Abstract

(Objectives) Kajian ini bertujuan mendeskripsikan bentuk perubahan tujuan organisasi PDDI baik visi, misi, tugas dan fungsi organisasi; serta mengidentifikasi perubahan pada struktur organisasi PDDI termasuk bagan organisasi, tingkat eselonisasi di PDDI dan hirarki dengan LIPI. (Method) Kajian ini menggunakan analisis literatur dan dokumen peraturan kepala mengenai perubahan struktur organisasi LIPI yaitu SK Kepala LIPI NO.1151/M/2001 tanggal 5 Juni 2001, Peraturan Kepala Lembaga Ilmu Pengetahuan Indonesia Nomor 1 Tahun 2014 Tentang Organisasi Dan Tata Kerja Lembaga Ilmu Pengetahuan Indonesia dan  Peraturan Lembaga Ilmu Pengetahuan Indonesia Republik Indonesia Nomor 1 Tahun 2019.  (Findings) Hasil perubahan struktur organisasi menunjukkan bahwa mengarah pada perampingan organisasi, sesuai amanat kementrian PAN RB.Tugas fungsi organisasi mengarah pada perkembangan global, dari pengelolaan informasi dan dokumentasi menjadi pusat repositori sains nasional. Guna mendukung PDDI yang dinamis dan aktif, struktur organisasi dapat ditambah dengan dibentuknya gugus tugas untuk percepatan tujuan organsasi menjadi pusat repositori sains nasional. Selain itu, menggabungkan karakteristik  struktur organisasi jaringan virtual, dan  struktur fungsional atau struktur hybrid juga dapat dilakukan untuk mencapai tujuan organisasi.

Abstract

Corona Virus Disease 2019 (COVID-19) pandemic that hits Indonesia makes leading Indonesian government take policy measures by launching regulations in implementation procedures within government agencies. LIPI issued a circular to promote Increasing Awareness and Prevention of Spreading of COVID-19 Infection within LIPI’s offices environment. The LIPI Scientific Documentation and Data Center (PDDI) received this mandate to carry out and regulate the policy for carrying out official duties at home (WFH). This paper aims to describe the implementation of the policy of carrying out official duties at home (WFH) for librarians in the PDDI LIPI. Implementation of this policy shows that as an implementing institution unit, PDDI follows up on the policy by issuing work from home assignments with provisions that refer to the circular of the head of LIPI. The target group in this policy is librarians in LIPI. This paper applies descriptive writing with quantitative data approach. The results of this study indicate that principally, the objectives of this policy have been achieved. The target group optimally carries out official duties at home. The survei shows that the target group has implemented the policy in accordance with the direction of LIPI Chairman. The communication pattern and interaction between the policy implementer and the elements implementing the policy are relatively good, so that the policy can be implemented as expected. Communication media is very flexible and not rigid, information related to policies, policy changes are conveyed through the WhatsApp group communication channel so that librarians can immediately receive the policy information. In this policy implementation model, the implementing organization minimizes the factors that make this policy not properly implemented, namely by arranging picket schedules, providing official vehicles for those who do not have private vehicles and lending work facilities to be brought home.

Abstract

Introduction. This study demonstrates a bibliometric method for innovation analysis of Disaster Risk Reduction (DRR) in Indonesia. The paper explores the ability of the bibliometric method, particularly co-occurrence analysis in mapping research innovation. In addition, the paper explains advantages and disadvantages of the bibliometric method. Data Collection Method. DRR journal articles published between 2008-2020 were retrieved from the Scopus database using the keyword of “Disaster Risk Reduction” and “Indonesia”. Data Analysis. Co-occurrence analysis, using keywords and authors, was conducted to show the emerging innovation and authors involved in DRR innovations development in Indonesia. Results and Discussion. The results reveal that the number of DRR publications has increased over time, particularly between 2017 and 2020. Fifty innovations were identified with several innovative products became a trend, such as remote sensing, evacuation modelling, and GIS. The most prolific authors were identified with 3-5 articles produced. Conclusion. Bibliometrics is a powerful method for analyzing emerging innovations in DRR field. Although it requires a complete dataset and computational system support, this method enables analyzing big data, identifying the types of innovations and the emerging period, and predicting future innovations.

Abstract

ABSTRACT The transformation of the library into a center of activity has been initiated in several libraries in Indonesia. Abroad, libraries as market places that provide co-working space services have begun to be implemented. This trend is in line with the increasing number of freelancers, the increasing number of business startups that do not need a permanent place to work or are nomadic. The PDDI LIPI Jakarta Library has a great opportunity to become a co-working space. As a form of support for the level of community literacy, co-working space business is not limited to work places and facilities, but is also supported by access to scientific information to support their duties and work. This paper analyzes co-working space business plans and scientific information services in the Jakarta Area library in terms of SWOT analysis, product and competitor advantages, service diversification and market segmentation, marketing plans and budgeting plans. This paper uses a descriptive method in delivering the analysis.
