban area namely the Metropolitan Bandung Area. The growth of Greater Bandung is performed by the increasingly widespread of urban settlements in the outer surrounding region of Bandung city. Most of new residential areas are developed in the suburbs area and carried in formal land development initiated by private developers. The study aims to examine how spatial irregularities can be produced through the formal land development framework. This research was conducted with a qualitative approach. Primary data was obtained using purposive sampling interview.  Interviewee came from 14 medium-large residential private developers. The data was written down in the interview transcript to be analysed with qualitative content analysis method. The result shows developers strive to develop profit-oriented land. They look for pragmatic solutions based on economic principles as long as no permit violation.  Developers would not think deeply for the broader impact of the project since it is not their obligation.  Developers will automatically support sustainable peri-urban development if the government provides clear, applicable and consistent rules and guidelines.

Abstract

The research on the relationship between socio-economic status and the residential satisfaction is conducted at Rancaekek Transit Apartment (RTA) that located in Peri-urban Area of Bandung Metropolitan Area.  RTA is the largest modest flat that is managed by West Java Provincial Government as alternative dwellings for low-income industrial workers in West Java. As one of the evaluation models of modest flats implementation, this study aims to find out some socio-economic factors which affect the level of satisfaction of the occupants. In this study, the assessment of residential satisfaction was using indicators on physical condition and management of modest flats.  The examined socio-economic factors in this research consist of 16 attributes. Data was collected through questionnaires distribution, which spread to 93 respondents of RTA residents. Data processing and analysis of the relationship between satisfaction and socio-economic status were using chi-square bivariate method. The results showed that in the RTA occupancy with residential segments from a homogeneous economic status (low-income industrial workers), there were only social attributes which considered to have significant effects on occupant satisfaction. The four social attributes which have contributed to the level of residential satisfaction consist of the variable of marital status, the number of occupants in one unit, the counterpart of one residential unit and the location of the block.

Abstract

Penelitian ini merupakan kajian evaluasi pascahuni (EPH) pada Apartemen Transit Rancaekek (ATR) sebagai rusunawa pionir dan terluas yang dikelola Pemerintah Provinsi Jawa Barat. Penelitian ini ditujukan untuk memperoleh masukan dan penyusunan strategi untuk penyempurnaan pengoperasian ATR sebagai model alternatif hunian vertikal sederhana sementara bagi para pekerja industri di kawasan pinggiran Kota Bandung. Pendekatan EPH pada ATR menggunakan parameter kepuasan penghuni terhadap aspek fisik dan pengelolaan rusunawa. Pengumpulan data primer menggunakan metode penyebaran kuesioner pada penghuni dan pengumpulan data sekunder diperoleh melalui dokumen-dokumen ATR. Teknik pengolahan data dan analisis menggunakan pendekatan Important Performance Analysis (IPA). Perbandingan kualitas kinerja atribut fisik dan pengelolaan ATR terhadap kepentingan dan harapan penghuni menunjukkan hasil yang belum memenuhi kepuasan penghuni. Berdasarkan hasil pemetaan IPA, strategi perbaikan rusunawa ke depan dapat difokuskan pada pengingkatan kualitas manajemen pengelola, fasilitasi sarana umum, serta penanganan aspek-aspek eksternalitas negatif rusunawa.  This study is a Post Occupancy Evaluation (POE) study on Rancaekek Transit Apartment (RTA) as the pioneer and the largest basic flats to rent managed by West Java Provincial Government. This research is aimed to provide feedback and strategy for the improvement of RTA operational as an alternative model of temporary modest vertical housing for industrial workers that is located in the peri-urban of Greater Bandung. The POE approach to RTA used the residents' satisfaction parameters of the modest flats' physical and management aspects. Primary data collection was using questionnaires method to the residents of basic flats and collecting secondary data through the RTA documents. Data processing and analysis were using The Important Performance Analysis (IPA) method. The examination of performance quality on physical attributes and management of ATR relatives to the interests and expectations of the residents showed results which have not met residents' satisfaction. Based on IPA mapping, future improvement strategies can be focused on improving the quality of the management, facilitation of public amenities and handling the negative externalities aspects of basic flats.
