Abstract

Implementasi kebijakan Polri berkaitan dengan pelayanan SIM di Kota Surabaya belum optimal dikarenakan: (1) Keterpaduan sistem transportasi yang belum terbentuk dan belum memadai; (2) Rencana pemerintah untuk menjadikan Kota Surabaya menjadi kota megapolitan dengan nama Gerbang Kerta Susila, menjadi permasalahan tersendiri karena memerlukan kebijakan yang tepat sasaran pula terutama dalam manajemen lalu lintasnya. Oleh karena itu diperlukan suatu perubahan sistem yang konsisten dan merubah midnset masyarakat dan Polri dalam pelayanan SIM untuk menekan kecelakaan lalu lintas. Hasil penelitian menunjukkan: Peningkatan kualitas dan profesional polisi lalu lintas merupakan salah satu rencana strategis Direktorat Lalulintas Polri. Walaupun demikian, keterbatasan didalam penyediaan fasilitas operasional membutuhkan penyelesaian bersama. Keseimbangan alokasi di dalam pembinaan jalan juga harus memungkinan secara proporsional di berikan untuk penyediaan fasilitas Kepolisian lalulintas. Kreatifitas dan inovasi para unsur pimpinan juga tidak kalah pentingnya dalam mewujudkan hal ini, karena itu sinergitas unsur terkait harus senantiasa dikedepankan dan ditekankan demi terciptanya tujuan bersama. Dari hasil penelitian tersebut peneliti merekomendasikan antara lain: (1) Pelaksanaan manajemen lalu lintas yang efektif,(2) Pengendalian penerbitan SIM sesuai dengan manfaat, tujuan, dan kebutuhan pengguna SIM.

Abstract

In reaction to the rapid increase of garbage, the Indonesian government has addressed the serious challenge of waste problems, and Malang Municipality local government established Malang Waste Bank (Bank Sampah Malang (BSM)) for the purpose of the implementation of reducing, reusing, and recycling (3Rs). The 3Rs are implemented by running a waste recycling business and encouraging people to separate their waste. This study aims to analyze the current reality of BSM activities and clarify its economic viability. In order to measure the economic viability of BSM, BSM’s budget performances were analyzed by using BSM’s financial statements, whereas the role of BSM as a social function is examined by analyzing the in-depth interviews, field observations, and secondary data. The results of the analysis show that BSM is not economically profitable. However, the existence of BSM should be maintained because it has many social benefits, such as changing people’s behavior toward waste, enhancing community participation in managing waste, and giving extra money to BSM’s members.

Abstract

The increase of quality and quantity of the most agricultural product in Batu City doesn’t generate farmer’s welfare. It is indicated by the decrease of Gross Regional Domestic Product (GRDP) percentage on the agriculture sector annually. It is assumed that the condition caused by marketing planning system. The research uses a descriptive method with a qualitative approach. Result of the research shows that the planning process in Batu City uses political, technocratic, participative and top-down and bottom-up approach. The planning process comprises the stages of investigation, problem formulation, resources identification, aim and target determination, work planning formulation, and budgeting.Key stakeholders who influence the planning process are the Batu City Mayor, Batu City Local Parliament and Batu City Agricultural and Forestry Agency, although society has also been involved. The program planning supporting factors are potential Batu resources, government policies that support funding factors, as well as the presence of mass media and universities. Inhibiting factors include socio-cultural attitudes that are difficult to accept change, the quality of the planning human resources that still need some improvement, lack of supporting data in the planning process, yet the evaluation of the impact, as well as global market conditions tighten competition marketing of agricultural products
