Abstract

Abstract: This study aims to get a picture of participation in the implementation of development in Tonasa village the district of Tombolo Pao, Gowa Town. and the factors that influence society participation in development in the Village District Tonasa Tombolo Pao Gowa. This type of research is used is descriptive. Basis of the study is a survey method.The results of this study indicate that the participation of society in the construction of the Village, among others participation in the form of ideas or thoughts, participation in the form of power, participation in the form of money or material, and participation in evaluating development results.Keywords: democratization, participation, developmentAbstrak: Penelitian ini bertujuan Untuk memperoleh gambaran tentang demokratisasi dengan ditinjau dari partisipasi masyarakat Dalam pelaksanaan pembangunan di desa Tonasa kecamatan Tombolo Pao Kabupaten Gowa. dan faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pembangunan di Desa Tonasa Kecamatan Tombolo Pao Kabupaten Gowa. Tipe penelitian yang dipergunakan adalah deskriptif. Dasar penelitian yang digunakan adalah metode survey.Hasil penelitian ini menunjukkan bahwa partisipasi masyarakat dalam pembangunan desa dipengaruhi oleh partisipasi dalam bentuk ide atau pikiran, partisipasi dalam bentuk tenaga, partisipasi dalam bentuk uang atau materi, dan partisipasi dalam  mengevaluasi hasil pembangunan.Kata kunci: demokratisasi, partisipasi, pembangunan

Abstract

One source of Original Local Government (village) Revenue (PADes) that can be managed by the village government is by establishing a village owned enterprises (BUM Desa), which is a village economic institution / body formed and owned by the village government and the community, managed economically independently and professionally.The objectives of this study are: (1) To analyze the factors that play a potential role for BUM Desa in Kabupaten Gowa. (2) To analyze the steps taken by the Regional Government of Gowa Regency in realizing the establishment of BUM Desa. The type of research that will be used is descriptive research type which is a type of research that aims to provide a systematic, factual and accurate description of the data available in the field about the role of Village-Owned Enterprises (BUM Desa) in Gowa Regency. The results of the study are as follows: (a) For the Establishment, the Government of Gowa Regency has made efforts to establish Village Owned Enterprises (BUMDes) in all villages within the scope of Gowa Regency. (b) in supporting the running of the organization, the Government of Gowa Regency has established a Regional Regulation as a guideline for the implementation of village-Owned Enterprises, namely Regency Regulation Gowa No. 7 of 2015 concerning Procedures for Forming and Managing Village-Owned Enterprises. Abstract

The notion of radicalism is still considered a serious threat to the survival of the nation and state. radicalism in Indonesia has started to increase since the last 10 years. The last ten years have confirmed that radicalism has not only appeared in government institutions, but also in community institutions, including in the field of education. During the last 10 years, the alarm for a radicalism movement in Indonesia has actually sounded. This program has been carried out on July 25-26 2021. The form of activity is in the form of outdoor and indoor activities with the camp or camp method. In addition to training independence, the choice of the camp method will also be more effective because the training participants will be maximized at the activity location and participants can experience an increase in understanding. The activity will be carried out for 3 days with training methods using a system of lecture methods, simulations, case studies, brainstorming, games, discussions and watching short films. Outcome The target for this long-term service is the birth of anti-radicalism cadres who have the awareness, soul and spirit to defend the country and are able to prevent radicalism among youth. For the Academic Targets planned for this service, it is used as a reference in making national journals/proceedings and international journals, especially relating to the attitude of love for the homeland and publications in the mass media.

Abstract

Elections are also the will of the people or the desire of the people so that there is a change in the process of selecting leaders through elections with a better and open system both in the presidential and regional head elections. In every election, there will be novice voters who are taking part in the election for the first time or have their right to vote to participate in the implementation of elections, be it presidential elections or regional head elections. The target for this long-term service is the realization of democratic and political education so that political awareness is awakened and they have adequate knowledge so that they can think rationally in making decisions and using political rights consciously and rationally. This Service Program will have been carried out on October 1, 2021 in the form of indoor activities with the Socialization method. the socialization method provided is using a system of lecture methods, simulations, case studies, brainstorming, games, discussions and watching short films. The materials provided are as follows: (a) Democracy and challenges in the Millennial Era, (b) Development of Government Politics in Indonesia, (c) Elections, (d) Politics as a form of love for the homeland and (e) Follow-up plans.

Abstract

The increase in vulnerabilities and violations demonstrates a concerning state of implementation in Indonesia, particularly in the public sector. The government has made numerous efforts, one of which is the implementation of e-Government through the Whistleblowing System (WBS). As a result, the goal of this research was to determine how the implementation of e-Government through WBS in supervising government administration in Bulukumba Regency. Therefore, the research method is qualitative research in order to reveal the data descriptively. According to the findings, the implementation of e-Government through WBS in Bulukumba Regency was not done optimally. This can be overcome by taking into account several factors that determine the success of e-government implementation, such as support, capacity, and value, in order to achieve optimal e-Government implementation.

Abstract

The implementation of information technology-based governance (e-government) is increasingly being encouraged and developed by local governments, but there are always problems that occur. The same thing happened in the implementation of e-government in Gowa Regency. The purpose of this study was to determine the implementation of e-government and the factors that influence the implementation of e-government in Gowa Regency. This research is a qualitative research with data collection techniques through interviews, observation, documentation, and literature study. The results of the study indicate that the implementation of e-government in Gowa Regency has not been effective enough, although in terms of input there has been a legal umbrella in the form of Gowa Regent Regulation Number 37 of 2017 and in terms of production there are facilities for making websites and applications at the Office of Communication, Information, Statistics, and Gowa Regency coding, but in terms of output, it turns out that most of the Regional Government Work Units (SKPD) in Gowa Regency do not have websites or supporting applications in the implementation of e-government. So far, only 13 of the 36 SKPD have websites. The factors that influence the implementation of e-government in Gowa Regency, namely the lack of coordination between SKPD in Gowa Regency, the geographical condition of Gowa Regency which is mostly highlands resulting in uneven internet network accessibility, lack of human resources (SDM) capabilities, facilities and infrastructure have not been developed. qualified, and the availability of the budget is not sufficient.

Abstract

This research aims at how cooperation occurs in establishing international collaboration between the Provincial Government of South Sulawesi and Ehime Prefecture with areas of cooperation stated in the Memorandum of Understanding (MoU). This study used a qualitative descriptive approach with data obtained through library research, interviews, observations, and documentation, and eight informants were determined by purposive sampling. This study uses Dunn's (2004) theory; several things are needed, namely Problem Formulation, Forecasting, Recommendations, Observations, and Assessments, which are used to analyze the formation of Sister Province International Cooperation, South Sulawesi Provincial Government, and Ehime Prefecture, Japan. The results of this study indicate that so far, the coordination carried out with the Ministry of Home Affairs and Foreign Affairs is a flow that is by Government Regulation Number 28 of 2018. In establishing and implementing international cooperation with the South Sulawesi Provincial Government and Ehime Prefecture, there are several problems, including internal factors such as a change in the throne of leadership and miscommunication between the South Sulawesi Provincial Government and the agencies. Another problem is external factors, namely the Covid-19 pandemic and communication between the Provincial Government of South Sulawesi and Ehime Prefecture, which is not running smoothly, so this cooperation has not yet worked. In international cooperation, involving other parties who can make the collaboration successful is necessary.

Abstract

The implementation of the National Health Insurance (JKN) program is aimed at realizing the SDGs (Sustainable Development Goals), namely achieving UHC (Universal Health Coverage) commitments in Indonesia. However, until now there are still many residents, especially in Bulukumba Regency, who are not registered for JKN membership. In fact, JKN participation greatly helps the accessibility of health services and overcomes obstacles to medical expenses, especially for low-income people. Therefore, the purpose of this study is to identify the factors causing the low JKN membership and formulate efforts to increase JKN participation in Bulukumba Regency. This research method is a qualitative research with the determination of informants using purposive techniques. This research was conducted in Bulukumba Regency in June 2021. Data collection techniques were carried out through interviews, observations, documentation, and literature studies, then the data were analyzed using fishbone diagrams. The results showed that the factors causing the low JKN participation in Bulukumba Regency, namely low education level, the majority work as farmers, do not know the JKN registration process, do not understand the health insurance system, lack of socialization, the formation of a stigma regarding differences in health services between JKN participants and patients. general, apathetic family heads, the data bank in the Integrated Social Welfare Data (DTKS) has no updates, there is no synchronization of data for the poor, and there is a quota system for the JKN PBI APBD. Based on this, it can be concluded that the cause of the low JKN participation in Bulukumba Regency arises from problems from the community and the government. Therefore, it is necessary to update the data at DTKS regularly and provide education and socialization to the public regarding the health insurance system and JKN program, then form an Independent Institution to foster community enthusiasm to register as JKN participants.
