Abstract

The emergence of the phenomenon of political dynasties and cases ofbribery of promotion of job titles caused public trust to the Klaten RegencyGovernment declined. The new Klaten Regent, Sri Mulyani has a big responsibilityin improving governance while at the same time restoring public trust. Regent SriMulyani on the other hand turned out to have ambitions to run again as KlatenRegent in the 2020 elections. The ambition made the trust building effortsundertaken by the Klaten Regency Government prone to political interests.The purpose of this study is to explain the trust building efforts undertakenby the Klaten Regency Government under Sri Mulyani Regent and to analyze theinfluence of Sri Mulyani Regent's political interests ahead of the 2020 elections inthe implementation of trust building efforts. The method used in this study is aqualitative explorative method of primary data in this study obtained directly frominterviews with resource persons, while secondary data is obtained indirectlythrough documents, mass media, social media, and internet. The theoretical basisused is the theory of trust, governance and bureaucratic reform.Based on data from the results of field research, the Klaten RegencyGovernment under the leadership of Sri Mulyani Regent has made variousresponsive efforts in the context of rebuilding public trust (trust building).However, the trust building effort still leaves important records that need to beunderlined. Trust building efforts undertaken by the Klaten Regency Governmenttend to prioritize the political interests of the Regent of Sri Mulyani in the lead-upto the 2020 elections rather than the aspects of bureaucratic reform. The KlatenRegency Government needs to rebalance the implementation of trust buildingefforts by emphasizing more on aspects of bureaucratic reform and setting asidethe incumbent's electoral political interests.Keywords: Public Trust, Trust Building, Bureaucratic Reforms, Political Interest

Abstract

Community development is no longer just the responsibility of the government. A third party, namely the company, is also responsible for the development and improvement of people's welfare. The Ministry of BUMN participated in improving the community's economy by sparking the development of the Balkondes (Village Economic Center) in Borobudur, Magelang. Certainly not alone, but inviting 20 SOEs as sponsors and forming a Co-BUMN that works directly to accelerate the success of the program, together with the community that is the program's target.Qualitative research method use in this research. Primary data sources were obtained through interviewees. While secondary data comes from documents, articles, and other sources related to research. While the analysis technique used in this study is a qualitative analysis to analyze data in the form of description, drawing, and drawing conclusions from the object under study. The object of research is the community as the manager of Balkondes, the Village Government, and the relevant SOEs. The results showed that the relations between actors formed were inseparable from the ups and downs of collaborative and conflictual relations. There have always been pros and cons that have arisen since the inception of the Balkondes program. However, there is a desire of the community to improve the economic level and the persistence of PT. Manajemen CBT Nusantara as a Co-BUMN is able to reduce small conflicts that have arisen. The emergence ofself-sufficient rural communities is a long-term shared goal of the Balkondes program.Keywords: Stakeholder Analysis, Relations Between Actors, Community Empowerment.

Abstract

The issues of palace politics emerge along with the candidacy of Sri Hartini – Sri Mulyani as a candidate for Regent and a candidate for Vice Regent of Klaten Regency. The candidate candidacy is associated with the palace politics because the figures have a marriage bond with the previous ruler. The implementation of the election regency of Klaten was won by Sri Hartini-Sri Mulyani’s partner with the acquisition of 321.593 votes or 54.39% of the valid ballots. There are figures that influence the palace politics in the election that is Sunarna as the Chairman of PDIP DPC Klaten Regency and the local ruler. The winner of the palace politics is closely linked to the political culture of neo-patrimonialism involving the patron-client relationship and governmental authority.The purpose of this study is to analyze how the palace politics work in winning candidate pairs in the election regency. The palace politics in winning a candidate cannot be separated from the candidate’s figuration, the strength of the political party, and the relationship of palace politics with neo-patrimonialism culture. The method of the study is the qualitative explorative, in which the primary data from this study is obtained directly from interviewing activity with the resource while the secondary data is obtained indirectly through documents, mass media, internet, and other literary studies. Furthermore, the writer examines the data with the data obtained to draw the conclusion and verification of the data. Thus, it produces the descriptive data, which is to describe the results of the analysis of how the palace politics work in the election regency.Keywords: Election of Regent, Local Democracy, Palace Politics, Neo-Patrimonialism.
