<![CDATA[Abstract: The issue which are raised in this thesis are the effect of JKA programToword the degree of Acehnese health (maternal mortality number, baby mortality and expected life age ) and effective, the realization efficiency of JKA budget. This study was intended (1) to determine the influence of JKA program to the Acehnese health level (AKI, AKB, UHH). (2) to know the effective and efficience implementasi of JKA budget. The research method is by using panel data analysis. The obtained data in this thesis was a secondary data at the macro level of certain institutions,such as dinas kesehatan Aceh, Bappeda Aceh, Badan Pusat Statistic (BPS) Banda Aceh and PT. Askes (persero) Banda Aceh from 2011-2012.The analysis’s results showed that JKA budget per capita has negative influence to AKI, AKB and contras, it has positive to UHH. More the realization of JKA budget in Aceh province’s regency/city has been effective and effecience. Keyword: Aceh Health Goverment Aid (JKA), Acehnese’s Health Degree Abstrak: Permasalahan yang diangkat dalam Tesis ini adalah pengaruh program JKA terhadap tingkat derajat kesehatan masyarakat Aceh (angka kematian ibu, angka kematian bayi dan umur harapan hidup) dan efektif, efesien realisasi pelaksanaan anggaran JKA. Tujuan utama dari penelitian ini adalah (1) untuk mengetahui pengaruh program JKA terhadap tingkat derajat kesehatan Aceh angka kematian ibu (AKI), angka kematian bayi (AKB), umur harapan hidup (UHH). (2) Untuk mengetahui effektif dan effisen pelaksanaan angaran JKA. Metode penelitian ini menggunakan analisis data panel. Data yang diperoleh dalam penelitian ini adalah data sekunder yang bersifat makro dari lembaga terkait seperti dinas kesehatan tingkat I Propinsi Aceh, Bappeda Aceh, Badan Pusat Statistik (BPS) Banda Aceh dan PT. Askes persero Cabang Banda Aceh dari tahun 2010-2012.Hasil analisis menunjukkan bahwa anggaran JKA perkapita berpengaruh negatif terhadap angka kematian ibu (AKI), angka kematian bayi (AKB) dan berpengaruh positif terhadap umurharapan hidup (UHH).
