Abstract

The establishment of the Morotai Island Regency as one of the 10 National Tourism Strategic Areas and Special Economic Zones is a central government strategy to accelerate the development of regencies/cities in North Maluku Province, which are still classified as underdeveloped regions in Eastern Indonesia. This study aims to analyze the influence of tourist arrival rate, price, human development index, and tourism promotion policy on economic growth by using regression of panel data of fixed-effect model (FEM) based on the feasible generalized least square (FGLS) VI method in eight regencies/cities in North Maluku Province during the period of 2012–2017. This finding shows that tourism development was closely related to economic growth, both in the short and long term. However, the development of tourism facilities and other supporting tourism facilities on the coast by coastal landfill had sacrificed the growth of coastal mangrove forests. Therefore, the local government is encouraged to issue regional regulations on the implementation of sustainable tourism businesses and educate the local community and visitors to play a role in protecting the environment of tourist destinations sustainable.

Abstract

Over the last a decade, there has been increased attention to the economy of the East-Indonesia Region (KTI), arising particularly from an awareness of the existing serious ambalance in inter-regional development. In order to overcome this imbelance, the policy of developing 13 areas for an integrated economic development (KAPET) has been adopted to meet and resolve the challenges facing the East-Indonesia Region. By using a map of workers productivity and the elasticity index of employment opportunities as well as a linier trend analysis, it is possible to identify the needs for human resources in terms of quantity and quality, and to make an evaluation of the potential factors that will enhance the quality of human resources. The evaluation of the quantity and quality of human resources is based on a projection of the needs for human resources according to sectors, elasticity, and productivity. The objectives of the research are follows: 1) To identify the potentialities of the speciality sectors (i.e plantation and fishery) in Seram as an effort to enhance the capability of human resources; 2) To figure out the quantity of human resources needed for the speciality sectors in Seram; 3) To find out an appropriate set of policies that can bridge the needs for human resources in terms of quality and quantity, which are capable of attraccting private investment in Seram. The results of the study indicate that from the point of view of quantity, human resources for both the fishery an plantation sectors are adequately available for shortterm as well as long-term development. However, from the point of view of quality, the human resources in Seram have extremely low productivity. This fact shows that availability of natural resources in Seram is not complemented with the capability of human resources. Therefore, there is a need for human resources development for the purpose of exploiting the rich potentielities of the speciality sectors in Seram.

Abstract

Abstrak: Minyak kayu putih hanya dihasilkan oleh beberapa daerah, termasuk Pulau Buru sebagai penghasil tanaman kayu putih terbesar di Maluku. Kondisi ini dapat dapat digunakan untuk mengoptimalkan produk, namun dapat juga dilakukan inovasi bagi perkembangan produk minyak kayu putih. Sehingga pengabdian ini bertujuan untuk melatih mitra melakukan inovasi hand sanitizer berbahan dasar minyak kayu putih. Metode yang digunakan yaitu pelatihan melalui penyampaian materi dan simulasi pembuatan hand sanitizer, pendampingan secara langsung maupun digunakan video panduan, serta monitoring evaluasi dengan melibatkan pemerintah desa kepada lima orang pekerja di UMKM Ketel Waitule, Kabupaten Buru, Provinsi Maluku. Hasil yang telah dicapai dalam kegiatan ini yaitu peserta mampu membuat hand-sanitizer dengan nilai observasi 85,5 dan peningkatan pengetahuan dari nilai mean pre-test 72,86 menjadi 98,7 pada post-test. Peningkatan pengetahuan pada hasil pre-test dan post-test menunjukkan pekerja di UMKM Ketel Waitule sudah memahami pentingnya minyak kayu putih untuk dilakukan inovasi. Selain itu, nilai observasi praktik pembuatan hand-sanitizer juga sangat baik. Hal ini berarti Ketel Waitule dapat melakukan inovasi produk tetapi perlu evaluasi monitoring yang berkelanjutan dan dukungan dari multi sektor untuk pengembangannya.Abstract: Eucalyptus oil is only produced by a few regions, including Buru Island the largest producer of eucalyptus in Maluku. This condition can be used to optimize the product, but innovations can also be made to develop eucalyptus oil products. So this service aims to train partners to innovate hand sanitizers made from eucalyptus oil. The methods used are drilling through the delivery of materials and simulations of making hand sanitizers, direct assistance or use of video guides, as well as evaluation monitoring involving the village government for five workers at the Waitule Boiler MSME, Buru Regency, Maluku Province. The results that have been achieved in this activity are that participants can make hand sanitizers with an observation value of 85.5 and an increase in knowledge from the pre-test mean value of 72.86 to 98.7 in the post-test. Increased knowledge of the results of the pre-test and post-test shows that workers in the Waitule Ketel MSME have understood the importance of eucalyptus oil for innovation. In addition, the value of observing the practice of making hand sanitizer is also excellent. This means that the Waitule boiler can innovate products but needs continuous monitoring evaluation and support from multi sectors for its development.

Abstract

In practice, scientific research methods are often based on assumptions that are guided by paradigms that describe a philosophical belief in guiding an action to overcome problems in research. Before the discovery of the mixed method, there was a quantitative method with a positivist paradigm (positivism) and a qualitative method with a post-positivist paradigm. However, in the development at the end of the 1980s until now, the mixed method has been widely used and seen as a new methodology that invites debate, especially related to philosophical, procedural development, and expansion to become different disciplines. Therefore, the author offers the Utilitarianism Paradigm – Elia Radianto Version (PU-VER), as a new paradigm that can be used to base the mixed method. Thus, there are currently three research methods, which have the main paradigm, namely: 1) quantitative with a positivist paradigm (positivism); 2) qualitative with post-positivism or constructivist (interpretative) paradigms or in some textbooks referred to as naturalistic or phenomenological paradigms; and 3) mixed methods with Paradigm Utilitarianism-Versi Elia Radianto (PU-VER).

Abstract

This study aims to analyse the effect of Export Value (EKS_US$) and Exchange Rate (KURS_US$) on Gross Domestic Product (GDP) as a proxy for economic growth in Indonesia using multiple linear regression based on interpolated monthly data from annual data. In this paper, it is also explained about calculation examples, quarterly and monthly data interpolation methods using data from the Central Bureau of Statistics, namely Indonesia's Gross Domestic Product (GDP) for 2021-2022 at constant 2010 prices. Based on the calculation results, using multiple linear regression of monthly data for the 2018-2022 period, it shows that the estimated model has the best estimator, which is indicated by the variables used, passing the diagnostic test in the form of Multicollinearity, Heteroscedasticity, Autocorrelation, Normality, and Linearity tests. This indicates that the estimator value of the observed data is able to represent the random behaviour of the actual data. However, everything returns to the researcher, at which stage will be chosen is greatly influenced by various factors and considerations of the researcher. Thus, at certain stages and situations, it is very open to researchers to use data interpolation, especially on all data that has flow characteristics, such as GDP data, export values, exchange rates and others. Abstract

Penelitian ini bertujuan menganalisis pengaruh variabel Tourism Participation Index (TPI), Social Development Indicator (SDI), Infrastructure Development Indicator (IDI), dan Human Resources Indicator (HRI), terhadap jumlah penduduk miskin (JPM) di kabupaten/kota di Maluku Utara baik dalam jangka pendek maupun panjang. Menggunakan dynamic panel data selama 2012–2019 dengan metode Feasible Generalized Least Square VI, hasil analisis menunjukkan HRI tidak signifikan, TPI dan SDI berpengaruh signifikan secara negatif, sedangkan IDI berpengaruh signifikan secara positif. Dalam jangka panjang variabel TPI, SDI dan IDI berpengaruh positif terhadap JPM. Hasil ini menunjukkan bahwa, pembangunan pariwisata di kabupaten/kota Provinsi Maluku Utara, belum mampu menurunkan kemiskinan. Oleh karena itu diperlukan rancangan kebijakan pariwisata yang berpihak pada masyarakat miskin (Pro Poor Tourism).
