Abstract

Clientelism is a renewal of the patronage concept, usually referred to as patron-client in some scientific literature. Research about patron-client in the context of domestic politics, specifically in regional elections, is rarely conducted. Previous studies have mostly examined national-level elections, namely president and legislative. Therefore, this research has tried to answer the question on how the clientelism process worked during the Mayor’s Election in Bandar Lampung in 2015, particularly for candidate pair of Herman HN and M. Yusuf Kohar. This research was conducted in Bandar Lampung city from September 2016 to January 2017 as a part of the authors’ dissertation. It employs qualitative method using in-depth interview method on respondents who are related to research objects. The informants consisted of political practitioners, members of campaign teams, and academicians. The findings showed that clientelism among voters occurred during mayor election in Bandar Lampung 2015. There is a mutualism symbiosis between the incumbent candidate (Herman HN) and the voters in Mayor Election of Bandar Lampung in 2015. The voters’ votes can be influenced using the imagery portrayed by the candidates, particularly Herman HN. They can also be influenced by distributive politics or by giving what the voters’ needs through infrastructure politics (such as the construction of roads and bridges), free education, free health care, and social/religion aids. The candidate pair who won the election had different campaign teams.

Abstract

United Nations has been changed Millennium Development Goals (MDGs) into Sustainable Development Goals (SDGs). This change has been strengthening human development as one of SDGs pillar beside economic development, ecology development, and institutional development. One of the global instruments to explain human development is the Human Development Index (HDI). Today, one of academic debate surrounding the HDI is what is the determinant of HDI. Based on secondary data in Central Lampung District, Lampung Province, Indonesia, this paper attempt to examine the relationship between independent variables (RLS, HLS, AHH, and PKP) and IPM as the dependent variable. The result shows that RLS, HLS, AHH, and PKP have a positive relationship with IPM. However, each variable has a different effect on IPM. We find that RLS and HLS is the most significant contributor for the IPM. We discuss the theoretical and practical implication this finding in the context of Lampung Province and Central Lampung District.

Abstract

This study examines the implementation of Indonesia’s digital education policy through the e-Rapor system in a rural public high school, SMAN 1 Abung Tinggi, using a qualitative descriptive case study approach. Drawing on in-depth interviews, non-participant observations, and document analysis, the research analyzes e-Rapor as a socio-technical instrument embedded in organizational routines rather than as a standalone technological application. The findings show that e-Rapor improves administrative efficiency, data integration, and reporting accountability, while simultaneously reshaping assessment practices, professional roles, and internal coordination mechanisms. Implementation outcomes are strongly mediated by human resource capacity, leadership practices, infrastructural constraints, and informal adaptive arrangements developed at the school level. Digital literacy gaps and unstable connectivity remain persistent challenges, yet peer collaboration and managerial support enable functional policy adaptation. The study demonstrates that digital policy effectiveness in rural contexts emerges from institutional mediation and organizational learning, not from technological deployment alone. Theoretically, the research contributes to policy implementation and digital governance by highlighting adaptive compliance, while methodologically it demonstrates qualitative inquiry for capturing contextualized dynamics.
