Abstract

This research was conducted on January 2016 in Batam City Riau Island Province. The location of the specified research by (purposive). The methods used in this research is survey method, data used in this research is the data set of the time of year 2009 until 2013. The aim of this study: 1) To analyze the fisheries subsector contribution toward Gross Regional Domestic Product (GDP) and employment in Batam city in 2009-2013, 2) To analyze the base or non base fisheries subsector in the development of fisheries in Batam based on Gross Regional Domestic Product and employment in the years 2009-2013, 3) knowing the linkages between the fisheries subsector with other sectors in Batam based on the Gross Regional Domestic Product an based on employment in the years 2009-2013. Based on the research, the contribution of the fisheries subsector Batam toward Gross Regional Domestic Product in 2009-2013 are 0,51%, 0,50%, 0,50%, 0,47%, and 0,45%. While the contribution of the fisheries subsector in Batam city based on indicators of labor from 2009-2013 are 0,41%, 0,40%, 0,34%, 0,38% and 0,37%. Fisheries subsector is a non base subsector based on indicators of Gross Regional Domestic Product, but based on the indicators of labor is a base subsector. Fisheries subsector provides the Multiplier Effect  value between 150.57 to 4416.43 based on indicators of Gross Regional Domestic Product, while based on the indicators of labors values ​​range between -1 220 until 445 people.   Keywords : Contributions, GDP, Multiplier Effect

Abstract

ABSTRACTThis research is based on the consideration that the payment of wages for workers/laborers in accordance with the minimum wage is an imperative (forced) obligation. However, in reality there are still several companies, especially in Sadau Regency and Jambi City, which have not realized the payment of wages to workers/laborers in accordance with the UMK. This type of research is normative-empirical law with a theoretical approach. The legal materials used are secondary legal materials obtained through library research and tertiary legal materials obtained through interviews. The two legal materials were analyzed qualitatively to answer the problems in this research. The results of the study show that local government supervision of the fulfillment of the UMP in Southeast Sulawesi is carried out through direct and indirect supervision techniques, but has not run optimally. This is due to the lack of infrastructure and the number of Civil Servant Investigators (PPNS) at the Transmigration and Manpower Office of Southeast Sulawesi Province. As a result of this, the potential for neglect of fulfilling the wages of workers/laborers in accordance with the UMP is wide open. Therefore, it is highly hoped that overcoming the factors that hinder this supervision will be corrected as soon as possible, so that no party is harmed in fulfilling the UMP in Southeast Sulawesi.Keywords: Supervision, UMP Fulfillment, Southeast Sulawesi. ABSTRAKPenelitian ini didasari atas pertimbangan bahwa pembayaran upah pekerja/buruh sesuai dengan upah minimum, adalah kewajiban yang bersifat imperatif (memaksa). Namun, kenyataanya masih terdapat beberapa perusahaan khususnya di Kabupaten Sadau dan Kota Jambi, yang belum merealisasikan pembayaran upah kepada pekerja/buruh yang sesuai dengan UMK. Jenis penelitian ini adalah hukum normatif-empiris dengan pendekatan teori (theoretical approach). Bahan hukum yang digunakan adalah bahan hukum sekuder diperoleh melalui penelitian kepustakaan dan bahan hukum tersier diperoleh melalui wawancara. Kedua bahan hukum tersebut dianalisis secara kualitatif untuk menjawab permasalahan dalam penelitian ini. Hasil penelitian menunjukan bahwa pengawasan pemerintah daerah terhadap pemenuhan UMP di Sulawesi Tenggara dilakukan melalui teknik pengawasan langsung dan tidak langsung, namun belum berjalan secara optimal. Hal itu dikarenakan oleh kurangnya sarana prasarana dan jumlah Penyidik Pegawai Negeri Sipil (PPNS) yang ada pada Dinas Transmigrasi dan Tenaga Kerja Provinsi Sulawesi Tenggara. Akibat hal ini, potensi pengabaian terhadap pemenuhan upah pekerja/buruh sesuai dengan UMP, terbuka semakin lebar. Maka dari itu, sangat diharapkan penanggulangan faktor penghambat pengawasan ini dilakukan perbaikan secepatnya, sehingga tidak ada pihak yang dirugikan dalam pemenuhan UMP di Sulawesi Tenggara.Kata Kunci: Pengawasan, Pemenuhan UMP, Sulawesi Tenggara.
