Abstract

Kota – kota besar di Indonesia kerap menjadi sasaran kemacetan. Masalah tersebut membuat masyarakat engganuntuk menaiki transportasi umum. DISHUB yang berkerjasama dengan DKRTH Kota Surabaya pada 7 April 2018meluncurkan sarana transportasi baru Suroboyo Bus. Alat bayar Suroboyo Bus memberikan kesan unik, karenamenggunakan limbah botol plastik sesuai dengan Perwali Surabaya No. 67 tahun 2018. Pelaksanaan yang telahberjalan ini masih menjadi kontroversi & kekecewaan yang dirasakan masyarakat sebagai objek dari kebijakan.Masyarakat mengeluhkan antara lain jam operasional yang tidak sesuai, keterlambatan jarak kedatangan bus(headway), jumlah penumpang melebihi batas tampung, helper kurang ramah dalam melayani, halte kurang nyaman,& cara pembayaran dirasa kurang fleksibel. Analisis Evaluasi Pelaksanaan Surabaya Bus di Dinas Perhubunganmenggunakan teori evaluasi CIPP yang dikembangkan oleh Stufflebeam, diantaranya yakni evaluasi konteks,masukan, proses dan produk. Jenis penelitian yang digunakan yakni deskriptif dengan pendekatan kualitatif. Subjekpenelitian ini terdiri dari Kepala Unit Suroboyo Bus, Koordinator Badan Pengelolaan Transportasi Umum, CrewSuroboyo Bus, serta penumpang Suroboyo Bus. Teknik pengumpulan data yang digunakan wawancara, observasidan dokumentasi. Teknik analisis data yang dilakukan dengan pegumpulan data, reduksi data dan penarikankesimpulan. Hasil penelitian evaluasi Suroboyo Bus berjalan cukup baik dengan adanya peningkatan jumlahpenumpang setiap tahunnya, meski masih ditemukan beberapa hambatan seperti halte yang belum dilengkapi atappelindung & tempat duduk, kurangnya jumlah bus & belum adanya jalur khusus sehingga headway antar bus cukuppanjang. Saran yang diajukan adalah adanya lajur khusus agar waktu tunggu penumpang akan lebih cepat, laludibangunnya halte yang lebih menunjang agar penumpang nyaman saat menunggu.Kata Kunci: Evaluasi, Suroboyo Bus Major cities in Indonesia are often subjected to congestion. The community complained about the operational hours areinappropriate, the delay of the bus arrival distance (headway), the number of passengers exceeded the Tampunglimit, the helper is less friendly in serving, less convenient stop, & payment method is less flexible. Analysis ofevaluation of the implementation of Surabaya Bus in Dinas Transportation using CIPP evaluation theory developedby Stufflebeam, among which is the evaluation of context, input, process and product. The type of research used isdescriptive with a qualitative approach. The subject of this study consists of the head of Unit Suroboyo Bus,Coordinator of Public Transport Management Board, Crew Suroboyo Bus, as well as passengers of Suroboyo Bus.Data collection techniques used interviews, observations and documentation. Data analysis techniques conductedwith data production, data reduction and withdrawal of conclusions. The results of the evaluation of Suroboyo Busgoes quite well with the increase in the number of passengers each year, although still found some obstacles such asa stop that has not been equipped with a protective roof & seating, lack of the number of buses & there is no specialline so the headway between buses is quite long. The proposed suggestion is that there is a special column so thatthe waiting time for passengers will be faster, then the building of a more supporting stop for passengers to becomfortable.Keywords: evaluation, Suroboyo Bus
