Abstract

According to Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District is an effort by the government to overcome HIV and AIDS disease in Kebumen Disrict. Kebumen District has a high number of cases found and has an increasing trend every year. The purpose of this study is to describe how the implementation of Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District and to find out the factors driving and inhibiting Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District. This research uses descriptive qualitative research method. Data collection was done by interview, observation and literature study. The informants in this study were the staff of the Kebumen District AIDS Commission, the Kebumen District Health Office staff, members of the Peer Support Group and the community. The results show that the implementation of the law has not been successful because it is ineffective in solving HIV / AIDS related problems. In this study also found the driving factors of the implementation of local regulations are resources, disposition and bureaucratic structure, while the inhibiting factors is communication. Recommendations that can be given are the selection of appropriate communication methods, conducting regular socialization activities, providing training to cadres in the field and increasing community participation.

Abstract

Billboard tax is a tax on billboards. Billboards are objects, tools, deeds, or media whose various forms and features are designed for the purpose of commercially introducing, encouraging, promoting, or to draw public attention to goods, services, people, or bodies, which can be seen, read, heard, felt, felt, and / or enjoyed by the public. This study aims to evaluate the impact of advertisement tax on local revenue and to analyze the obstacles faced by related agencies in carrying out advertisement tax collection. This study uses descriptive qualitative research methods conducted through interviews with several informants selected using purposive sampling techniques. The results showed that the impact of advertisement tax on local revenue in the district of Demak was not optimally influenced by the lack of socialization that covered all taxpayers, causing the discovery of illegal billboards both those that had not taken care of licensing or had not paid taxes. That is because there are obstacles, namely the lack of communication between agencies related to taxpayers and the unavailability of staff / employees who specifically manage advertisement tax. The recommended recommendation is to increase the socialization that has been done so far and cover all taxpayers and increase the number of staff in managing advertisement tax in according to his ability.

Abstract

The focus of this study is about the implementation of Ministerial Regulations Of Educationand Culture Number 5 Year 2012 About Certification For Teacher In Position At Semarang 5th State Senior High School and about restricting factors. This research using theory from George Edward III with qualitative approach. Data were obtained from respondent and document. Coleccting data techniques were interview, dan documentation. Informant selecting uses purposive and snowball sampling. The research shows that Implementation of Ministerial Regulations Of Educationand Culture Number 5 Year 2012 About Certification For Teacher In Position At Semarang 5th State Senior High School already implemented according to the rules. Certification implementing by portofolio pattern, education and professional practice of teachers, and certification directly. In this study also found supporting and restricting factors. Restricting factor is information that not clear and inconsistent while supporting factors i.e. resources, dispotition, and bureaucratic structure, while. Recommendations that can be given is the education office provides clear information during the socialization and to motivate teacher to take certification, to minimize information inconsistency.

Abstract

Tax policy implementation of the groundwater in the city of Semarang is fully set forth in the applicable local number 8 Year 2011 Tax On groundwater. The authorized agency in terms of management of this groundwater is tax Agency income area of Semarang (Bapenda). The inception of local regulations that govern the tax on groundwater is one of the efforts to maintain the sustainability and curbing the use of groundwater, in order to be used on an ongoing basis and perform tax as a source of income the State useful for development. This research aims to describe how the implementation of the regional city of Semarang number 8 Year 2011 Tax of Groundwater in particular of article 5 paragraph 5 as well as know the factor endowments and the regulatory barrier to the area. Type of this research is descriptive research with qualitative approach method. The results showed in the implementation regulations of the area found that the content of the regulation area is seen from the base of the imposition and tax rates, the procedures for voting, the voting, and tax calculations, procedures, assignment of payment billing, tax, objection or appeal, as well as administrative sanctions have not been effective. In this study also found supporters and restricting factors i.e. standard regional income agency city of Semarang, resources, implementing agent character, communication between environmental organizations, and economic, social, political. Recommendations that can be given is the increased intensity of the socialization of local regulations, strengthening coordination between the implementing parties, increased human resources, cooperation with other parties to support the implementation of local regulations such.

Abstract

Based on the Regulation of the Minister of Domestic Affairs Number 37 of 2007, the source of village finances from the Village Fund Allocation (ADD) is used to finance the empowerment of the community by 70% of the total acceptance of ADD in each village. Desa Pagersari is a village that has not reached the limit of using ADD to finance community empowerment by 70% and community empowerment programs that do not yet meet community needs. The purpose of this study is to analyze the use of ADD to community empowerment program based on Semarang Regions No. 1 of 2016 and to know the obstacles of ADD use in the community empowerment program of Pagersari village. This type of research is descriptive research using a qualitative approach. The results of the study showed that in analyzing the use of ADD towards community empowerment programs, it was still not right from the aspect of the principle of ADD management, namely transparency and participatory; ADD compatibility which is an integral part of the Village Revenue and Expenditure Budget from planning, implementation to accountability; The use of ADD is 70% for community empowerment spending. Factors inhibiting the use of ADD to the community empowerment program that is the compliance factor of the applicant on the applicable provisions; people who are still passive. Recommendations given the need for communication between policy implementers and the community in meeting the needs of the community, it is necessary to do commitment education for policy implementers in order to maximize their duties, need to adjust the target of the empowerment program and the nature of program sustainability.

Abstract

Kota Semarang merupakan ibukota Provinsi Jawa Tengah yang memiliki sejumlah besar pedagang kaki lima. Wilayah Penelitian ini adalah tentang PKL di Tlogosari Semarang yang berada di bantaran sungai Jembatan 1 dan 2. PKL mengambil badan jalan sehingga menyebabkan kemacetan, serta mempengaruhi pula kebersihan dan nilai estetika sekitar kawasan Tlogosari. PKL di jembatan 1 dan 2 ini juga dapat dikatakan illegal karena mereka tidak mendapatkan perijinan dari pihak Kelurahan Tlogosari. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data menggabungkan antara wawancara, observasi, dokumentasi dan studi pustaka. Penelitian ini menggambarkan bagaimana Peraturan Daerah No. 11 Tahun 2000 Tentang Pengaturan dan Pembinaan Pedagang Kaki Lima di Kawasan Tlogosari Semarang. Pemerintah Kota Semarang menyediakan lahan baru di Pasar Suryokusumo yang telah diresmikan bulan Maret 2016 untuk mengatasi PKL liar di Jembatan 1 dan 2 Tlogosari, dikatakan belum tepat sasaran mengingat PKL malah justru kembali menempati Jembatan 1 dan 2. Selain itu, PKL di Tlogosari kurang mengetahui detailnya isi dari Perda No 11 Tahun 2000 tentang Pengaturan dan Pembinaan PKL, sehingga tidak heran jika para PKL masih melanggar peraturan yang sudah ada. Diharapkan Pemerintah Kota Semarang segera menangani masalah pengaturan dan pembinaan PKL di Tlogosari agar tidak semakin meluas.

Abstract

The stunting rate in Blora Regency is one of the relatively high because it has passed the maximum limit set by WHO, which is 20%, therefore several efforts have been made to overcome this problem by implementing a nutrition-sensitive interventions policy to decreased stunting. The purpose of this research is to describe how the implementation of nutrition-sensitive interventions policy for decreasing stunting in Blora Regency and to identify inhibiting factors of the policy implementation. This research uses a qualitative method with a descriptive approach. The results showed that not all of the implementation of the nutrition-sensitive interventions decreased stunting in Blora Regency has run optimally. It can be seen from programs that include, 1) increasing drinking water supply and sanitation; 2) increasing access and quality of nutrition and health services; 3) increasing awareness, commitment, parenting practices, and nutrition for mothers and children; 4) increasing access to nutritious food. In every effort to increase, there are programs that have not been able to have a maximium impacton reducing stunting. This is because there are a lack of human resources and budgets, the dissemination of information has not maximized, lack of society support and awareness, as well as invalid data. Suggestions that can be given are allocation of village funds for community nutrition development, strengthening the role of cadres in disseminating information and public nutrition detection, and providing marriage preparation courses by providing related to household life, especially health and nutrition issues so one day they will not give birth to stunting children.

Abstract

Management of Dengue Hemorrhagic Fever (DHF) is a prevention and mitigation activities to break the chain of infection dengue disease in a way to combat mosquitoes and mosquito larvae of Aedes aegypti and Aedesalbopictus. Dengue is one of endemic disease in Semarang City. District Tembalang, which is one of district in Semarang City, has the highest number of patients with dengue fever within the last five years. Seeing this, Semarang City Government published Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management. This study is aimed to describe how the implementation of Perda No. 5 tahun 2010 about Management of Dengue Hemorrhagic Fever (DHF) Management in district Tembalang and to identify supporting factors and resisting factors of Implementation Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management in District Tembalang. This research is a descriptive study using a qualitative approach. The result shows there are phenomenon that considered not good enough such as accuracy of the policy, accuracy of the implementer, accuracy in targeting, precision and accuracy of the process environment. In this study also found that supporting factors of the regulation implementation is bureaucratic structure, whereas the resisting factors founded in the communication factor, resources and disposition. Recommendations can be given by researcher are to increase the intensity of regulation socialization, community empowerment, strengthen of coordination between the implementers, enhance human resources quantity, cooperate with other implementers such as private implementers in order to support the lack of budget.
