<![CDATA[Abstract: Analysis of Public Welfare after Local Government Proliferation. Since the enactment of Law 22 of 1999 on Regional Government, demand of local government proliferation increasing rapidly. Bandung Barat Regency is one of New Local Government with the worst welfare among other New Local Government in Jawa Barat Province. This study analyzes the Public Welfare after Local Government Proliferation and the factors that influence it. This research use qualitative exploratory method. The results of this study concluded that welfare of the people in Bandung Barat Regency after local government proliferation is showing good progress although in the early years has decreased and the Human Development Index disparity in each other District is still high. Factors that affecting its phenomenon is : (1) public health services are difficult to access by people who live far away from the Capital District, (2) Bandung Barat Regency suffered a shortage of theachers and lack of school number, (3) condition of infrastructure, especially roads in the south of Bandung Barat Regency is still bad, (4)Â many local revenue potency that have not been fully utilized, (5) in the early years of Local Government proliferation, Bandung Barat Regency has the burden of large poor people. (6) Use of the development budget is still has not complied with ideal criteria. Sejak disahkannya UU Nomor 22 Tahun 1999 tentang Pemerintahan Daerah, tuntutan pemekaran daerah meningkat pesat. Kabupaten Bandung Barat merupakan salah satu Kabupaten baru dengan kesejahteraan terburuk di antara Daerah Otonom Baru lain di Provinsi Jawa Barat. Penelitian ini menganalisis kesejahteraan masyarakat pasca pemekaran daerah dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan metode kualitatif eksploratif. Hasil penelitian ini menyimpulkan bahwa kesejahteraan masyarakat di Kabupaten Bandung Barat setelah pemekaran daerah menunjukkan kemajuan yang baik meskipun pada masa awal mengalami penurunan. Di sisi lain, disparitas Indeks Pembangunan Manusia antar Kecamatan masih tinggi. Faktor-faktor yang mempengaruhi fenomena ini adalah : (1) layanan kesehatan masih sulit diakses oleh penduduk yang tinggal jauh dari Ibukota Kabupaten, (2) Kabupaten Bandung Barat mengalami kekurangan guru dan sekolah, (3) kondisi infrastruktur terutama jalan di Kabupaten Bandung Barat bagian selatan masih buruk, (4) banyak potensi PAD yang belum dimanfaatkan sepenuhnya, (5) pada tahun-tahun awal pemekaran Daerah, Kabupaten Bandung Barat memiliki beban masyarakat miskin yang besar, (6) penggunaan anggaran pembangunan masih belum memenuhi kriteria ideal.
