<![CDATA[Abstract: Program implementation in village Torongrejo Village sub district Junrejo Batu City. So that is not the case the gap between modern development with the surrounding environment, the Batu Government to create a policy with a program of village tourism. This tourist village program implemented as one of the tours for community empowerment by making use of the potential of existing natural. Torongrejo village is one of the tourist village program implements. The result of the research shows that the presence of the tourist village can provide good impact for society as well as farmers in the surrounding areas because it can improve their wellbeing. In addition, there is also an inhibitor of factor and factor endowments in the tourist village of program implementation in the village of Torongrejo, among other internal supporting factors for the potential tour support and supported by the community. External supporting factors, namely the existence of a law which regulates about tourist village and the availability of funds. Agar tidak terjadi kesenjangan antara pembangunan modern dengan lingkungan sekitarnya, pemerintah Kota Batu membuat kebijakan dengan program desa wisata. Program desa wisata ini dilaksanakan sebagai salah satu wisata untuk pemberdayaan masyarakat dengan memanfaatkan potensi alami yang ada. Desa Torongrejo merupakan salah satu pelaksana program desa wisata. Hasil dari penelitian menunjukkan bahwa dengan adanya desa wisata tersebut dapat memberikan dampak baik bagi masyarakat maupun petani di sekitarnya karena dapat meningkatkan kesejahteraan mereka. Selain itu terdapat juga faktor pendukung dan faktor penghambat dalam implementasi program desa wisata di Desa Torongrejo, faktor pendukung internal antara lain potensi wisata yang menunjang dan didukung oleh masyarakat. Faktor pendukung eksternal yaitu adanya hukum yang mengatur tentang desa wisata dan tersedianya dana. Selain itu faktor penghambat internal adalah kurangnya pengetahuan masyarakat untuk mengembangkan desa wisata serta faktor penghambat eksternal yaitu terdapat sarana dan prasarana yang belum memadai.
