Abstract

Coronavirus Disease 2019 (Covid-19) is a virus that spreads rapidly, including in Pekanbaru City. The initial case of Covid-19 in Pekanbaru City was in March 2020 and there was a very fast case development so that special handling was needed to suppress the spread of Covid-19 carried out by the Pekanbaru City Health Sector. In the implementation of the handling of Covid-19 in Pekanbaru City, the Health Sector followed the scheme of the Decree of the Minister of Health HK.01.07/Menkes/250/2020 concerning the Establishment of Large-Scale Social Restrictions in the Pekanbaru City Area in the Context of Accelerating Handling of the 2019 Corona Virus Disease.The purpose of this study was to determine the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector in 2020 and the inhibiting factors for the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. This research uses qualitative method with descriptive research type. This method aims to get the right picture and explain the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. The results of this study are the Pekanbaru City Government in handling Covid-19 in the Health Sector with various policies and activities or handling efforts that are considered ineffective. Although various efforts have been made, such as Find, Treat and Heal (TOS), implementation of Pre-Large-Scale Social Restrictions (PSBB), Phase I to Phase III Large-Scale Social Restrictions (PSBB). Curative activities, preventive activities and promotive activities carried out by the Health Sector have not been effective as seen by the high number of Covid-19 cases in Pekanbaru City and the lack of facilities and infrastructure available in the Pekanbaru City Health Sector to handle the increasing number of Covid-19 patients.  Keywords: Effectiveness, handling Covid-19

Abstract

The research is motivated by problems related to women's interests which require women's representation in legislative institutions and influence the provisions in Law Number 8 of 2012 concerning the General Election of Members of the DPR, DPD and DPRD related to the 30% quota for women's representation. The formulation of the problem in this research is what is the form of legal guarantee for women's representation in the political realm? Then secondly, what is the level of vote acquisition for PPP female legislative candidates for the 2019-2024 election period in Dumai City? The aim of this research is to see the certainty of legal guarantees for women's representation in the political realm and to see the level of vote acquisition of female PPP party legislative candidates in the 2019-2024 elections in Dumai City. The focus of this research is to examine the results of women's votes in politics, especially in the Dumai City United Development Party (PPP) for the 2019-2024 period. This research is research that uses the library study method, where the data used comes from materials in the form of books, journals and libraries research results from various references. The results of this research show that the vote share of women from the United Development Party (PPP) in Dumai City has decreased quite significantly. The reason is, not a single female legislative candidate has succeeded in occupying a legislative seat as a female representative in the political arena.
