Abstract

Flood is a condition in which the rain water runoff is not able to be streamed by a river due to water discharge flow exceeds the capacity flow over to to areas that are not as functions. The problem of flooding that occurred in the village of Kendayaan Ngawen Blora caused by Lusi River overflow. At the area meandering river channel (meander) so that when the flood discharge causes overflow and bank scouring. To overcome these problems planned for river shortcut and checkdam. Shortcut serves to divert the flow of water so it does not happen again outburst floods. While checkdam serves to reduce bank scouring due to the speed that is too high after the river shortcut design. The maximum discharge of the river with a certain return period is calculated by using the method of Melchior, FSR Java-Sumatra, Flood Marking and Passing Capacity. Obtained from the calculation of flood discharge plan (Q50) of 622 m3/s. Then proceed calculations using HEC-RAS software to determine the impact of the flood discharge plan to the cross section of the river, so that it can be seen a part of the river that needs to be repaired. Part of the river needs to be fixed is at (STA L.610-L.613) along the ± 810 m. The repair process is done by river shortcut design while maintaining the existing river channel. Flood discharge flow divider discharge shared use of the building to the proportion of 500 m3/s in shortcut and 122 m3/s on existing groove. With the second building above expected flood in the village Kendayaan can be controlled.

Abstract

Semarang especially in coastal area or better known as “Semarang bawah” has experienced land subsidence by 7 cm / year. This makes the ground water level in that area is lower than sea level. The result was a tidal flood happened in Semarang. The government tried to solve this problem by making Polder system. However, the fact is in the rainy season in the coastal areas was still flooding in. In other words, the performance of polder system was not optimal. Some polders that were used to assess the performance of polder in this study have not been able to reduce the impact of flood optimally. Therefore, it needed studies performance of each polder to determine polder ability in overcoming the flood. This study observed 4 polders in Semarang, which are Semarang River Polder, Banger Polder, Tanah Mas Polder and Tawang Polder. This performance is measured by the five critical areas that became reference of Balance Scorecard in assessment, that are Agency Management, Customer Satisfaction, Internal Processes, Finance and Expenditure & Development. The method used is descriptive analysis, quantitative and weighting with AHP (Analytical Hierarchy Process). Balance Scorecard method on a field tested performance different weights on each field performance. The result of different weighting, which is calculated using the AHP is obtained ranks as follows Tanah Mas Polder (370/500), Banger Polder (348/500), Tawang Polder (296/500) dan Semarang River Polder (287/500). The result calculation of polder effectiveness is the polder ability in reducing flood at Polder Banger by 56% and Semarang River Polder by 59%.

Abstract

The flood problem and inundation local often occurring in regions banyumanik, precisely in the intersection of Jalan Durian Raya. A limited drainage channels plus garbage and sedimentation blockage makes the water cannot flow when it rains. This leads to a puddle by the depth of between 10 - 15 cm for 1 - 2 hours. Therefore planning drainage the environmental from can overcome flooding and inundation on jalan durian. In planning, hydrological analysis is performed to seek discharge plan with program HEC-HMS. Acquired discharge flood plan of 39,6 m3/s with repeated periods of 10 years. Then to find out the effectiveness of existing cross section, rivers and drainage channels are modelled with program HEC-RAS. Cross section is planned by condition of steady flow. The result of reckoning using existing programs show a cross section rivers cannot accommodate discharge plan. Similarly with its drainage channels. Treatment done with increased capacity rivers and drainage channels. River cross section in the normalization with three types of cross-section (type I near the lower B = 7 m and H = 3, 5 m, midstream type II B = 6, 5 m and H = 3, 5 m, type III near the upper B = 5 and H = 3, 5 m). While cross section drainages deepened and assembly of a parapet to prevent the overflow.
