Abstract

ABSTRAK Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) merupakan bagian integral dalam pembangunan nasional. Dengan memperhatikan peran dan potensinya dalam perekonomian nasional, keberadaan UMKM terbukti merupakan pelaku usaha yang mandiri, kukuh dan fleksibel, dalam kondisi normal maupun krisis sekalipun.Salah satu kunci keberhasilan UMKM adalah tersedianya pasar yang jelas bagi produk UMKM. Menghadapi pasar tunggal ASEAN 2015 dengan mekanisme pasar yang terbuka dan kompetitif, penguasaan pasar merupakan prasyarat untuk meningkatkan daya saing. Salah satu gagasan pemberdayaan UMKM di era teknologi informasi adalah melalui pembentukan Pusat Komunikasi Bisnis UMKM Berbasis Sistem Terintegrasi di setiap daerah di Indonesia. Komunikasi Bisnis adalah proses pertukaran informasi yang dapat mendukung proses bisnis, baik dalam bidang produksi, pemasaran maupun penjualan. Sistem terintegrasi (integrated system) merupakan sebuah rangkaian proses untuk menghubungkan beberapa sistem-sistem komputerisasi dan software aplikasi baik secara fisik maupun secara fungsional. Pusat Komunikasi Bisnis UMKM Berbasis Sistem Terintegrasi ini diperuntukan bagi UMKM dalam mempromosikan usahanya, mengakses informasi faktor-faktor produksi, melakukan transaksi usaha, serta melakukan komunikasi bisnis lainnya secara global, dalam rangka memperluas jaringan usahanya.SistemTerintegrasi dirancang dengan metode Horizontal Integrationyangterdiri dari : (1) Online Webstore, (2) SMS Gatewaydan (3) Social Media Marketing. Integrated systems are designed with Horizontal Integration method comprising: (1) Online Webstore, (2) SMS Gateway and (3) Social Media Marketing. Abstract

 Desa adalah unit terkecil pemerintahan yang secara hukum diakui oleh pemerintah Indonesia. Salah satu tugas pemerintahan desa adalah memberikan pelayanan administrasi kepada penduduknya. Akan tetapi, pelayanan ini masih belum sesuai dengan harapan masyarakat karena aparat desa masih menggunakan cara manual untuk mengolah data. Penelitian ini berupaya untuk mencari solusi untuk meningkatkan pelayanan administrasi di Desa Sumbermulyo, khususnya masalah kependudukan. Dari hasil penelitian, Desa Sumbermulyo membutuhkan sistem informasi untuk mempermudah pengolahan data kependukan. Untuk itu sebuah sistem administrasi kependudukan dibuat dengan menggunakan bahasa pemprograman Microsoft Visual Basic.Net 2008 dan sistem manajemen basis data MySQL untuk pengolahan datanya. Perangkat lunak ini mampu menghasilkan aplikasi berbasis grafis dan berjalan di sistem operasi Windows. Oleh karena itu, sistem informasi diharapkan akan mudah untuk diterapkan dan digunakan oleh aparat desa.   A Village as the smallest unit of authority which is legally recognized by Indonesian government obligated to serve its citizens. Unfortunately, public administrasion, especially demographic data, in Desa Sumbermulyo is very poor since its officers remain use manual procedure in daily services. This research found that Desa Sumbermulyo requires improving its services through information sytem implementation. Microsoft Visual Basic.Net 2008 and MySQL software can be utilized to create public administration information sistem. These software are be able to produce an application based on graphical user interface (GUI) and run in Windows operating sistem. Therefore, that information sistem will be simple to implement as well as simple to use.

Abstract

ABSTRAK Pemasaran adalah salah satu perangkat vital dalam suatu bisnis, sistem pemasaran yang baik merupakan pendukung siklus hidup sebuah produk (product lifecycle). Pemasaran tidak sekedar pengembangan produk yang baik, penetapan harga yang menarik, dan ketersediaan bagi konsumen sasaran. Perusahaan juga harus berkomunikasi dengan konsumen. Kendala yang dihadapi adalah pada efisiensi anggaran untuk media komunikasi pemasaran. Abstract

ABSTRAKBimbingan dan konseling pada sekolah tingkat menengah adalah sebagai suatu proses pelayanan kepada siswa untuk mengontrol perkembangan serta aktifitas siswa di sekolah. Selama ini data-data hasil bimbingan konseling siswa hanya bisa disampaikan secara periodik semester kepada siswa dan orang tua siswa, sehingga orang tua kesulitan untuk memantau perkembangan putra-putrinya secara cepat. Sehingga perlu dibangun sebuah sistem informasi berbasis web yang mampu memberikan informasi hasil bimbingan konseling siswa kepada orang tua siswa secara cepat yang tidak terbatas dengan tempat maupun waktu. Dalam penelitian ini metode pengembangan sistem informasi yang digunakan adalah dengan menggunakan metode USDP (Unified Software Development Process), yang merupakan salah satu metode rekayasa perangkat lunak berorientasi objek yang secara konsisten mencoba beradaptasi dengan semakin besar dan semakin kompleknya sistem-sistem/perangkat lunak yang dikembangkan oleh para vendor perangkat lunak di seluruh dunia. Kemudian untuk desain (rancangan struktural) dari sistem informasi menggunakan UML (Unified Modelling Language), dan untuk pembuatan antarmuka menggunakan bahasa pemrograman  PHP dan penyimpanan data dengan database MySQL. Diharapkan dengan adanya aplikasi sistem informasi tersebut dapat membantu proses layanan serta pelaporan terhadap hasil bimbingan dan konseling yang nantinya semua pihak yang terkait dapat mengetahuinya dengan mudah.Kata Kunci: Bimbingan dan konseling, sistem informasi,  PHP, MySQL, Unified Modelling Language. ABSTRACTGuidance and counseling in junior secondary schools is as a process of service to the students to control the development and activity of the students in schools. During this data to the results of the guidance counseling students only can be delivered periodically semester to students and parents so that the parents difficulty to monitor the development of their sons and daughters quickly. So that needs to be built a web-based information system that is able to provide information on the results of the guidance counseling students to parents quickly that is not limited by place and time. In this research information system development methods used is using USDP method (Unified Software Development Process) which is one of the methods of engineering device object-oriented consistently tries to cope with the greater and more complex systems/software developed by the software vendor in the whole world. And then to the design (structural design) from information systems using UML (Unified Modeling Language) and for the creation of interfaces using  PHP programming language and data storage with MySql database. It is expected that with the existence of the information system applications can help service process and reporting on the outcome of the guidance and counseling which later all related parties can know it easily.Keywords: Guidance and counseling, information system,  PHP, MySQL, UML.

Abstract

Salah satu bentuk tugas bagian di Biro Administrasi Pimpinan Sekretariat Daerah Provinsi Jawa Timur adalah melaksanakan tugas di luar kantor (dinas luar). Dinas luar yang melekat pada setiap pegawai adalah dengan mendapatkan surat perintah tugas (spt) sebagai bentuk laporan pertanggungjawaban dari kegiatan yang sudah dilaksanakan. Kendala yang sering terjadi adalah keterlambatan dalam pembuatan surat perintah tugas, sehingga tugas sudah selesai dilaksanakan kemudian administrasi spt menyusul. Oleh karena itu untuk mempercepat penyesuaian administrasi dengan pelaksanaan, maka diperlukan proses administrasi yang memadai, salah satunya dengan membuat administrasi elektronik dalam bentuk aplikasi digitalisasi elektronik surat perintah tugas. Pembuatan digitalisasi elektronik ini dikembangkan dengan menggunakan metode waterfall untuk mempermudah dalam pembuatannya. Rancangan model aplikasi dibuat dengan menggunakan model notasi Unified Modelling Languange (UML) dengan memanfaatkan model use case diagram, dan activity diagram. Kemudian untuk pembuatan aplikasi dibangun menggunakan teknologi berbasis web dengan memanfaatkan kode program berbasis PHP dengan penyimpanan data dengan menggunakan database MySQL. Hasil aplikasi digitalisasi elektronik surat perintah tugas yang dibuat dapat membantu mempercepat pembuatan surat perintah tugas, sehingga dapat membantu mempermudah kinerja dari pegawai/aparatur sipil negara dalam melaksanakan tugas/dinas luar.

Abstract

Background: Even with modern medication, 30 to 40% of epilepsy patients will be intractable and this condition leads to cognitive and psychosocial decline, resulting in worse quality of life and higher mortality. With 0.5-0.6% prevalence, there will be about 1.5 million epileptic in Indonesia, about 440.000 will be intractable, and 220.000 of them are potential candidates for epilepsy surgery (ES).  A decade has passed since the first ES performed on July 1999, and the number increases every year reaching 35-47 ES per year in 2007-2009. Despite  the excellent result shown, all of these ES were still performed in Semarang (Diponegoro University) while the patients were from all part of Indonesia. The major reason behind the unavailability of ES in most part of the country should be discussed for the sake of future development of ES in Indonesia.Material: Epilepsy surgery was started in July 1999 with anterior temporal lobectomy for a 34 Y-old female with left mesial temporal sclerosis (MTS) causing a long standing intractable seizures. The number of cases increases every year. Until the end of 2009, there were 238 cases of epilepsy surgery, including 212 anterior temporal lobectomies.  Among these, 106 cases had been follow up more than 36 months, and evaluated for surgical results.Method: To evaluate the patient’s selection and the presurgical evaluation, we divide the ES cases into the first 5 years ( 56 cases ) and the recent 5 years ( 182 cases ). But for the purpose of evaluating surgical results, only those with at least 36 months postoperative follow-up were included (106 cases) and grouped into those operated before or after the age of 25 Y-old (group A and group B), and into those operated before or after the length of epilepsy of 10 years ( group I and group II)Results: For the first five years-period, decision to operate were based on MRI and routine interictal EEG in 54 out of 56 TLE cases. One patient had long-term ictal EEG and another had subdural grid EEG implanted, since MRI in both patients showed visually normal MRI. For the last five years, decision to operate were based on MRI and routine EEG in 91 out of 156 TLE cases. Long term ictal EEG were performed in 46 patients, subdural grid EEG in 10 patients, PET study in 7 patients, and EcoG in 2 patients. The overall seizure free (SF) rate were 70.75%, but if grouped according to patient’s age at surgery ( less than or over 25 Y-old ), the SF rates were 75.4% vs 66.04% respectively. So did if grouped according to length of disease ( less than or more than 10 years ), the SF rates were 78.72% vs 64.40% respectively. Conclusion: MRI plays very important role to decide the side of the epileptic temporal side, but this role is decreasing as it was 96.4% during the beginning five years to become 58.34% for the last five years. This means that we are working on more difficult epilepsy cases recently. SF rate was significantly higher for those who was operated at younger age and for those with shorter duration of epilepsy. This means that surgery should be offered earlier for those intractable TLE patients with obvious focus on MRI.

Abstract

This study aims to analyse the effectiveness of social media as a mediator in improving the performance of regional apparatus in East Java. In the digital era, social media has become an important tool in optimising government communication, transparency and accountability. This study uses a quantitative methodology with a survey approach to collect data from regional apparatus in East Java. Data were collected through questionnaires distributed to regional apparatus employees and analysed using path analysis techniques. The results The research findings indicate that the achievements of local apparatus in East Java, as well as the utilization of social media, are significantly influenced by CETTAR work culture, technological literacy, and service innovation. CETTAR work culture, technological literacy, and service innovation all showed a positive influence on social media usage and local apparatus performance. The implications of this study suggest that optimising the use of social media is an integral part of employee performance improvement strategies undertaken by local governments.

Abstract

This study analyzes the implementation of Flexible Working Arrangement (FWA) policy enacted by East Java Provincial Government through Governor's Circular Letter Number 11410 of 2025 in response to security dynamics during September 1-4, 2025. Employing a descriptive qualitative approach with Edwards III Implementation Model as analytical framework, this research examines four key variables: communication, resources, disposition, and bureaucratic structure. The analysis reveals that FWA policy represents an adaptive strategy successfully balancing employee safety protection and essential public service continuity. Implementation success was supported by structured policy communication, utilization of existing digital infrastructure, strong leadership commitment, and bureaucratic structure flexibility in operational decision decentralization. This study recommends institutionalizing FWA mechanism within permanent Business Continuity Plan (BCP) framework and developing output-based performance evaluation system to measure adaptive policy effectiveness during crisis.
