Abstract

The government made policies to reduce poverty in a variety of programs. The purpose of this study was to determine the various poverty reduction programs in various countries with literature and comparative studies on poverty reduction programs in Indonesia. Program comparison is the impact of KALAHI-CIDDS in the Philippines, TASAF II in Tanzania, Nigeria and the Fadama II PNPM Mandiri and PKH in Indonesia. The results of this study indicate that there are good and bad of the various programs. Almost all programs have an impact on the decline of social capital in the community, the groups that make poor people more exclusive, and the lack of synergy between the program with local government policy.

Abstract

AbstrakRencana tata ruang dan tata wilayah merupakan salah satu dasar dari pengembangan kawasanpada suatu wilayah. Pengembangan wilayah yang tepat sasaran akan mampu meningkatkanpembangunan ekonomi terutama untuk keunggulan masing‐masing daerah dalam membantumeningkatkan pembangunan ekonomi berbasis keunggulan komparatif wilayah. Penelitian iniakan melihat pelaksaaan peraturan daerah rencana tata ruang wilayah terhadap rencanapembangunan daerah terutama untuk sektor pertanian di Kabupaten Tuban dan kesesuaianpola pertanian yang telah dilakukan oleh petani di Kabupaten Tuban. Metodologi yangdigunakan dalam penelitian ini adalah penelitian kepustakaan (library research method) dariperaturan Pemerintah Daerah dan realisasi penggunaan wilayah untuk sektor pertanian. Hasildari penelitian ini menunjukkan terdapat ketidakkesesuaian antara perencanaan pemerintahdaerah dan keunggulan komparatif untuk potensi pertanian yang dimiliki oleh masing‐masingwilayah di Kabupaten Tuban. Adanya perubahan antara Rencana awal tata ruang wilayah yangmemprioritaskan beberapa lokasi untuk perencanaan sektor lain tanpa melihat potensi dasarwilayah tersebut dapat menggangu perkembangan wilayah dan tujuan dari pembangunandaerah tersebut.Kata Kunci : alih guna lahan, keunggulan komparatif, RTRW, Tuban

Abstract

The purpose of this research to looking for handling problems after the implementation of PNPM Mandiri Rural especially for arrears (non performing loan) revolving funds that has become asset the community. For the first time, monitoring and evaluation originally carried out by the external but after the program is will be by the community.This research used methodology qualitative to technique observation, interviews and focuss group discussion (FGD).This result indicates that the development of asset revolving funds activity management units (UPK) is 56 %.Arrears revolving funds accidents was at the beginning of the program because the weak of institutional and monitoring to the beneficiaries.Handling arrears (non performing loan ) should be conducted in a family spirit have not yet decided to the police.This advice especially to the local government is to supervision and strengthening institutional owned by the activity management units (UPK) because revolving funds managed quite large and gave benefits received by the public is also quite a lot Keyword : Activity management units (UPK), arrears, revolving funds
