Abstract

Abstract

The controversy among Islamic economists concerning investment decision criteria Jhr the project evaluation principally centers around the issue of discounting factor. This closely associates with the interest that Islam prohibits. Various papers have been published, either due to publication in journals or seminars and symposia, providing sophisticated analysis for seeking any solution to the problem. Unfortunately, this issue has remained unsettled, rather seemingly become more complicated. This paper attempts to analyze the issue from the fundamental ideas of criteria determination. Generally speaking, a project is undertaken after the evaluation of its Feasibility. Neoclassical economics has developed the standard of valuation from the point of view of profitability. This lies on the concept of inter-temporal choices and therefore time preference consumption on the one hand, with Fisherian approach that makes the indifference curves interplay with its constraint, production possibility, and individual’s income. This process is simultaneously determined by the rate of interest. The problem is of dealing with this established concept by eliminating its fundamental instrument, interest rate. Keynesian analysis comes up in the discussion to consider an extension to such an approach in dealing with macro concept of investment decision criteria. However the road towards superiority of Islam is not supposed to be merely in its ethical precept, but also theoretically and empirically verified. This effort with its limitations provides the answer.

Abstract

The main idea about preference and utility in Islamic perspective is to describe consumer behavior in accordance with the concept of maslahah. This essay tries to replicate the concept of maslahah by dividing into good deeds (G) and bad deeds (B) with certain limits of ability (A). The Hicksian and Marshallian demand function is used to recover the problem by taking the comparison of Islamic banking objects between Indonesia and Malaysia. This paper uses several selected variables to measure the function of Masahah (M) as well as the ability (A). Empirically, the variables used to measure the function of Masahah are savings, financing, and yield rate. In addition, the Cobb-Douglas (CD) utility function is used to describe the maslahah model. The study results show that Indonesia has a bigger problem compared to Malaysia based on its Shariah banking practices. However, more business has to be done by the Sharia Bank in Indonesia to maintain the maslahah level than in Malaysia because maslahah is seen as a manifestation of good effort (Eg).

Abstract

Controversy over some issues in Islamic economics of project evaluation centers basically around the role of interest as a determining-basis for discount rates, because of the interest prohibition in Islam. Apart from the question of the discount rates, the issue of incorporating social costs and benefits into any scheme of evaluation becomes especially important in the Islamic perspective. This paper reviews 30 books and selected papers on the relevant subject, and establishes three main findings. First, unlike mainstream position that relies on Fisher’s work, Islamic economics conceives time preference as not a mere consumption phenomenon, but rather of production. This finding perceives this mainstream concept as the “fallacy” of Fisherian approach Related with goods and resources, they are endowed to all human being, therefore, all resources (and all goods) are perceived initially as public goods, and satisfy both the criteria of public goods (non-rivalry and non-exclusion) to human being. Private ownership is lawful under Islmically legitimate means so that public goods, externality, and other related concepts are perceived differently from those in conventional economics. Finally, the basic difference between Islamic and conventional economics is that human behavior in Islam is imbued by ethical values. This difference necessitates different methodological justification in project evaluation. As such part two attempts to provide some departures from the conventional approach.
