Abstract

The present study analyzes the suboptimal implementation of the Integrated Occupational Health Effort Post (Pos UKK) Policy in Fishermen’s Group in Lumajang Regency. The purpose of the study was to analyze the health policy in the form of Regent Regulation no. 18 of 2018 on Integrated Occupational Health Effort Post. This study applied qualitative approach with case study design. The data were collected through in-depth interview with the actor of the policy, triangulated with field observation and documentation. The present study employed Delphi method, it was aimed at formulating, prioritizing, and designing resolution strategy of policy problems. The result of the analysis found four variables affecting performance and impact of the decentralized policy. Study on these four variables was useful for understanding the suboptimal implementation of integrated pos UKK policy in fishermen’s group. Keywords: policy analysis; Occupational Health Effort (UKK) Post; Delphi method

Abstract

Currently, the turbine oil cooling regulator systems at Banten 3 Lontar power plant are still manually operated. Historically there have been failures due to negligence caused by manual operation pattern. In addition, several published researched in a similar case for temperature control are usually using proportional integral (PI) control system. In this paper, automatic operating system with PI controller is designed to facilitate easy operation and to maintain reliability of the unit. The method that used to determine PI constant is to find the transfer function plant and simulate it with Matlab, then analyze the data and provide recommendations for research with the results that it can be applied in the power plant unit. The simulation results are in accordance with the design goals where the response time gives a quick response of 1 second, the overshoot error is minimum and set points equal to steady state. The design of the control system is simulated by being given disturbance from the external because all systems in the power plant unit are susceptible to disturbance. At the first disturbance, the temperature overshoot is up to 26.5 °C and stabilized after 8 seconds. Whereas the second disturbance, the temperature overshoot is up to 43 °C and stabilized after 11 seconds. Both have 1 second response time. Temperature changes that occur with a set point that has been determined in the first and second disturbances are +1.5 °C and +1 °C. Keduanya memiliki time response selama 1 detik.

Abstract

This study discusses the implementation of multimodal transportation policies in Papua, as an effort to address the high cost of goods in the region with the aim of reducing logistics costs and accelerating economic growth. Shipping rates in Indonesia remain an unresolved issue, especially in the Papua region, classified as a 3T area (lagging, frontier, and outer), leading to high commodity prices. The research employs bibliometric analysis using the Scopus database as its data source. Out of a total of 5,930 articles found, a filtering process considering location, keywords, and a time range from 2009 to 2023 was conducted. As a result, 200 relevant articles were identified for analysis, and from this pool, 15 articles most aligned with relevant keywords were selected as the primary references for this study. The research findings indicate that the implementation of multimodal transportation policies in Papua has successfully reduced price disparities and improved accessibility to mountainous regions. However, challenges persist in the development of multimodal transportation in 3T areas, prompting recommendations for policies such as collaboration and logistics integration across modes, seaplane transportation, and mountain flying training to optimize logistics delivery in mountainous areas. Additionally, the use of unmanned aerial vehicles (drones) for more efficient logistics delivery is suggested. Furthermore, future research should focus on various aspects of multimodal transportation, including ride-sharing, mobility as a service, railway transportation, traffic congestion, land use, climate change, greenhouse gas emissions, traffic control, transportation costs, safety, travel time, social welfare, and expenses. This study provides insights into the positive impact of multimodal transportation policies in Papua and offers guidance for future development to address the issue of high commodity prices in 3T regions.
