Abstract

This paper looks at how Indonesia contributes to the creation of a relatively peaceful and stable Southeast Asian region after the Cold War. It examines Jakarta’s diplomacy in the South China Sea, and explains its implications for the making of the regional order. The argument is that Indonesia’s impact on regional security has been apparent in its attention to the improvement of rule-based interaction among states in the region. However, recent developments have demonstrated that Indonesia’s initiatives, formulated in the Indo-Pacific Cooperation Concept, are unsuccessful due to the lack of support from other ASEAN states. This paper shows that great powers politics in the troubled waters has hindered the advancement of Indonesian’s order-driven policy.  Keywords: ASEAN, Indonesia, Indo-Pacific Concept, Regional Order, South China Sea.  Tulisan ini membahas kontribusi Indonesia dalam menciptakan Kawasan Asia Tenggara yang relatif damai dan stabil setelah Perang Dingin berakhir. Fokus bahasan pada diplomasi yang dilakukan dalam meresolusi konflik Laut China Selatan. Penulis berargumen dampak keterlibatan Indonesia terlihat dari upaya untuk mendorong interaksi yang berdasarkan pada norma dan aturan bersama antar-negara Asia Tetangga. Namun, perkembangan terkini menunjukkan inisiatif Jakarta, khususnya Konsep Kerja Sama Indo-Pasifik, kurang berhasil karena kurang mendapat dukungan anggota ASEAN. Paper ini juga membuktikan bahwa politik kekuatan menjadi hambatan bagi implementasi kebijakan luar negeri Indonesia dalam kasus Laut China Selatan. Kata-kata kunci: ASEAN, Indonesia, Indo-Pasifik, Laut China Selatan, Tatanan Kawasan.

Abstract

Penelitian ini ditujukan untuk menganalisis kebijakan luar negeri Trump terkait pemindahan Kedutaan Besar Amerika Serikat (AS) di Israel dari Tel Aviv ke Yerusalem pada 6 Desember 2017. Kebijakan itu memicu berbagai kritik karena dunia menganggap pemindahan Kedutaan Besar AS ke Yerusalem sebagai pelanggaran berbagai resolusi yang diadopsi oleh PBB. Terlepas dari kritik dunia, Trump masih bersikeras untuk memindahkan Kedutaan Besar AS ke Yerusalem. Kebijakan ini berhasil dilaksanakan seiring dengan diresmikannya kantor Kedutaan Besar AS yang baru di Yerusalem pada 14 Mei 2018. Berangkat dari fenomena ini, penelitian ini membahas mengapa Trump tetap memindahkan Kedutaan Besar AS di Israel ke Yerusalem meskipun mendapat tentangan internasional. Untuk menjawab pertanyaan tersebut, penelitian ini menggunakan dua kerangka pemikiran, yaitu analisis worldview dan analisis politik domestik dalam pembuatan kebijakan luar negeri. Dari dua kerangka pemikiran ini, penulis berargumen bahwa pemindahan Kedutaan Besar AS di Israel ke Yerusalem dipengaruhi oleh worldview Trump dan didukung oleh politik domestik AS yang melegitimasi kebijakan tersebut. Temuan dalam penelitian ini lantas mengonfirmasi argumen tersebut dengan data yang menunjukkan bahwa nationalist worldview yang dimiliki Trump menjadi faktor pendorong untuk pemindahan Kedutaan Besar AS ke Yerusalem. Lebih lanjut, penelitian ini juga menunjukkan bahwa nationalist worldview bukanlah faktor tunggal dalam kebijakan Trump tersebut. Dalam kasus ini, kondisi politik domestik AS memberikan legitimasi bagi Trump untuk memindahkan kedutaan ke Yerusalem, yang di dalamnya mencakup opini publik yang pro-Israel, keberadaan Israel Lobby, serta adanya kepentingan Trump untuk memenuhi janji politiknya mengenai Yerusalem. Kata-kata Kunci: Yerusalem, Trump, Nationalist Worldview, Opini Publik, Israel Lobby, Janji Politik  This research analyzes Trump's foreign policy on the relocation of the United States (U.S.) Embassy in Israel from Tel Aviv to Jerusalem, which was carried out on 6 December 2017. The policy triggered various criticisms as the world considered the movement as a violation of various resolutions adopted by the United Nations. Despite world criticism, Trump still insisted on moving the U.S. Embassy to Jerusalem. The policy was successfully implemented as the new embassy was established on 14 May 2018. Departing from this phenomenon, the author discusses why Trump continued to move the U.S. Embassy in Israel to Jerusalem despite international opposition. To answer the question, the author uses two frameworks: the analysis of worldview and the analysis of domestic politics in foreign policymaking. From these two frameworks, the author then argues that the relocation of the U.S. Embassy to Jerusalem was influenced by Trump's worldview, and was supported by U.S. domestic politics, which legitimized the policy. The findings in this research strongly confirm the author's argument aforementioned as the data collected shows that Trump's nationalist worldview is a driving factor for the move of the U.S. Embassy to Jerusalem. Furthermore, this study also shows that nationalist worldview is not a single factor in Trump's policy. In this case, the U.S. domestic politics also play a role by giving the legitimacy to move the embassy to Jerusalem, which included a pro-Israeli public opinion, the existence of an Israel Lobby, and Trump's interest in fulfilling his political promises regarding Jerusalem. Keywords: Jerusalem, Trump, Nationalist Worldview, Public Opinion, Israel Lobby, Political Promises

Abstract

Abstrak Hingga Juli 2020, kasus positif Covid-19 di Indonesia sudah menembus angka 100.000 orang dengan jumlah meninggal dunia mendekati 8000 jiwa. Profil penularan virus corona demikian menjadi sumber polemik politik menyoal keefektifan kebijakan penanganan virus corona oleh Pemerintahan Presiden Joko Widodo (Jokowi), termasuk dampak ekonomi dan sosial yang dittimbulkan. Tulisan ini ditujukan untuk meninjau secara kritis, dengan pendekatan intermestik, permasalahan diplomasi kesehatan Jokowi. Penulis berargumen walaupun agenda kesehatan publik telah diakui sebagai bagian penting hubungan internasional, namun implementasi kebijakan luar negeri Indonesia yang berkaitan dengan pandemi Covid-19 masih kurang signifikan. Faktor-faktor domestik terutama marjinalisasi posisi diplomasi dalam manajemen krisis nasional merupakan penghambat kinerja Kementerian Luar Negeri, selain kelemahan fungsional dan institusional birokrasi diplomasi Indonesia.Kata-kata kunci: Covid-19, diplomasi kesehatan, Indonesia, manajemen krisis nasional. Abstract Until July 2020, the number of infection of Covid-19 in Indonesia had reached over 100000 cases, of which nearly 8000 deaths were noted. This profile of coronavirus spread raises political polemeics on the effectiveness of President Jokowi’s government’s policy to mange the pandemic, including its economic and social impact. By employing an intermestic approach, this article looks critically at the implementation of Jokowi’s health diplomacy. The atuhor argues that despite public health agenda has become an important part of today’s international relations, the conduct of Indonesia’s foreign policy to respond to the current Covid-19 issues is noticeably less significant. Domestic factors conteibute to hindering the diplomatic efforts, mainly the marginalisation of diplomacy within the national crisis management fraemwork. Beside this the prolonged funtional and institutional weaknesses of the Foreign Ministry spoil the performance of health diplomacy.Keywords: Covid-19, health diplomacy, Indonesia, national crisis management.

Abstract

This article traces the evolution of Indonesia's foreign policy studies, highlighting the major theoretical and methodological trends that have shaped their current form. As a starting point, we introduce a discourse on non-Western Foreign Policy Analysis (FPA), having developed beyond the dominance of the Western-rooted International Relations (IR) discipline. The authors encounter that Indonesia's foreign policy studies evolve through two stages. The first stage occurred during the Cold War until the early 2000s. It demonstrated a scholarship development characterized by an attempt to promote a national-focused or area studies perspective, despite the influence of realism and positivism. The second stage, visible since the mid-2000s, shows the advancement of diverse theory-driven inquiries, having been moved by the younger generation of scholars more exposed to various theories and research methods in IR. Dealing with these two phases of the studies will likely build Indonesia's foreign policy studies' inclusive, critical, and unique identity. It can be realized by adopting and contextualizing approaches offered by state transformation theory, critical realism, and reflexive theorizing in IR to unpack the relatively overlooked aspects of Indonesia's foreign policy.
