Abstract

Ternate termasuk daerah rawan bencana gunung berapi, banjir lahar dingin, tsunami, dan gempa bumi.Penelitian ini bertujuan untuk mendeskripsikan sistem penanggulangan bencana yang ada di Kota Ternate.Sumber data berasal dari aparat instansi terkait yang mempunyai tugas dan fungsi penanggulanganbencana, serta relawan yang sedang bertugas di posko. Pengumpulan data dilakukan dengan wawancara,observasi, FGD, dan telaah dokumen. Data yang terkumpul dianalisa secara kualitatif. Hasil penelitianmenunjukkan meskipun telah ada BPBD, mekanisme kerja sistem jaringan penanggulangan bencana masihberpedoman pada Prosedur Tetap (Protap) Satlak PB yang terdiri dari 6 (enam) komponen yakni transportasi,peralatan, logistik dan konsumsi, informasi/ komunikasi dan publikasi, kesehatan, dan keamanan. Denganterbentuknya BPBD, koordinasi penanggulangan bencana dirasa menurun. Hal ini terkait anggapan dariaparat SKPD dan relawan dengan terbentuknya BPBD, tugas dan wewenang penanggulangan bencanamenjadi tanggungjawab BPBD. Oleh karena itu disarankan untuk menyusun protap baru dengan menambahjaringan personil dan dilakukan sosialisasi atas kewenangan BPBD agar penanggulangan bencana termasukpenanganan korban dapat dilakukan lebih optimal.Kata kunci: sistem jaringan–penanggulangan bencana–kota ternate.

Abstract

The current social services as present are still sectoral, fragmented, limited outreach, respond only actual problem, output based on budget absorbtion, they have not yet reached outcome and impact. Law No 11, 2009 and Government Regulation No 39, 2012 state that social service should be acted orientically, integratedly, and continously by government and community. Social Ministry Decree No 50/HUK/2013 on, integrated social service and movement toward regency/municipality welfare, answers the need of integrity and community participation. An implementation of integrated social service in Payakumbuh Municipality is a program use action research approach that took three years (2013-2015)of implementation. The first year, was to shape Anak Nagari social service unit (UPT-KAN). The second year was focused on the implementation of social service as community claims began. Guidance and advocation in the third year succesfully set social welfare institution (LKS), named Mitra Kenanga, functioned as an institution that diburse community fund as UPT-KAN operationalitation, targeted data base making, and socialization on the institution existence. Fun resources of UPT-KAN hailed from social and menpower and health agency, BAZ, Mitra Kenanga, and CSR. The existence of UPTKANin its application has proved poor community and people with social welfare problem easily to get base social service especially those have been untouched by regular social service program.

Abstract

The law No 11 2009 on social welfare states that the implementation of social welfare is shared responsibility between the government, local government and communities. The central government, in this case, is the ministry of social affairs as facilitator and framers policy, while local governments responsibility for social welfare implementation in its respective area by involving participation of the communit, including the business world. The commitment of the local government on residents welfare is the major key of the social welfare, manifested through various activity programs on social services, covering protection and social insurance, social assistance and rehabilitation, and community empowerment. The research took place in East Belitung Regency, with a descriptive qualitative approach. Data gathered from informants which consisted a head of social agency, two sub heads of social agency, two section heads of on social affairs , labor and transmigration, two of the bappeda as head and head of , and a of social institutions (BAZ). Data collected analyzed qualitatively model miles and huberman. Research locations have firm commitment in social welfare agency, two head and sub head of social, men power, and transmigration agency, two heads of development planning agency, and one from local social institution (BAZ). Data are analyzed through qualitative-descriptive technique, through Miles and Huberman model. The local goverment and community in the research location on social welfare handling, proven by decreasing number of pre prosperous 3.208 families (>30 persen) in 2014 to 1.030 familes (12.16 persen) in 2015, within one year term had been an increase in social welfare of 2.178 families.The increase of residents social welfare of Belitung Timurmanifested through various activity programs, among the programs which were touted was renovation of not-habitable houses with budget allocation 45 to 55 million per unit and “pelangi” family programs (family hope program) funded by local budget allocation. All people in this district received health insurance (BPJS) through the routine fund receiver (PBI) funded by the national and regional budgets.
