Abstract

Otonomi daerah memberikan peluang secara luas kepada daerah untuk melakukan terobosan dalam kerangka peningkatan kesejahterakan rakyat. Dalam konteks itu, kajian ini bertujuan memahami apakah Unit Pelayanan Terpadu Penanggulangan Kemiskinan sebagai lembaga layanan publik yang dibentuk Pemerintah Kabupaten Sragen di era otonomi daerah dapat melakukan koordinasi dan sinkronisasi antar satuan kerja, dan berkontribusi secara positif dalampenanggulangan kemiskinan. Kajian kualitatif di Kabupaten Sragen dengan teknik pengumpulan data: wawancara dengan Kepala Unit Pelayanan Terpadu Penanggulangan Kemiskinan, diskusi dengan pihak terkait penyelenggaraan penanggulangan kemiskinan terpadu, dan studi dokumentasi dengan memanfaatkan dokumen yang relevan, membuktikan bahwa Unit Pelayanan Terpadu Penanggulangan Kemiskinan mampu melakukan koordinasi dan sinkronisasi antar satuan kerja, serta berkontribusi secara nyata dalam penanggulangan kemiskinan di Kabupaten Sragen. Hal itu terlihat dari layanan yang dilakukan melalui Unit Pelayanan TerpaduPenanggulangan Kemiskinan selama ini khususnya bagi warga miskin di bidang: kesehatan, pendidikan, dan sosial ekonomi. Dalam bidang kesehatan diberlakukan Kartu “Saraswati”, “Kartu Sintawati” di bidang pendidikan, dan bantuan rehab rumah sehat layak huni, serta berbagai bantuan lainnya di bidang sosial ekonomi. Terobosan Pemerintah Kabupaten Sragen melalui Unit Pelayanan Terpadu Penanggulangan Kemiskinan tersebut dapat menjadi salah satu inspirasi bagi daerah-daerah laindalam upaya meningkatkan kesejahteraan rakyat sesuai karakteristik daerah masing-masing.

Abstract

The aim of this study is to know the satisfaction of service recipients in PSPA Satria, PSMP Antasena, and BBRSBD Prof Dr Soeharso. Type of the study is qualitative-descriptive, using collecting data technique: interviews, group discussions, questioner distribution, observation, and documentary analysis. Informants are leaders of technical service units and representatives of employees (structural, functional), including service beneficiaries as respondents. The three technical services unit as the locations of study are PSPA Satria, PSMP Antasena, and BBRSBD Prof Dr Soeharso. The result of the study shows that the quality of services in PSPA Satria is “very good”, and “good” in two others -PSMP Antasena and BBRSBD Prof Dr Soeharso-. To improve the quality of public services, is suggested to improve communication, adequate resources, commitment to program implementers, and bureaucratic structures which are based on standard operating procedures that govern the flow of work and the implementation of the policy.

Abstract

Verification and validation data that produce valid data, that become the entry point on accessibilities of proper health services for the poor haven’t been made by the socia  institutions. This study aims to present information the implementation of social protection policy of health insurance for the poor: the verification and validation of data, that taking Jambi municipality as a case study. By using qualitative descriptive method, this study showed that social protection policy on health insurance has yet maximized covering poor people in the municipality of Jambi, because it hasn’t been verified and validated the data, as a result of social protection policy that haven’t been communicated by the health carecenter management to the regions.
