Abstract

ABSTRACT   Parliament Secretariat is device area that has the task of providing administrative serv ices to   the Parliament, so that the performance of the secretariat of the council will also determine the   success of the implementation of Council functions. This research is to answer the question " how   the  performance  of  the  North  Sulawesi  Provincial  Parliament  Secretariat  in  supporting  the   implementation of the functions of Parliament.   Research  using  qualitative  methods.  In  this  case  the  performance  indicators  used  are   effectiveness  ,  efficiency  ,  responsiveness  ,  and  accountability  .  Informants  in  this  study  were   drawn  from  officials  and  employees  of  the  secretariat  of  Parliament  and  the  leadership  of  Parliament  and North Sulawesi. Collecting data with interview techniques ; while the analysis of   data using interactive model analysis techniques of Miles and Hubernann .   The  results  showed  :  (1)  the  level  of  effectiveness  is  quite  nice  views  of  the  successful   implementation of programs and activities that have been set, and the level of achievement of the   target outcomes; (2) the level of efficiency is quite good views of the  use of the budget and the   utilization of human potential employees. (3) the level of responsiveness pretty good views of the   adjustability of programs and activities adopted by the council needs, the level of capacity to deal   with the increased volume of work, and the level of ability to cope with problems or obstacles that   arise in the implementation of tasks. (4) the level of accountability pretty good views of a system of   accountability  that  do  good  to  the  chairman  of  the  board,  to  the  leadership  of  the  provincial  government, and public.    Based on the conclusions of the research results it is suggested to improve the performance   of  the  Provincial  Parliament  Secretariat  North  Sulawei   by  doing  things:  (1)  increase  the   competence   of   human   resources   through   education   and   training   of   employees   technically  functional; (2) Improve the work motivation of employees by provid ing adequate incentives ; and   (3) improving coordination among organizational units and coordination with Parliament .    Keywords : performance , functions of Parliament

Abstract

The point of the special autonomy for Papua region which are intended to improve the standard of living in terms of improving the welfare and progress of the people of Papua, the freedom to empower wealth, accelerating economic development and respect for the rights - basic rights of the people of Papua, but in reality the impact of the implementation of the policy for ± 13 years has not been fully felt by the indigenous people of Papua. This study used quantitative methods with sampling done by 5 (five) village 1 (one) villages in the region of East Mimika district of Papua Mimika Provini. The study sample of 100 respondents assign less capable of being taken at random, from 5 villages and 1 sub-district with a number of different respondents Wania village where the village as much as 9 respondents, 15 respondents mware village, village Tipuka were 21, 16 Kaugapu village people, village Hiripau 6 and hometown Pomako 33 people. Making the sample size is determined by the number of residents in each village / urban village. Collecting data on the use of simple linear regression statistical analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the special autonomy impact on the welfare of indigenous Papuans is 0.689 scale. (2) the correlation coefficient of the special autonomy for the welfare of the indigenous people of Papua is 0.345 and the coefficient of determination is 0.119 or 11.9%. Based on these results it can be deduced that the impact of the special autonomy policy on the welfare of indigenous Papuans enough impact on the indigenous Papuans. Based on the conclusions suggest that the performance of the special autonomy be improved in order to give effect to the indigenous people of Papua is not a good standard of living. Abstract

This study aims to documentation , cost and procedures that are still convoluted.Referring to the findings in this study , it is necessary not give advice as follows : The executive servicesnecessary to optimize the dissemination of the procedural requirements of licensing services to businessesthat trade transparency of services can be achieved optimally , efficiently , and effectively , and theexecutor of service should be improve performance should be more professional priority work ,transparency , accountability , and responsibility, and also no less important factor is the mentality andmorality .determine Transparency in service permit small and medium enterprises in the Integrated LicensingService Office Sangihe regency and the extent of satisfaction of service recipients Licensing , the datacollection was conducted through interviews with 15 informants consisting of : 1 the head office , 4 thefield of licensing services and 10 community service user permissions. Abstract

Abstract : Organizational culture is important when it comes to improving the performance of organizationsand personnel in it. Culture of the organization has a goal to change attitudes and behavior of existinghuman resources in order to increase labor productivity to face many challenges in the future. The purpose ofthis paper is to analyze the work culture and productivityThis research is descriptive-quantitative research. Quantitative research goal is to develop and usemathematical models, theories or hypotheses pertaining to natural phenomena. The population in this studywere employees who worked in the Institute for Agricultural Technology North Sulawesi with the number ofemployees as many as 97 employees.Results of this study show the influence of culture on the productivity of employees working for R2 = 0302, or30.2%. The statistics show that the variable work culture has a positive impact on the productivity ofemployees at the Institute for Agricultural Technology (BPTP) of North Sulawesi, which means that laborproductivity increased by 30.2% determined by or influenced by the culture of work, while the rest of 69, 8%are determined or influenced by other variables not examined in this studyKeywords: Organizational Culture, Productivity
