Abstract

Untuk Meningkatkan prestasi dan pelayanan pegawai negeri kepada masyarakat sebgai negara abdi masyarakat, amak pegawai negeri wajib dibina. Hal ini bisa menguntungkan bagi negara, masyarakat maupun pegawai negeri itu sendiri. Pembinaan pegawai negeri tidak bisa lepas dari kebutuhan dan hak-hak dasar manusia, karena pegawai negeri itu merupakan sekelompok manusia yang mengabdikan dirinya atau tenaganya kepada negara, oleh karena itu kebuuhan pegawai sebagai manusia. Usaha-usaha untuk pembinaan pegawai yang terkait dengan kebutuhan pegawai ialah ; pemberian gaji yang layak, peningkatan karier, disiplin, hak istirahat, penghargaan, organisasi pegawai, fasilitas kerja, keselamatan, keamanan dan keselamatan kerja, perangsang, rekreasi dan pensiun.

Abstract

Penyelesaian sengketa tidak diselesaikan di pengadilan, tetapi juga dapat diselesaikan melalui pengadilan umum dikenal sebagai penyelesaian sengketa alternatif, salah satunya adalah arbitrase. Hubungan industrial arbitrase untuk menyelesaikan perselisihan kepentingan dan hanya perselisihan antar serikat pekerja atau buruh di satu perusahaan. Undang-Undang Nomor 2 Tahun 2004 tentang Hubungan Industrial, khususnya arbitrase hubungan industrial Indonesia sesuai dengan prinsip lex specialis dan lex generali.The solution of dispute of shouldn’t be resolved in the court, in the court, but also can be resolved through but also can be resolved through the courts of commonly be known as alternative dispute solution, one of which is arbitration. Industrial relations arbitration to resolve disputes only the interest and disputes between union/union workers at one company. Act No. 2 of 2004 about industrial  relations, specifically arrange the particulars of arbitration of industrial relations in Indonesia accord with principle lex specialis derogat lex generali.

Abstract

Pejabat Pembuat Akta Tanah merupakan pejabat umum yang bertugas membantu Kepala Kantor Pertanahan dalam melaksanakan kegiatan tertentu dalam pendaftaran tanah. Pejabat Pembuat Akta Tanah berwenang membuat akta yang berkaitan dengan perbuatan hukum mengenai hak atas tanah dan hak milik atas bantuan rumah susun. Pejabat Pembuat Akta Tanah merupakan pejabat tata usaha negara, namun akta yang dibuatnya bukanlah merupakan keputusan tata usaha negara sehingga tidak menjadi obyek sengketa di Pengadilan Tata Usaha Negara.A land deed officer is a general officer who has function to help the head officer of the land office in the level of municipality, in regard to the registration of the land. The land deed officer has an authority to produce a legal certificate which is related to a legal acts for rights of the land and flats. Also the officer of land deed is the officer of administrative, however the deed or a certificate of the land which is legalized by the land deed officer is not product of administrative. Therefore it cannot be disputed in Administrative Court.
